Resolution 2019-30815 RESOLUTION 201940815 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOODS AND COMMUNITY AFFAIRS COMMITTEE AT ITS JANUARY 28, 2019 MEETING, TO PROVIDE FUNDING FOR AIRA TECHNOLOGY IN THE TOTAL AMOUNT OF $5,000, TO ASSIST RESIDENTS AND VISITORS WHO ARE BLIND OR VISUALLY IMPAIRED WITH ACCESSIBLE WAYFINDING VIA A LIVE AGENT SERVICE PROVIDED THROUGH THE AIRA MOBILE APPLICATION. WHEREAS, in 2018, the Disability Access Committee (DAC) recommended that the City Commission approve a funding request in the amount of $5,000 for a pilot program to test the Aira Wayfinding Technology for the blind within the City of Miami Beach; and WHEREAS, although the Aira technology has an mobile application that is free to download, payment of a fee is required to access the program's live agent service, a service which connects users to a trained professional agent who provides the user with visual descriptions and orientation via the user's smartphone camera; and • WHEREAS, by connecting a user with the live agent service and providing visual descriptions and orientation to the user, the service enhances the user's experience, mobility and safety; and WHEREAS, after several discussions with City Administration about the proposed scope of service in Miami Beach, the foregoing item was referred to the Neighborhoods/Community Affairs Committee (NCAC); and WHEREAS, at its January 28, 2019 meeting, the Committee recommended approval of a funding request in the amount of$5,000, to be used for a pilot program, to purchase up to 2,500 minutes of the live agent service (at a fee of$2 per minute), to permit any resident or visitor accessing the mobile application within the geographic boundaries of the City of Miami Beach to use the live agent service free of charge(up to the total of 2,500 minutes approved under this pilot program for use within the City); and WHEREAS, under the Miami Beach pilot program, the program will provide users with improved wayfinding navigation through construction zones, bus stop locations, building addresses, and audible pedestrian signal crossings, among other locations; and WHEREAS, Public Works staff will provide the vendor with an Acceptable Use Policy for the vendor's agents and users to follow, as well as a Geographic Information Systems (GIS) map identifying all City assets related to pedestrian use in the public right of way; and WHEREAS, if the pilot program is approved by the City Commission, the City's communications department will conduct outreach to advise residents and visitors of the availability of the free service (in addition to the notice any user would receive once they accessed the mobile application); and WHEREAS, funds from the Miami Dade Parking Fines Reimbursement Fund will be used towards the pilot program. ANALYSIS The Disability Access Committee (DAC) sent a Letter to Commission in May 2018 requesting $5,000 in funding for a pilot program to test the Aira Wayfinding Technology for the blind. The technology has an app that is free to download, however there is a fee to access the live agent service. The live agent, provides visual descriptions and orientation via the user's smartphone camera. After several discussions with City Administration about the proposed scope of service in Miami Beach, a referral was placed to the Neighborhoods/Community Affairs Committee (NCAC). At its January 28, 2019 meeting, the Committee made a motion to approve a $5,000 in funding to be used for a pilot program that would include 2,500 minutes (at a fee of$2 per minute). Under the Miami Beach pilot, the program will provide wayfinding, navigation through construction zones, bus stop locations, building addresses, audible pedestrian signal crossings, to name a few. Analysis Public Works staff will provide the vendor with an Acceptable Use Policy for the vendor's agents and users to follow, as well as a Geographic Information Systems (GIS) map identifying all City assets related to pedestrian use in the public right of way. Users (each, a "User" and collectively, "Users") can access Agents and other Aira provided content (the "Aira Service") within the constraints and for the use cases (the "Access Method"), as more particularly identified herein, to access the Aira website at https://aira.io, the mobile application and service accessed through the website and the mobile application (the"Services"). Access Methods may include any of the following • Access to Locations—Enables Users to receive Aira Service within the geographical boundaries of locations you define(the"Locations"). ADVANCE PAYMENT AND REPORTS By signing this Agreement, you agree to make an advanced payment of $5,000 (the "Initial Payment") for 2,500 minutes (referred to as the "Brick") for Users to access the Services (including the costs of any applicable shipping, insurance, taxes, duties and similar fees of whatever nature levied on the rendering of such Services ("Terms"). You will be notified 90 days prior to expiration and can choose to renew or purchase additional minutes explicitly or via the Automatic Renewal mechanism if option is selected. After the Expiration Date, Aira will no longer provide service for the Sites or other uses of the Brick that may have been defined through other agreements with Aira. ADDITIONAL PAYMENTS; AUTOMATIC RENEWAL n Automatic Renewal Option As described above, the number of minutes remaining in the Brick will be reduced by one minute for each minute (or a fraction of a minute)used by a User within Access Method to access Services. If the option above is selected, at any time prior to expiration date there are no remaining minutes in the Brick or if the expiration date has passed, you hereby agree that Aira will automatically without any further action or consent by or from you add 2,500 minutes ("Additional Minutes") to the Brick. You will be invoiced directly by Aira or through a third-party payment service provider of Aira's, as Aira may choose at its discretion, for each set of Additional Minutes. The cost of each set of 2,500 Additional Minutes to you shall initially equal $5,000 and may increase as agreed between Aira and you from time to time. Each invoice will be due and payable upon receipt. You agree to pay the amount of each such invoice (each, an "Additional Payment") within thirty(30) days of the receipt thereof ACCESS METHODS ® Access to Locations If Access to Locations checkbox is selected, then the following conditions apply: By signing this Agreement, you agree to allow individuals to access Aira Services and detect minutes from the Brick(s) you have purchased. Your organization may add, modify or delete geographical sites that are defined by map coordinates as represented on a map showing the boundaries in which Aira Service will be provided. These geographical areas, or geofences, will define where individuals will receive Aira Service on your behalf. Exhibit A may optionally include the definition of the initial Sites that you choose to enable. Alternatively, you may choose to define and enable Sites by engaging your Aira sales representative after the contract is completed. Changes will be reflected within three business days. Aira is not a deposit taking institution and any deposits received are not covered by the Federal Deposit Insurance Corporation ("FDIC") and are subject to total loss. DISCUSSION REGARDING THE MOTION OF THE DISABILITY ACCESS COMMITTEE THAT RECOMMENDS PROVIDING FUNDING FOR AIRA WAYFINDING TECHNOLOGY October 17,2018-C4 Q Sponsored by Commissioner GOngora Property Management Commissioner Gongora, stated that this item came as a recommendation from the City of Miami Beach Disability Access Committee ("DAC"). Commissioner Gongora informed that the Aira Wayfinding technology would aid the visually impaired constituents throughout the City of Miami Beach, David New, DAC member, mentioned that Aria Wayfinding has a camera which connects to a smartphone application, that also connects to a live agent, which can give the user direction and necessary, information. Mr. New added that one of the most important uses for this technology is safety. The technology will be at a level where all visually impaired individuals will feel comfortable using it. Commissioner GOngora asked for clarification on the cost to implement the technology. Valeria Meija, ADA. Coordinator City of Miami Beach, stated that because it is a pilot . program, they recommend covering the entire City of Miami Beach, with the boundaries defined by the contractual terms. Commissioner Gongora inquired about any information • the Administration gathered on this technology, since the last Committee meeting. Ms. Meija showed a presentation for review and stated that she spoke to the vendor regarding better pricing to fund 2,500 minutes for $5,000. The minutes for the Aira Wayfinding technology would rollover until they expire. This service is for navigational purposes only and is task oriented. The program will be setup with the vendor and an agent 1 Page 338 of 1102 will be trained on the program. The proposed name for the Miami Beach program is "We Offer". So any business or resident, that wants to use this specific program, would have to call the vendor and state that they intend to "use the Miami Beach 'We Offer' program" and the agents will automatically have access and help the vendor within the parameters of the City of Miami Beach. Commissioner Malakoff questioned the amount of user time allotted per user for the technology. Ms. Meija stated that the program is a pilot and task oriented which shouldn't take up too much user time. Ms. Meija also stated that the Administration would be seeking feedback from the user(s) to discuss the average length of minutes for each task. Commissioner Malakoff inquired about the marketing of this technology to Miami Beach residents and visitors. Ms. Meija informed that she would need to consult with the Communications department about the various options to advertise the application on the City of Miami Beach website. Commissioner Malakoff also asked that a report be prepared to determine whether or not the Aira Wayfinding technology is being used by City of Miami Beach residents and visitors. Ms. Meija stated that the vendor does have the ability to prepare any report as necessary. Commissioner Micky Steinberg stated that the technology platform would be a great implementation for the City of Miami Beach. MOTION: Commissioner GOngora made a motion to have a pilot study of the Aira Wayfinding technology smartphone application, and to determine if no subscription would be needed for visitors and residents of the City of Miami Beach to use the Aira VVayfinding technology. Commissioner Malakoff seconded the motion. NEW BUSINESS 2. DISCUSSION TO CONSIDER CONCEPTS FOR THE NORTH BAY ROAD NEIGHBORHOOD GREENWAY December 12, 2018. - C4 P Transportation Jose Gonzalez, Transportation Director, stated that this specific item was pertaining to greenways within the City of Miami Beach. Mr. Gonzalez stated that when the City Commission adopted the Transportation Master Plan and Bicycle Pedestrian Master Plan, in 2016, the plan proposed greenways on many of the residential streets. Mr. Gonzalez described greenways as streets that are created by design implementations that calm traffic, creating a safe street for pedestrians and bicyclists while still allowing cars to travel without 2 Page 339 of 1102
