A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ON BEHALF OF
THE CITY 'S CITIZENS AND TAXPAYERS URGING THE
CONGRESS OF THE UNITED STATES AND OTHER
RESORT COMMUNITIES WITH CONVENTION
FACILITIES WITHIN THE UNITED STATES, TO
OPPOSE CURRENT PROPOSALS IN CONGRESS WHICH
WOULD HAVE THE EFFECT OF ALLOWING AMERICAN
CONVENTIONS TO BE TAX DEDUCTIBLE ON FOREIGN
FLAG CRUISE SHIPS BASED IN THE UNITED STATES
BUT OPERATING OUTSIDE THE UNITED STATES AND
STATING THAT SUCH A PROPOSAL BEFORE
CONGRESS, IF ALLOWED TO PASS, WOULD SEVERELY
AFFECT THE TAX BASE OF OUR TOURIST INDUSTRY
ON MIAMI BEACH.
WHEREAS, the City Commission of the City of Miami
Beach is desirous of protecting its tourist industry; and
WHEREAS, passage of legislation allowing American
conventions to be tax deductible on foreign flag cruise ships
would destroy the tax base of our tourist industry on Miami
Beach;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COM-
MISSION OF THE CITY OF MIAMI BEACH, FLORIDA that they urge the
Congress of the United States and other resort communities with
convention facilities within the United States, to oppose
current proposals in Congress which would have the effect of
allowing American conventions to be tax deductible on foreign
flag cruise ships based in the United States but operating
outside the United States, and stating that such a proposal
before Congress, if allowed to pass, would severely affect the
tax base of our tourist industry on Miami Beach.
