WHEREAS, the One Year Action Plan for Federal funds is a federal requirement under the United States Department of Housing and Urban Development (HUD) formula grant programs which include the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME) and the Emergency Shelter Grants (ESG) programs; and WHEREAS, the One Year Action Plan for Federal funds for Fiscal Year 2003~04 is one component of the Five-Year Consolidated Plan; and WHEREAS, the One Year Action Plan serves as both a planning document and as an annual application for the formula grant programs; and WHEREAS, the City anticipates it will receive a total of $3,550,021 in federal grants from HUD for Fiscal Year 2003/04 as follows: $2,163,000 in CDBG funds; $1,292,021 in HOME funds; and $95,000 in ESG funds; and WHEREAS, a comprehensive planning phase was initiated by the City on February 3, 2003, with the issuance of a Request for Proposals for housing and community development activities; and WHEREAS, a public hearing was held on March 18, 2003 with the Community Development Advisory Committee (CDAC) to obtain citizen input on determining the priorities and needs for housing and community development; and WHEREAS, additional public workshops were held on April 23rd and June 26th for additional opportunities to provide public comments on the proposed activities using the federal grant programs; and WHEREAS, on May 19, 2003, the Administration, together with the Community Development Advisory Committee (CDAC), approved funding recommendations for the proposed ESG and CDBG-funded activities, for the One-Year Action Plan component of the Five-Year Consolidated Plan and for HOME-funded activities to foster affordable housing as listed in Exhibit 1 of this Resolution; and WHEREAS, a draft of the One Year Action Plan for Federal funds for Fiscal Year 2003/04 was made available for a 30 day public review and comment period from June 12, 2003 to July 11, 2003; and WHEREAS, the One Year Action Plan must be submitted to HUD prior to August 16, 2003; and WHEREAS, the City Manager is the HUD designated agent for all the formula grants, and executes the Grant Applications, the Grant Agreements, and other applicable HUD documents. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, adopting the City's One-Year Action Plan for Fiscal Year 2003/04, which includes the budgets for the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships (HOME) program, and the Emergency Shelter Grants (ESG) program; authorizing the Mayor and City Clerk to execute Agreements necessary to implement the CDBG, HOME and ESG activities of the One-Year Action Plan component of the Five-Year Consolidated Plan, as follows: twenty-nine (29) CDBG sub-recipient Agreements, three (3) CDBG Interdepartmental Cooperation Agreements, one (1) ESG Interdepartmental Cooperation Agreement; authorizing the Administration and the Office of the City Attorney to make minor non-substantive changes to the One-Year Action Plan and/or aforestated Agreements before execution; amending certain Agreements, as set forth in the body of this Resolution, for Fiscal Year 2002/03, for the Community Development Block Grant program to extend the expiration dates of said agreements; authorizing the City Manager to execute all applicable documents, and submit the One-Year Action Plan to the U.S. Department of Housing and Urban Development (HUD); and authorizing the appropriation of all Federal funds when received. Item Summary/Recommendation: Adopt the One-Year Action Plan component of the Five Year Consolidated Plan for Federal Funds for Fiscal Year 2003/04 for the CDBG, ESG and HOME programs; authorize the execution of the contracts with the providers of activities as outlined in Exhibit I; and authorize the appropriation of funds when received from HUD. In preparing the Action Plan, staff worked with the Community Development Advisory Committee (CDAC), the Loan Review Committee, the Committee on the Homeless, and the community to identify the community development and housing needs of Miami Beach. The attached Action Plan is the culmination of a citizen participation process that included residents, community-based organizations, staff, the CDAC and the Administration. The funding recommendations of the One-Year Action Plan were approved by CDAC during their meeting with the City Manager on May 19, 2003. It is recommended to adopt the One-Year Action for FY 2003/04 as presented. ADMINISTRATIVE RECOMMENDATION Adopt the Resolution. ANALYSIS The City of Miami Beach is a U.S. Department of Housing and Urban Development (HUD) designated entitlement city as determined by population growth lag, age of housing stock and povedy. As an entitlement city, the City of Miami Beach automatically qualifies for an annual allocation of federal funding under HUD's grant programs. The annual allocation of federal funds and their intended scope of activities are described in the first year of the Five Year Consolidated Plan, which is on this same agenda (7/30/03) for separate action. Commission Memorandum July 30, 2003 Page 2 of 3 The first year of the new Five Year Consolidated Plan is the One Year Action Plan for Federal funds for FY 2003/04. In subsequent years of the Five Year Consolidated Plan, only the One Year Action Plan for Federal funds will be approved by Commission, as the document serves as both a planning tool and application for the federal formula grant programs (CDBG, HOME, and ESG). The One Year Action Plan follows the strategies outlined in the Five Year Consolidated Plan with respect to the priorities and objectives of the housing and community development needs for Iow and moderate income individuals and families. For fiscal year 2003/04, the City expects to receive a total of $3,550,021 in federal grants from HUD as follows: $2,163,000 in CDBG program funds for housing and community development activities; $1,292,021 in HOME funds for home ownership and other housing activities; and $95,000 in ESG program funds for emergency shelter and other essential services for the homeless. This was a particularly difficult year in making funding recommendations as it was the first year where as a result of the 2000 census, the City as an entitlement city saw reductions in all three federal grant programs. The greatest reduction in funds occurred in the CDBG program where there was a 22% reduction in CDBG grant funds. As a means of comparison, the total amount available for distribution last year (FY 2002/03) in CDBG funds was $1,724,453. Of this, $1,217,182 was available for capital improvements and housing; and $507,271 was available for public services. For the new fiscal year 2003/04, the total available for distribution is $1,351,199. The breakdown of this figure is as follows: $929,268 available for "bricks and mortar" activities and $421,931 for public services. Nevertheless, after lengthy reviews and difficult choices, a mutually agreed set of funding recommendations was reached. (See Exhibit I for a list of activities and Exhibit II for a geographic distribution of CDBG funds). Not all proposals could be funded nor could they be funded at the desired amounts due to this year's reduction in funds. In the preparation of the One-Year Action Plan for Federal Funds for Fiscal Year 2002/2003, the Administration consulted with its government partners, with its residents, organizations, and other interested parties. Staff worked directly with the Community Development Advisory Committee (CDAC), the Loan Review Committee, the Committee on the Homeless, and the community at large to prepare the One Year Action Plan for Fiscal Year 2003/04. On May 19, 2003, the Administration, together with CDAC, approved a series of consensus CDBG, HOME and ESG funding recommendations for the One-Year Action Plan. A draft of this Plan was made available to the public for a 30-day comment period commencing June 12, 2003 and ending July 11, 2003. Annually, the One-Year Action Plan is approved by the City Commission in July to meet the August 16th HUD deadline for submission. This year, the One Year Action Plan will be included as a component of the Five Year Consolidated Plan and the Plan will be submitted to HUD as one document. Per HUD guidelines, the City Manager is the designated agent for all formula grants, and executes the Grant Applications, the Grant Commission Memorandum July 30, 2003 Page 3 of 3 agreements, and other applicable HUD documents. The Housing and Community Development Division coordinates the planning, preparation, submission and monitoring of the One Year Action Plan. CONCLUSION The Administration recommends that the Mayor and City Commission approve the attached resolution adopting the City's One-Year Action Plan for Federal Funds for Fiscal Year~O04. The programs include components such as homework assistance, educational field trips, athletic field trips, sports, league activities, and recreational activities both indoor and outdoor. · City of Miami Beach Housing Division - Capital Improvements Office - $138,848 - To renovate the multi-purpose courts, playgrounds and fields, and other landscaping and park improvements. · City of Miami Beach Code Compliance Division - North Beach District $45,000 - To provide a full time Code Compliance Officer to assist in the implementation of the North Beach Economic Development Strategic Plan and the proposed North Beach Neighborhood Revitalization Strategy. City of Miami Beach Office of Homeless Coordination - City of Miami Beach Homeless Programs - $70,000 - To provide outreach, case management and placement services to Miami Beach homeless people. · City of Miami Beach - Housing and Community Development Division - Planned Repayment of Section 108 Principal - $360,000 - To repay the principal balance of a HUD Section 108 loan in the amount of $4,000,000. Parents, Inc. - Family Network Services: Emergency Housing Assistance - $35,000 - To provide vouchers for emergency food, medical, child care, and housing assistance, for families with children residing in Miami Beach who have received eviction notices or who are already homeless, with peer counseling for assisting parents in making positive life changes towards self-sufficiency. · The Shelbourne Apartment Building - Shelbourne House - $17,000 - To provide supportive services in a secure and healthy environment to individuals living with AIDS who choose to live independently. · South Beach AIDS Project- Positive Support - $10,431 - To provide up-to-date HIV/AIDS information about HIV prevention, use of services, medical treatment and assistance with re-entering the work force. · UNIDAD of Miami Beach - Senior Center - $75,000 - To provide additional funding for the acquisition of a facility to be rehabilitated as a senior center to serve the Iow- and moderate income population. · UNIDAD of Miami Beach, Inc. - Project Link - $~ 5,000 - To provide information and referral services, employment activities and bilingual assistance to income-eligible Miami Beach residents at the Miami Beach Hispanic Community Center.
