How does WASHINGTON AVENUE overcome present-day
CHALLENGES?
BYDYLMIJACKSON
October 12, 201.5 01:25 PM
Updated October 13.20'5 0219 PM
Ricky Arriola remembers 1990 Miami Beach in shades of pulsing neon and' Miami Vice"
pastels. Tourists shared sidewalks with European models and fashion titans. Nightlife was so
hot that Mickey Rourke, Prince and Rolling Stones guitarist Ron Wood opened their own
clubs.
But not anymore. The models and fashion industry are gone, ousted by rising rents and
stricter permitting. Many clubs have fled across the bridge. Only the best-lmoz+n brands like
Nike and Apple can afford shops on Lincoln Road. Ocean Drive has become a rowdy,
tourists -only playground with limited appeal for locals..
"Washington Avenue is like the hole in the
doughnut," said Blue Ribbon Panel member Lyle
Stern, president of Koniver Stern Group consulting
firm. "We have lots of tourists and residents
straddling both sides of the avenue. The difficulty
is populating it with businesses. Tourists enjoy
Washington Avenue — it's reminiscent of the
Village in New York City 30 years ago, with all the
head shops and boutiques and novelty stores —
but it still needs to be cleaned up."

district and see how ti ORGANIZE THE FOLLOWING (3)
THREE ELEMENTS:
1. CATALYST (GO BOND FUNDING)
2. CHARACTER
3. MOBILITY
to answer KEY QUESTIONS from WA Blue Ribbon Panel
How can WASHINGTON AVENUE best serve / be more attractive for residents and visitors? • How do
we envision successful REVITALIZATION? • What role do uses play? Local vs. touristic? • What are
the ISSUES? • What are the TRENDS? • How does WASHINGTON AVENUE support existing beach -
based tourism and CREATE ORIGINAL NEW TOURISM CONCEPT + EXPERIENCE FOR RESIDENTS AND
VISITORS? • How does WASHINGTON AVENUE COMPLEMENT + DIFFERENTIATE itself from other
regional beach destinations? From WYNWOOD? FROM DOWNTOWN MIAMI? Others? • How do we DRAW
LOCALS + VISITORS? • How do we ATTRACT Daytime vs Evening/Nightime activities? • How do we
IMPROVE WASHINGTON AVENUE as the `PLACE TO VISIT'? • How do we ENHANCE WASHINGTON
AVENUE as the `PLACE TO SHOP'? • What role do types of retail play? • How do we MARKET DISTRICT +
NEIGHBORHOODS to shop in WASHINGTON AVENUE? • How do we address TRANSPORTATION NEEDS
of residents + visitors? • How does WASHINGTON AVENUE SUPPORT NEIGHBORHOOD -SERVING
RETAIL and CREATE ORIGINAL NEW RETAIL CONCEPT + EXPERIENCE for residents and visitors? • How
do WASHINGTON AVENUE BUSINESSES COMPLEMENT + DIFFERENTIATE themselves from LINCOLN
ROAD, COLLINS AVENUE, OCEAN DRIVE businesses?
WHAT DO WE DO IN THE INTERIM?
Pilot Projects for Washington Avenue
pilot projects I ART
Living museum IDEAS:
• Get 5 buildings to rent out space to artists. Have them work and exhibit there.
• Old City Hall use as a permanent working space?
• Get 5 buildings to allow Murals to be painted on building walls
• Feinberg Fischer fence overhaul
• Ground art. Vibrant 3D, shadows art.
• Vacancy storefront mural pics (vintage photos, philanthropic imaging)
• Entrance to Washington should be inviting and iconic
pilot projects I LIGHTING
1 CURRENT BUILDINGS BEAUTIFICATION
• FPL polls - New lights, flowers on the polls. • Wolfsonian `projector'
• Bus stops and park benches • Old City Hall plaza - create art center, film/
• Trees music production, non profit
• Holiday • Post Office makeover
• Police department
• School fence - sculpture garden
• Paint historic buildings like they used
pilot projects 1 MUSIC AND SPECIAL EVENTS
1 PARKING
• Carnivale
• Once a month music series
• Super Bowl (temp sponsorship areas)
• live music pop ups
• farmers market or flea market
• Shared valet system
• Marketing the public parking
• Get rid of towing/parking scheme
Additional Considerations: ZONING INCENTIVES
• Waived or reduced concurrency fees for new sidewalk cafes.
• Increase the permitted height to seventy-five feet (75') for those
projects that incorporate new Office uses. Expanding Sections
142-309(1) and 142-309(2) of the Code.
• Reduced or eliminate off-street parking requirements for those
properties on Washington Avenue that incorporate new Office or
Fine Dining uses.
• Extend sunset provision in Section 130-33 of the City Code.
• Administrative approval for loading in alleyways.

What does Washington Avenue become? What about Collins Avenue? Ocean Drive?
Washington Avenue is the CATALYST PROJECT
• Historic Grid - walkable pedestrian environment
• One -mile Corridor from Lincoln Road to 5th Street*
• Twenty-five City Blocks
• Typical Block Size is 280' by 400'
• 100'-0" Public Right -of -Way (Same as Lincoln Road)
• Most Landmark Buildings front Washington Avenue
• +/- 100 Historic Properties along Flamingo Park Historic
District (+/- 87 contributing historic properties)

WASHINGTON AVENUE: WHAT NEEDS TO BE FIGURED OUT
• Median design
• Parking lane vs traffic lanes
• Bike lanes
• Dedicated Trolley lane -where? during what times?
• Loading zones in alley
• Zoning incentives for office space.
• Waive sidewalk fees
• Retail/restaurant waiver of impact fees
• Parklets
