Resolution 2019-30823 RESOLUTION NO. 2019-30823 • A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY OF MIAMI BEACH .TO ACCEPT A DONATION FROM THE LOEWS HOTELS, LLC, IN THE AMOUNT EQUIVALENT TO 11 HOTEL ROOMS FOR ESSENTIAL CITY STAFF DURING MEMORIAL DAY WEEKEND HELD FROM MAY 23, 2019 TO MAY 28, 2019, AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO MAKE SUCH EXPENDITURES OR REIMBURSEMENTS CONSISTENT WITH THE AFORESTATED EVENT AND PURPOSE. WHEREAS, much like the City's successful planning efforts for previous Memorial Day weekends, the City has prepared for the 2019 Memorial Day holiday weekend which will take place Thursday, May 23, 2019 through Tuesday, May 28, 2019; and WHEREAS, irrespective of any events and based upon early occupancy, it was anticipated that the number of visitors and tourists during the 2019 Memorial Day weekend will significantly strain City resources; and WHEREAS, historically, the City has played host to more than 100,000 guests, visitors, and spectators on Miami Beach during the Memorial Day holiday weekend. As a result, enhanced and increased staffing is necessary across departments to ensure resident and visitor safety, and to protect quality of life and public welfare. Essential City employees work more than twelve (12) hours each day throughout the weekend; and WHEREAS, the City Management Team, as well as various City departments, including, but not limited to, Code Compliance, Public Works, Sanitation, Tourism and Culture, Fire/Rescue, and the Police Department work through the weekend during various shifts, to provide necessary support and oversight; and WHEREAS, during the 2019 Memorial Day weekend, the City will host a number of events including: The National Salute to America's Heroes Air & Sea Show which utilizes a large footprint on the beach and Lummus Park. In addition, the City will host several curated cultural programming and entertainment events; and WHEREAS, City staff worked with the Loews Miami Beach Hotel which offered to donate eleven (11) standard hotel rooms to help reduce travel time and keep essential City employees readily accessible during the weekend; and WHEREAS, these donations will be provided to the City, and not to individual City staff members, for official business associated with efforts for 2019 Memorial Day weekend. WHEREAS, the City Administration recommends that the City Commission approve and authorize the City's acceptance of the aforestated donation and authorize the City Manager, or his designee, to make any necessary reimbursements and/or expenditures of the aforestated donation in furtherance of, and consistent with, the aforestated event and purpose. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the City of Miami Beach to accept a donation from Loews Hotel, LLC, in the amount equivalent to 11 hotel rooms for essential city staff during Memorial Day weekend, held from May 23, 2019 to May 28, 2019, and authorize the City Manager, or his designee, to make such expenditures or reimbursements consistent with the aforestated event and purpose.
