DATE: May 8, 2019
SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AT ITS
JANUARY 28, 2019 MEETING, TO PROVIDE FUNDING FOR AIRA
TECHNOLOGY IN THE TOTAL AMOUNT OF $5,000, TO ASSIST
RESIDENTS AND VISITORS WHO ARE BLIND OR VISUALLY IMPAIRED
WITH ACCESSIBLE WAYFINDING VIA A LIVE AGENT SERVICE
PROVIDED THROUGH THE AIRA MOBILE APPLICATION.
RECOMMENDATION
The Administration recommends approving the Resolution.
ANALYSIS
The Disability Access Committee (DAC) sent a Letter to Commission in May 2018 requesting
$5,000 in funding for a pilot program to test the Aira Wayfinding Technology for the blind. The
technology has an app that is free to download, however there is a fee to access the live agent
service. The live agent, provides visual descriptions and orientation via the user's smartphone
camera.
After several discussions with City Administration about the proposed scope of service in Miami
Beach, a referral was placed to the Neighborhoods/Community Affairs Committee (NCAC). At
its January 28, 2019 meeting, the Committee made a motion to approve a $5,000 in funding to
be used for a pilot program that would include 2,500 minutes (at a fee of$2 per minute).
Under the Miami Beach pilot, the program will provide wayfinding, navigation through
construction zones, bus stop locations, building addresses, audible pedestrian signal crossings,
to name a few.
Analysis
Public Works staff will provide the vendor with an Acceptable Use Policy for the vendor's
agents and users to follow, as well as a Geographic Information Systems (GIS) map identifying
all City assets related to pedestrian use in the public right of way. Following the approval of the
pilot through the City Commission, an outreach will be conducted by the office of

Communications. Funds from the Miami Dade Parking Fines Reimbursement Fund will be used
for the pilot program.

Proposal for Services - Aira Destination Network
City of Miami Beach
Author: Marty Watts, Director of Sales I Aira Tech Corp I marty.watts@aira.io
Date: 02/20/2018
Executive Summary
The purpose of this document is to describe the benefits of Aira for the City of Miami Beach and how it can be
quickly and easily implemented.
Aira is Al + AR for the blind. Combining wearables with AI powered Human
Agents the company makes the entire world immediately accessible,. giving
superpowers of information to 300 million blind and low vision people
around the globe. One user describes,it as having vision in a pocket.
Aira is pleased to submit this proposal for services to support The City of Miami Beach in achieving their goals
of making the entire city "Aira Accessible." Think of the Aira Destination Network as a hotspot, similar to what
you find in your neighborhood coffee shop. By joining the Aira Destination Network, you provide
complimentary service to users while visiting your city which in turn attracts more visitors.
There is no cost to them while on the network. Residents and tourists will use Aira as a Guest, with the only
requirementbeing a smartphone. Download and install our app, and be connected with an Aira Agent in
minutes. The entire city of Miami Beach becomes immediately accessible.
Beyond that, you provide a richer leisure experience enabling your blind residents and visitors to independently
navigate your city, locate shops, restaurants, services or restrooms, and receive vivid descriptions of all that
South Beach has to offer. All without a sighted assistant nearby and without any new infrastructure installation
at the facility.
Aira is on a mission to create smart cities where every person's right to accessibility is a reality.

Purchase Proposal
Aira Destination Network
Aira will provide one Site Access Brick for$5,000. The Site Access Brick enables The.City of Miami Beach to
designate their location as a geo-fence, and will be immediately "Aira Accessible." The location will be
designated from Beach to Bay, from 1st to 23rd Street. (This footprint can be expanded or reduced as the City
see's fit).
The City of Miami Beach will pay for Aira users usage while visiting their location. The brick is virtual, requires
no physical infrastructure and is enabled by Aira on the back end. The minutes do not expire and are
consumed on a pay-as-you-go model (similar to a prepaid cellular plan). There is no limit to the size of the
geo-fence covered by the Site Access Brick.

leading edge technology and human assistants, the company delivers a unique service to make visual
information immediately accessible at the point of need without a sighted assistant nearby. Aira is

to its users.

extensively trained and then certified prior to assisting Aira users.

1. DISCUSSION REGARDING THE MOTION OF THE DISABILITY ACCESS COMMITTEE
THAT RECOMMENDS PROVIDING FUNDING FOR AIRA WAYFINDING TECHNOLOGY
October 17,2018-C4 Q
Sponsored by Commissioner GOngora
Property Management
Commissioner Gongora, stated that this item came as a recommendation from the City of
Miami Beach Disability Access Committee ("DAC"). Commissioner Gongora informed that
the Aira Wayfinding technology would aid the visually impaired constituents throughout the
City of Miami Beach, David New, DAC member, mentioned that Aria Wayfinding has a
camera which connects to a smartphone application, that also connects to a live agent,
which can give the user direction and necessary, information. Mr. New added that one of the
most important uses for this technology is safety. The technology will be at a level where all
visually impaired individuals will feel comfortable using it.
Commissioner GOngora asked for clarification on the cost to implement the technology.
Valeria Meija, ADA. Coordinator City of Miami Beach, stated that because it is a pilot .
program, they recommend covering the entire City of Miami Beach, with the boundaries
defined by the contractual terms. Commissioner Gongora inquired about any information
• the Administration gathered on this technology, since the last Committee
meeting. Ms. Meija showed a presentation for review and stated that she spoke to the
vendor regarding better pricing to fund 2,500 minutes for $5,000. The minutes for the Aira
Wayfinding technology would rollover until they expire. This service is for navigational
purposes only and is task oriented. The program will be setup with the vendor and an agent
1
will be trained on the program. The proposed name for the Miami Beach program is "We
Offer". So any business or resident, that wants to use this specific program, would have to
call the vendor and state that they intend to "use the Miami Beach 'We Offer' program" and
the agents will automatically have access and help the vendor within the parameters of the
City of Miami Beach.
Commissioner Malakoff questioned the amount of user time allotted per user for the
technology. Ms. Meija stated that the program is a pilot and task oriented which shouldn't
take up too much user time. Ms. Meija also stated that the Administration would be seeking
feedback from the user(s) to discuss the average length of minutes for each task.
Commissioner Malakoff inquired about the marketing of this technology to Miami Beach
residents and visitors. Ms. Meija informed that she would need to consult with the
Communications department about the various options to advertise the application on the
City of Miami Beach website.
Commissioner Malakoff also asked that a report be prepared to determine whether or not
the Aira Wayfinding technology is being used by City of Miami Beach residents and visitors.
Ms. Meija stated that the vendor does have the ability to prepare any report as necessary.
Commissioner Micky Steinberg stated that the technology platform would be a great
implementation for the City of Miami Beach.
MOTION: Commissioner GOngora made a motion to have a pilot study of the Aira
Wayfinding technology smartphone application, and to determine if no subscription would
be needed for visitors and residents of the City of Miami Beach to use the Aira VVayfinding
technology. Commissioner Malakoff seconded the motion.
