A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH DR. PHILIP
GREENBERG FOR SERVICES AS A CONSULTING
PSYCHIATRIST FOR THE CITY OF MIAMI BEACH.
WHEREAS, for the reasons more particularly set forth in Commission
Memorandun No. 163-85 , the City Commission of the City of Miami Beach deems it in the
best interest of the citizens of Miami Beach to enter into an agreement with Dr. Philip
Greenberg, a Psychiatrist M.D., the terms of which are familiar to the City Commission and
which contract is included in the agenda package for the meeting at which this Resolution
was adopted; and
WHEREAS, the City Attorney has approved same as to form and legal
sufficiency;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk be and they are
hereby authorized to enter into said agreement for and on behalf of the City of Miami
Beach.

SUBJECT: RENEWAL OF AGREEMENT FOR CONSULTING PSYCHIATRIST
On December 15, 1982, the City Commission approved a two-year renewal agreement with
Philip Greenberg, M.D. to serve as a consulting psychiatrist to City employees. That
agreement expired December 31, 1984.
During the past four years, Dr. Greenberg has performed a variety of functions in his
capacity as the City's consulting psychiatrist such as:
Interviews and evaluations of newly hired police and firemen. The interview is
an extensive and intensive personality evaluation that utilizes previously
completed, scored and reported psychological laboratory procedures, as well as
clinical judgement and experience.
Holds open door walk-in psychiatric clinic for City employees one day per week
and at other times as necessary.
Attends staff conferences and conducts on-site training and observation of new
police and firemen.
Conducts ongoing meetings with all patrolmen and their supervisors and top
echelon officers.
Has on-site and on-duty experience with police officers, riding shifts.
Reviews and researches psychological factors relating to police personnel.
Conducts training meetings with fire personnel.
Conducts stress-discussion meetings with spouses of Police personnel.
Conducts psychiatric consultations with general City employees.
After a review of the favorable impact of the services of Dr. Greenberg, the City Physician,
Dr. Leo Grossman, requested that another agreement be executed for an additional two
years.
Funds have been budgeted for this expense in the City Clinic account number 11-330.312 for
Fiscal Year 1934-85.
ADMINISTRATION RECOMMENDATION:
That the City Commission authorize the execution of an agreement with Dr. Greenberg for
a two-year period, effective January 1, 1985, at the rate of $30,000 per year.
