A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AT ITS
MARCH 19, 2019 MEETING TO NAME THE MIAMI BEACH NORTHERN
CONVENTION CENTER PARK AS "COLLINS CANAL PARK;" AND,
PURSUANT TO SECTION 82-503 OF THE CITY CODE, SETTING A PUBLIC
HEARING FOR MAY 8, 2019 TO CONSIDER THE NAMING AND DIRECTING
THE CITY CLERK TO PUBLISH THE APPROPRIATE PUBLIC NOTICE.
WHEREAS, as the renovation of Miami Beach Convention Center nears completion,
there is an immediate opportunity to rename the northern Convention Center park to reflect the
spirit of the new Miami Beach Convention Center; and
WHEREAS, the Greater Miami Convention and Visitor Bureau ("GMCVB") and City staff
have collaborated on suggested names for the park and the suggested names for the northern
park were as follows:
1. Clubhouse Park,
2. Tree of Life Park,
3. Great Fichus Park, and
4. North Convention Center Park; and
WHEREAS, in early 2018, the Neighborhood/Community Affairs Committee ("NCAC")
recommended the names be reviewed by the Women's Committee, which suggested that the
names be considered by the Parks & Recreational Facilities Advisory Board ("PRFAB"), and
NCAC suggested that staff develop additional recommendations; and
WHEREAS, in October 2018, the Convention Center Advisory Board ("CCAB")
recommended that West 8 be asked to identify the featured plants being installed in the Miami
Beach Convention parks and, further, that the Parks and Recreation Board consider the names
of these plants as potential names for the northern Convention Center park naming; and
WHEREAS, at its meeting on December 11, 2018, the Parks and Recreational Facilities
Advisory Board recommended the northern Convention Center park be renamed "Convention
Center Waterway Park"; and
WHEREAS, at its meeting on February 6, 2019, the NCAC proposed "Collins Canal
Park" as the name for the northern Convention Center park; and
WHEREAS, on February 13, 2019, the Mayor and City Commission referred the name
of "Collins Canal Park" to the NCAC for formal review, consideration, and its recommendation;
and
WHEREAS, on March 19, 2019, the NCAC recommended "Collins Canal Park" as the3
name for the northern Convention Center park; and
WHEREAS, the Mayor and City Commission accept the name recommended by the
NCAC for the northern Convention Center park and, pursuant to Section 82-503 of the City
Code, the City Commission shall call a public hearing on the proposed naming.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Neighborhood/Community Affairs
Committee to name the Miami Beach northern Convention Center park as "Collins Canal Park;"
and, pursuant to Section 82-503 of the City Code, hereby set a public hearing for May 8, 2019
to consider the naming and direct the City Clerk to publish the appropriate public notice.

RECOMMENDATION
The Administration strongly recommends that the Mayor and City Commission accept and
approve the Neighborhood/Community Affairs Committee ("NCAC") recommendations made
on March 19, 2019 and approve the setting of a public hearing, for formal approval of "Collins
Canal Park" on May 8, 2019.
ANALYSIS
The Collins Canal runs along the side of the northern Convention Center Park and was
constructed by John Collins in 1912. He built it to transport avocados and mangos from his farm
to barges and ships in Biscayne Bay. Today, Collins Canal is a beautiful waterway that is used
mainly for recreational purposes.
On February 13, 2019 at the Mayor and City Commission meeting, the motion was made by
Commissioner Malakoff, to approve and accept the NCAC referral of naming the northern
Convention Center Park as "Collins Canal Park", and seconded by Commissioner Aleman by a
voice vote of 7-0. The motion was referred unanimously to the NCAC for review, consideration,
and final recommendation.
On March 19, 2019, the Neighborhood/Community Affairs Committee approved the
recommendation of naming the northern Convention Center Park "Collins Canal Park"to the
City Commission on May 8, 2019.
As such, the timeline for finalizing the northern convention center park name is as follows:
April 17, 2019 -City Clerk provides notice of Public Hearing to Miami Herald.

April 26, 2019 - Last day to publish 10 day notice of Public Hearing.
May 8, 2019 - Public Hearing on the name "Collins Canal Park" to be approved by 5/7th vote

CONCLUSION
The Administration strongly recommends that the City Commission approves the Resolution to
accept the NCAC recommendation to name the northern convention center park, "Collins Canal
Park,"and to set the Public Hearing for May 8, 2019.
