A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING AND AUTHORIZING
THE CITY MANAGER TO MODIFY THE LINE-ITEM
APPROPRIATION TOTALS IN THE MIAMI BEACH ENTRANT
PROGRAM - PHASE II FUND.
WHEREAS, the City of Miami Beach has been appropriated $202,193 from
the South Florida Employment and Training Consortium (SFETC) to operate the Miami
Beach Entrant Program - Phase II during FY 1984; and
WHEREAS, the City of Miami Beach has executed agreements between the
SFETC and the Lutheran Ministries of Florida, Inc., to operate this program; and
WHEREAS, a fund has been opened and established through which to
process all financial reimbursements or payments; and
WHEREAS, the SFETC has deobligated funds amounting to $17,400 from
this program in accordance with regulations established by the Department of Health
and Rehabilitative Services; and
WHEREAS, the budget modification reflecting the deobligation of funds is
placed solely in the Lutheran Ministries of Florida, Inc. (Professional Services) line-
item; and
WHEREAS, the new line-item appropriation should now reflect a balance of
$129,533; and
WHEREAS, the City Commission must give prior approval to all
modifications and/or adjustments in fund appropriations;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager be and is hereby
directed and authorized to modify the appropriate line-item balances of the fund
through which the Miami Beach Entrant Program - Phase II (FY 1984) is facilitated.
NOW, THEREFORE, BE IT ALSO DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager will
modify the line-item affecting the Professional Services only. This is in accordance
with the deobligated total announced by the South Florida Employment and Training
Consortium.

SUBJECT: MIAMI BEACH ' NTRANT PROGRAM PHASE II - FOURTHQ UARTER
FUNDING DEOBLIGATION AND FUND/LINE-ITEM APPROPRIATION
MODIFICATION
On July 20, 1983, the City Commission passed and adopted Resolution 83-17415,
authorizing the execution of an agreement between the South Florida Employment and
Training Consortium (SFETC) and the City of Miami Beach, for the performance of the
Miami Beach Entrant Program Phase II from July 1, 1983 to lune 30, 1984. Funds
amounting to $202,193 were awarded to the City.
The City Commission also adopted Resolution 83-17414 which provided for the
execution of an agreement between the City of Miami Beach and the Lutheran
Ministries of Florida for their professional services in operating the abovementioned
program.
On January 30, 1984, the State Department of Health and Rehabilitative Services
(DHRS) announced a state-wide reorganization of program priorities, and the City
received notification from the SFETC that $17,400 was to be deducted from our
original award. The Lutheran Ministries of Florida, Inc., agreed to reduce their
budgetary request and implement an On-the-job training program which would be more
cost-effective in the continuation of the program.
At the time of implementation, the fund utilized to facilitate reimbursement for
services did not include the total appropriation to the City. Approximately $66,000 of
the award was paid directly by the SFETC to program participants. The new award,
although reduced overall by $17,400, will now include an OJT line-item and will show
an increase inthe total program fund of $147,476 as opposed to the original $135,776.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt a resolution
authorizing the City Manager to amend the original fund appropriation to reflect an
increase in the Professional Services line-item in the Miami. Beach Entrant Program
Phase II fund. This is a technical amendment only and does not impact on
any City funds. The program will end June 30, 1984.
