2003-25302 ResoRESOLUTION NO. 2003-25302 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO.2000-23445, INCREASING THE PRESENT FIRE RESCUE TRANSPORT FEES FROM $310 FOR BASIC LIFE SUPPORT AND ADVANCED LIFE SUPPORT, TO $330 FOR BASIC LIFE SUPPORT, $380 FOR ADVANCED LIFE SUPPORT 1, AND $490 FOR ADVANCED LIFE SUPPORT 2 AND MAINTAINING THE CURRENT FEES FOR ALL EXPENDABLE MEDICAL SUPPLIES, WITH SERVICES NOT TO BE WITHHELD DUE TO A PERSON'S INABILITY TO PAY. WHEREAS, it is necessary to raise the established Fire Rescue Transport Fees for Basic Life Support and Advanced Life Support, due to increased operation expenses and to become uniform with Miami-Dade County Fire Rescue Services; and WHEREAS, the present rates for said services are $310 for both Basic Life Support and Advanced Life Support Transports; and WHEREAS, ALS Transports shall be divided into two categories, type 1 and type 2; and WHEREAS, all fees for expendable medical supplies shall remain the same; and WHEREAS, the increased fees for transport services shall be as follows: Basic Life Support $330.00 Advanced Life Support I $380.00 Advanced Life Support 2 $490.00 Mileage Charge/per Mile $ 7.50 Cardiac Monitoring $ 25.00 I.V. / I.O. $ 25.00 Intubation $ 25.00 Oxygen $ 30.00 Spinal Immobilization $ 25.00 WHEREAS, notwithstanding the above fees, no individuals shall be deprived of Fire Rescue Transport Services due to the inability to pay for such services. BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that resolution 2000-23445, is herein amended, increasing the present fire rescue transport fees, maintaining the current fees for all expendable medical supplies, with services not to be withheld due to a person's inability to pay. ADMINISTRATIVE RECOMMENDATION: Adopt the Resolution. BACKGROUND: The Fire Department presently provides medical transportation for persons requiring Basic Life Support (BLS) or Advanced Life Support (ALS) at a rate of $310 per BLS or ALS transport. (Established by Resolution No. 92-20593 on September 16, 1992, amended July 26, 1995 by Resolution No. 95-21653 and further amended on January 12, 2000 by Resolution No. 2000-23445.) In an effort to provide the highest quality emergency medical treatment, the Fire Department has imposed both internal procedure modifications and upgraded emergency equipment and supplies. These improvements have increased the cost of Fire Rescue Transports and combined with budgetary restraints has caused the department to request increases in the fees for rescue transports in an effort to offset these rising costs. In addition to offsetting some of the increased expenses, this increased transport fee will also serve to unify the City of Miami Beach with the rates now being used by Miami-Dade Fire Rescue. ANALYSIS The proposed rate increase for Fire Rescue Transports will provide needed revenue to the Fire Department to offset budgetary costs. The proposed annual budget for the Rescue Division for 03/04 is $8,679,000. Revenue from Rescue Transports is projected to be 1,069,416 at the current fees. The revenue increase due to fee adjustments is projected to be approximately $130,000 during FY03/04. No individual will be denied Fire Rescue transport services due to an inability to pay for such services.
