A RESOLUTION AUTHORIZING ACCEPTANCE OF THE
PROPOSAL OF MORGAN, LEWIS AND BOCKIUS TO PROVIDE
LEGAL SERVICES TO THE CITY OF MIAMI BEACH IN
MATTERS OF LABOR RELATIONS AND LABOR LAW UNDER
THE FLORIDA PUBLIC EMPLOYEES RELATIONS ACT.
WHEREAS, the City of Miami Beach desires to employ the law firm of Morgan,
Lewis and Bockius, to provide legal services on all matters of labor relations and labor
law, and the City's responsibilities under the Florida Public Employee Relations Act;
and
WHEREAS, Morgan, Lewis and Bockius has submitted their letter of proposal to
the City, dated September 1, 1983, whereby they would perform said services on an
hourly basis, ranging from $75.00 per hour to $125.00 per hour, depending upon the
attorney involved, not to exceed $35,000 in a fiscal year; and
WHEREAS, the City Attorney has approved said letter of proposal as to form,
and the City Manager has recommended that the City Commission accept said
proposal and authorize entry into same; and
WHEREAS, the City Commission of the City of Miami Beach is familiar with the
provisions of said proposal;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that said letter of proposal of Morgan, Lewis
and Bockius, dated September 1, 1983, be and the same is hereby accepted; that the
Mayor and City Clerk be and they are hereby authorized and directed to execute said
letter of proposal in acceptance thereof, in the name of and on behalf of the City; and
that the financial officers of the City are hereby authorized and directed to disburse
the monies required by the terms of said letter of proposal from funds of the City
available for such purpose.

SUBJECT: ACCEPTAN E OF THE PROPOSAL OF MORGAN, LEWIS AND BOCKIUS TO
PROVIDE LEGAL SERVICES TO THE CITY OF MIAMI BEACH IN MATTERS
OF LABOR RELATIONS AND LABOR LAW UNDER THE FLORIDA PUBLIC
EMPLOYEES RELATIONS ACT
Peter J. Hurtgen has guided the City of Miami Beach in our Collective Bargaining
Negotiations, PERC Proceedings, Impasse Resolutions, Administration of Collective
Bargaining Agreements and Arbritation of Disputes Arising Thereunder and employment
discrimination matters since 1975. During this time Mr. Hurtgen was employed by the firm
of Seyfarth, Shaw, Fairweather, and Geraldson. During the last year Mr. Hurtgen was
assigned to their Washington, D.C. office.
Mr. Hurtgen recently left the firm of Seyfarth, Shaw, Fairweather, and Geraldson to become
the partner in charge of Employment Relations Practices with the firm of Morgan, Lewis
and Bockius located in Miami.
Because of the outstanding work Mr. Hurtgen had performed in the area of Labor Relations
over the past several years for the City of Miami Beach, it is desired that Mr. Hurtgen
continue his services with the City of Miami Beach. In addition, it is advantageous to the
City having Mr. Hurtgen working out of Miami instead of Washington, D.C.
Morgan, Lewis and Bockius would perform said services on an hourly basis, ranging from
$75.00 per hour to $125.00 per hour, depending upon the attorney involved, not to exceed
$35,000 in a fiscal year. This would be budgeted from the Unclassified Section.
ADMINISTRATION RECOMMENDATION:
That the Commission adopt the Resolution.
