A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
ADMINISTRATION TO MAKE APPLICATION TO THE
FLORIDA DEPARTMENT OF STATE, HISTORIC
PRESERVATION GRANTS-IN-AID PROGRAM FOR
FUNDING OF A COMMUNITY EDUCATION AND
COMMUNITY RELATIONS PROJECT.
WHEREAS, for the reasons particularly set for in Commission Memorandum
No. 136-84 , the City Commission of Miami Beach deems it in the best interest of the
citizens of Miami Beach to apply for funds from the Florida Department of State, Historic
Preservation Grants-In-Aid Program; and
WHEREAS, the City of Commission feels the citizens of Miami Beach should be
aware of their architectural heritage, the benefits available through preservation of historic
sites and districts, and the historic preservation designation procedure; and
WHEREAS, the Administration has proposed a project which will serve as a tool
in this community education and community relations process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that the Administration is hereby authorized to
make application for funding under the Florida Department of State, Historic Preservation
Grant-In-Aid Program.

SUBJECT: AUTHORIZATIO TO APPLY FOR HISTORIC PRESERVATION GRANTS-
IN-AID FUNDS
The City of Miami Beach has been advised by the Florida Department of State that monies
derived from "Charity Days" held by horse tracks, dog tracks, and jai alai frontons are
available for funding historic preservation projects. An application for funds under the
Community Education/Community Relations category of this program has been prepared by
the Planning Department.
The Planning Department has found that a common reason for the reluctance of citizens to
participate in historic preservation is their lack of understanding of the objectives of
preservation and the benefits it can provide the property owner and the community. The
Administration wishes to apply for funds to produce a comprehensive educational program,
including the production of an illustrated booklet or brochure which concisely explains the
practice of preservation, describes the architectural heritage of Miami Beach, the tax
benefits, and outlines the local historic designation process and its benefits. This booklet
will enable the City staff to better distribute information to the public and to the property
owner(s) of a nominated historic site or district. Other communities which use such a
booklet have found it extremely effective. The program will also include the supplies and
materials needed produce a complete slide show and educational program applicable to
potential site and districts throughout the City.
The second portion of the project is in Community Relations. The application requests
funding for twenty (20) bronze plaques which would be given to owners of designated historic
sites for mounting on their buildings. The plaques, stating Miami Beach Historic Site, would
serve as an additional incentive to owners to designate their properties and demonstrate
that this community has pride in its historic structures. The plaques will also add to the
attractiveness of historic sites for tourists and visitors.
The amount sought in the grant application is $8,800 including supplies, materials and
printing. The grant match consists of the salaries of the Planning Department staff who will
be providing the research, illustration, writing and organization of the educational program.
Should the grant be awarded, there will be no additional cost to the City.
ADMINISTRATION RECOMMENDATION
The Administration recommends the City Commission adopt the attached resolution
authorizing the Administration to apply for funding of a community education and
community relations project under the State of Florida, Historic Preservation Grants-In-Aid
Program.
