As you are aware, the National Association for the Advancement of Colored People
(NAACP) 94th Annual Convention will be taking place at the Miami Beach Convention
beginning today, Friday, July 11,2003 through Thursday, July 17, 2003. Attached you will
find a schedule as well as the Police operations plan and overview.
There are 6 host hotels: Fontainebleau Hilton, Radisson Deauville, Loews, Royal Palm
Crowne Plaza, Eden Roc & Wyndham Hotels.
The major events taking place throughout the convention are as follows:

Awards
The City has only been formally notified of one demonstration taking place on Monday, July
14, 7:00 p.m. - 10:00 p.m. by a Cuban exile group (not the Cuban American National
Foundation) as a prayer vigil. On Tuesday, we have also been advised that twenty (20)
Cuban exiles have been invited to meet with the President of the NAACP. Given the media
attention to this convention, there is the increased potential for impromptu demonstrations
by local groups particularly on Monday, July 14 during the Presidential candidates' visit and
Wednesday, July 16 during the Caribbean Summit when President Aristide is expected to
attend.

NAACP Convention Overview
The NAACP 94th Annual Convention is scheduled for July 12-17, 2003 at the Miami
Beach Convention Center. Meetings, expositions, job fairs, concerts, and youth events
will be held in Halls B, C, D and the Theater of Performing Arts. The events run from
0700 to 2300 hours most days. Over 12,000 delegates are expected. Most will be
staying at hotels on Miami Beach. The move in is July 8-11 and the move out is July 18.
Contact persons are Convention Center Event Manager Alethea-Cole Smith (786-276-
2601 ) and NAACP Event Planning Director Ana Aponte-Curtis (410-580-5782/410-764-
7742/786-276-2905). I will be overall commander for the event (c 305-335-6696, p 305-
732-0894).
Intelligence
Sgt. T. Lederman is organizing the intelligence for the event. Last year's convention in
Houston was peaceful with no arrests. International, national, and local political figures
have been invited to the convention and are expected to attend. Sgt. Lederman (c 305-
335-6556, p 305-806-0211 ) will update me daily with new information.
Off Duty Details
* Convention Center
One off duty officer is assigned to each Hall (B, C, and D) July 11-17, 0630-2300. The
hours vary at each hall and each day. Events are scheduled throughout the day and
evening hours. The officers will be responsible for pedestrians, traffic, buses in front of
each hall, and to assist inside security. Parking will be at the P-lot and 17 Street lots.
VIP parking will be at the north and south loading docks. Captain Allen will coordinate.
* TOPA
Two officers are assigned on July 14, 1900-0000 for a gospel concert. Lt. Bray (c 305-
502-5117, p 305-272-4118) will coordinate. A second concert may be added on July 15.
Hotels
As of this date there have been no requests for off duty officers at the host hotels.
Security will be managed by hotel and NAACP staff.

1800 children (8-18 yoa)will be staying with chaperones at the Deauville. They will be
bused (21 buses) each day to the Convention Center. On duty officers will assist the
buses. Events are scheduled for the children during the evening.

* Loews 1601 Collins Ave. (Security Director Scott Smith 305-604-5434, Off Duty

NAACP President will stay at the Loews. Receptions are scheduled for July 13, 1700-
0100 and July 14, 1700-0000. The receptions are invitation only and security will be
handled by the Loews and NAACP. US Senators and Congressman are also expected
to stay at the Loews.
Security
Accurate Security (Security Director Gordon Marin 954-927-4155) along with
Wintonclyff Protection Services (President Michael Smith 718-7387435) will manage
inside security at the Convention Center. They will check credentials and monitor the
lobby doors. All are unarmed. Delegates will be required to wear photo identification.
Workers will be uniformed and wear wristbands.
NAACP will have its own security force (Security Director Denise Anderson, retired
NYPD 908-883-2095). They are comprised of 28 current or retired police officers. They
will be responsible for security inside the halls and will monitor the events. Three will be
armed: retired Connecticut State Trooper Edgar Robinson, retired NYPD Grace Ridley,
and Capitol Police Officer Joseph Simpson. They will provide security for the NAACP
President and conduct bank runs. The security/command center is Hall C room 223.
Police Department Liaisons
Captain D. Reid (c 954-383-0540, p 305-841-1896) will be detached as the Command
Staff liaison to the convention.
Officer A. Azim (c 305-318-4313, p 305-250-0757) or a designee will be detached and
assist with the convention's children events. 1800 children will be at the convention.
PAL officers will brief all the children on July 13, 1300 and provide security at the
Mayor's reception on July 13, 1500.
Officer W. Jones will be detached and assigned as the liaison to the President of the
NAACP and to monitor all events.
Dignitary Protection
On July 14, 1430 -1700, the candidates for President are scheduled to address the
Convention.
On July 16, the Prime Ministers of the Caribbean nations are scheduled to address the
Convention.
Sgt. Lederman has contacted Secret Service and the State Department and as of this
time they are not providing security for either event.
K-9 explosive detection teams may be needed for bomb sweeps.
US Senators and Congressmen security will be handled by their staff. Local politicians
are also expected.
Demonstrations
* An anti-Castro demonstration/vigil is scheduled on July 15, 1900-2200 hours in front
of Hall C. Contact person is Vivian Gude of the Cuban Political Prisoners Organization
(305-669-0015). 50 -70 people are expected. The demonstration site will be the SW
corner of 19 Street and Convention Center Drive in the grassy area and parking lane.
Meters will be bagged and French barricades positioned. Lt. Yero (c 305-788-7810, p
305-272-5105) is responsible for the security. On duty officers will be assigned.
* The International Union of Painters and Allied Trades, AFL-CIO, has cancelled its
information picket at the Convention Center. Contact person is Al Lichtman (954-946-
9310).
* A Laborers Union picket may occur at the Fountainbleau Hotel construction site.
Media
CNN and other national media will broadcast events at the Convention Center. Local
radio and television is also expected. The media center is Hall C room 219. Captain
Reid will be responsible for media requests when the PlO is unavailable.
Fire Detail
Fire Inspectors are scheduled from July 11-17. A Fire Paramedic will be assigned to the
Hall D First Aid room July 13-17.
