A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE POSITION
PAPER OF THE PARKING AND TRANSPORTATION COMMITTEE
OF THE CITY OF MIAMI BEACH REGARDING THE PROPOSED
EAST-WEST MULTIMODAL CORRIDOR.
WHEREAS, the Florida Department of Transportation (FDOT) and the
Metropolitan Planning Organization (MPO) have requested that Miami Beach
officially express its position regarding the proposed East-West Corridor project;
and
WHEREAS, on April 18, 1994, the Parking and Transportation Committee of
the City of Miami Beach officially ratified its Position Paper regarding the proposed
East-West Corridor project; and
WHEREAS, the purpose of the Position Paper was to recommend that the
Miami Beach City Commission endorse the statements included herein; and
WHEREAS, the official position of the City of Miami Beach needs to be
expressed prior to the end of April 1994, in order to meet the project's activity
schedule.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
THAT, the following statements contained in the Position Paper of the
Parking and Transportation Committee be hereby endorsed and adopted as the
official position of the City of Miami Beach, Florida:
Section 1.
The City of Miami Beach supports the concept of an East-West transit
corridor running from the Florida International University to the airport,
downtown Miami, the seaport and terminating, for the present, at a
location near the Miami Beach Convention Center. Consideration
should be given to extending this route north to the Fountainbleu and
Doral Hotel area as soon as possible.
Section 2.
The East-West Corridor should have the highest priority of all corridors
being studied. It is our understanding that previous studies have
shown this as the potentially highest use corridor.
Section 3.
The City of Miami Beach is very concerned about function and
aesthetics Citywide, as well as in the Historic Art Deco District, and
encourages the study to focus on an aesthetically sensitive, user
friendly, Iow impact internal transportation system situated on
dedicated right-of-way within the City. In addition, the City
encourages the study of connecting this system to the East-West
Corridor.
Section 4.
Regarding the specific routing, the City of Miami Beach supports the
route coming through the seaport and to Miami Beach via tunnel under
Government Cut over other routes that would potentially elevate the
line and disrupt the views along the MacArthur Causeway·
Section 5.
The City of Miami Beach encourages the development of appropriate
technology so that one form of vehicle is used consistently throughout
the system.

The City of Miami Beach is concerned about construction impact
within the City and would advocate the development of a strong
construction mitigation program.
Regarding the route within Miami Beach, the City of Miami Beach
supports development of a loop system that would utilize generally the
5th Street, Washington Avenue, 17th Street and Alton Road corridors
or reasonable variations thereof, including possible destinations south
of 5th Street.
In order to establish the ridership and secure the success of the
system on the Beach, the City of Miami Beach would like the MPO to
develop an interim busway system that would run special buses in a
dedicated right of way, on this loop and into downtown Miami.
Due to the significant construction costs, the City of Miami Beach
would be supportive of developing the Miami Beach loop (potentially
highest ridership) as the first independent segment of the corridor to
be joined later by the other segment of the East-West system.
The loop system should operate 24 hours per day to reduce traffic
congestion in the Historic Art Deco District due to the explosion of
night life activities. The loop system should be developed with a
parking garage complement to serve the district's employees, visitors,
and residents.
That this Resolution be submitted to the FDOT and MPO immediately
upon adoption.
