Resolution 2019-30808 RESOLUTION NO, 2019-30808 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND TO EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS AND AGREEMENTS: 1) NATIONAL ENDOWMENT FOR THE ARTS, CHALLENGE AMERICA GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $10,000; 2) AARP COMMUNITY CHALLENGE GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $7,000; 3) FLORIDA COALITION AGAINST DOMESTIC VIOLENCE, IN THE APPROXIMATE AMOUNT OF $23,000; AND, 4) MIAMI-DADE COUNTY, DEPARTMENT OF CULTURAL AFFAIRS, CAPITAL DEVELOPMENT GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $30,000. WHEREAS, the City Administration requests approval to submit a grant application to the National Endowment for the Arts, Challenge America Grant Program, in the approximate amount of $10,000, for the City's Culture Crawl Program, the details of which are as follows: • The National Endowment for the Arts (NEA) is an independent federal agency that funds, promotes, and strengthens the nation's communities by providing opportunities for arts participation. • NEA provides grants to organizations to support artistically excellent projects. • The City Administration is requesting funding from the NEA for the marketing and promotion of the Miami Beach Culture Crawl Program. • Beginning March 6, 2019 and on one Wednesday per month following its debut, the City hosts a communitywide Culture Crawl, which strives to re-acquaint residents and visitors with Miami Beach and its many cultural offerings. • During the Culture Crawl, many of the City's prestigious arts institutions and cultural centers offer complimentary admissions from 6:00 p.m. to 10:00 p.m., opening their doors for a lively night of special programming, open studios and galleries, outdoor films, live music, exclusive tours, and more. • The City is requesting grant funds in the amount of$10,000 to be used to expand the existing marketing campaign for Culture Crawl. • Matching funds in the amount of $10,000 are available in Tourism and Cultural Development's Resort Tax Promotion Account No. 160-4300-000362-00-406- 555-00-00-00-. • This project supports the key intended outcome to maximize the Miami Beach brand as a world-class destination; and WHEREAS, the City Administration requests approval to submit a 'grant application to the AARP Community Challenge Grant Program, in the approximate amount of $7,000, for the City's Trolley Program for Seniors, the details of which are as follows: • The AARP Community Challenge Grant Program is part of the nationwide AARP Livable Communities initiative that helps communities become great places to live for residents of all ages. • The program is intended to help communities make immediate improvements and jump-start long-term progress in support of residents of all ages and provides funds for community-based "quick-action" projects related to housing, transportation, smart cities, and public spaces. • The Administration's proposed project is for funding in the approximate amount of$7,000 for the City's "Trolley Tuesdays" project. • This project will provide a guided tour for seniors in the trolley along the regular South Beach route. • The host of the tour, the City's Elder Affairs Program Coordinator, will provide a guided tour of the City, including transit stops and transfer points, congregate meal sites, shopping areas, and more. • Many seniors do not use the free trolley service and this program is designed to educate our seniors on the free transportation options and provide them with a level of comfort and confidence when using the trolley. This project will make our community more livable. • The City is requesting funding in the approximate amount of $7,000 to be used for marketing and other expenses related to this project. • This grant does not require a match. The Housing & Community Services Department is providing in-kind staff time (Elder Affairs Program Coordinator) for this project. The in-kind staff time is valued at $2,400. • This project supports the key intended outcome to ensure comprehensive mobility addressing all modes throughout the City; and WHEREAS, the City Administration requests approval to submit a grant application to the Florida Coalition Against Domestic Violence, in the approximate amount of $23,000, for the acquisition of equipment for the Police Department's Domestic Violence Unit, the details of which are as follows: • The Florida Coalition Against Domestic Violence (FCADV) is a professional association for Florida's domestic violence shelters. • The mission of FCADV is to work towards ending violence through public awareness, policy development, and support to Florida's domestic violence centers. • FCADV's Law Enforcement Equipment Grant Program assists agencies with obtaining needed equipment to ensure victim safety and offender accountability. • The City Administration is requesting funding in the approximate amount of $23,000 from FCADV to purchase equipment necessary for the Police Department's investigators and crime scene specialists to use daily. • The equipment, which includes cameras and light sources, will drastically improve services to victims. • The grant program does not require matching funds, and this project supports the key intended outcome to insist on Police Department accountability and skilled management/leadership; and WHEREAS, the City Administration requests approval to submit a grant application to Miami-Dade County, Department of Cultural Affairs, Capital Development Grant Program, in the approximate amount of $30,000, for the acquisition of a LED screen for use at the North Beach Bandshell, the details of which are as follows: • Miami-Dade County's Capital Development Grants Program provides funding assistance to cultural organizations for capital improvement projects that are designed to expand, renovate, construct and/or equip cultural facilities located within Miami-Dade County. • The proposed project, the purchase of a mobile LED screen, is in partnership with the Rhythm Foundation, with whom the City currently has a Management Agreement for operation of the North Beach Bandshell: • The LED screen will be used at the North Beach Bandshell and can be combined in multiple ways to present various film and art productions and will enable the facility's managing entity to offer more diverse programming and improve the audience experience. • This grant requires matching funds in the amount of$30,000. • The Rhythm Foundation has committed to paying 50% of the matching funds for the purchase and installation of the equipment, up to $15,000 and the City will provide the remaining matching funds, up to $15,000, from the Parks and Recreation Department operating budget in Account No. 011-0950-000343-28- 406-545-00-00-00-. • This project supports the key intended outcome to maximize the Miami Beach brand as a world-class destination. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby appropriate funding, and approve and authorize (and, as to certain agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for and accept funding (including matching funds and for any related City expenses), and to execute any and all documents or agreements in connection with the following grants, programs, and agreements: 1) National Endowment for the Arts, Challenge America Grant Program, in the approximate amount of $10,000; 2) AARP Community Challenge Grant Program, in the approximate amount of $7,000; 3) Florida Coalition Against Domestic Violence, in the approximate amount of $23,000; and, 4) Miami-Dade County, Department of Cultural Affairs, Capital Development Grant Program, in the approximate amount of$30,000. CONCLUSION Based on the aforestated analysis,the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or his designee to apply for and accept funds and execute all documents or agreements in connection with the aforementioned grants, award programs and funding requests.
