This subaward requires that the subrecipient adhere to the following:
SUPPLANTING: Federal funds must be used to supplement existing state or local funds for program activities and
may not replace state or local funds which have been appropriated or allocated for the same purpose. Federal funds
may also not be used to replace state or local funds required by law. In accepting this award the subrecipient certifies
that it will not or has not supplanted with federal funds for the approved project.
PROCUREMENT STANDARDS: The subrecipient certifies all procurement transactions will comply with the
subrecipient's procurement policy provided the policy is compliant with the requirements set forth in the Office of
Management and Budget(OMB) Uniform Requirements,2 C.F.R.200.317-326. In the event the subrecipient's
procurement policy does not comply with the OMB procurement requirements, the subrecipient ensures all grant-
related procurements will be conducted in a manner consistent with the federal standards.
CONFLICT OF INTEREST: Decisions related to use these grant funds must be free from undisclosed personal or
organizational conflicts of interest, both in fact and in appearance.The subrecipient certifies the unit of government
below is compliant with OMB Uniform Requirements,2 C.F.R.200.112, regarding conflict of interest,and will notify
FDLE's Office of Criminal Justice Grants, in writing, of any potential conflicts of interest in accordance with this

reports to determine successful completion of minimum performance for deliverables. Expenditures must be
supported with documentation and provided to the Department upon request.
Failure to comply with provisions of this agreement, or failure to meet minimum performance specified in the
agreement will result in required corrective action up to and including project costs being disallowed,withholding of
federal funds and/or termination of the project, as specified within the terms of the agreement and OMB Uniform

Problem Identification
Miami Beach is a small island of 92,000 residents and a worldwide destination,with more than 14
million visitor a year, known for its beaches, never-ending nightlife and spectacular events. An
influx of tourists and visitors regularly brings the number of people in Miami Beach to 200,000+
and with special events and holiday weekends that number is often in excess of 350,000. The
Miami Beach Police Department(MBPD)strives to prevent crime, enhance public safety, and
support victims of crimes to ensure quality of life and experiences for residents, visitors, and
tourists. But balancing different, and sometimes conflicting,expectations and needs,while
ensuring the safety and well-being of all, is a challenging task. The response requires competent
and well-trained police, advanced equipment and technological resources, and a proactive and
innovative approach to crime.
The Miami Beach Police Department's Investigative Division is divided into several units, each
specifically focusing on certain kinds of crimes. The Street Crimes Unit investigates narcotics,
human trafficking, robbery and other high liability crimes with a proactive focus-meaning that the
detectives do not wait for a crime to occur but rather use strategic investigative tools, including
undercover surveillance, to identify criminal activity before or as it happens. As such, detectives
drive leased, unmarked vehicles, which allows them to conduct surveillance without alerting
criminals. Due to the increased danger of this type of police work, each detective in the unit wears
• a tactical vest, uses surveillance equipment and carries a rifle. Ensuring that this equipment is
secured and cannot easily be stolen is a challenge. In August 2018, for instance, a Florida teen
was arrested for stealing a rifle and tactical gear from an unmarked police car in Palm Beach.
Items stolen included an AR-15, loaded magazines, a gas mask, Taser, a ballistic helmet and rifle
clips. In this case, the items were thankfully safely recovered after the teen paraded them on
social media and the police were able to rapidly track him down. This incident, and others similar
to this one,jeopardize officers and public safety and could lead to subsequent crimes and
potential human injury or loss.And usually, theft of police firearms from unmarked police vehicles
make the headline in local, and sometimes national news stories,which only makes it harder for
the public to trust their law enforcement agencies and feel safe in their community. The MBPD
Street Crimes Unit needs a storage solution for detectives'firearms and tactical gear to be locked
safely when their leased unmarked vehicles are not being used.
The City will not be able to purchase these items without these grant funds.
Project Summary (Scope of Work)
Securing equipment, especially guns and ammunition, is a must for law enforcement. The Miami
Beach Police Department is seeking funding to purchase six (6) special trunks providing a secure
in-vehicle storage solution for Street Crimes Unit detectives using leased, unmarked vehicles to
conduct undercover surveillance operations for high liability crimes, including narcotics, human
trafficking, and robbery cases.

secure their tactical vests, surveillance equipment, and more importantly, their firearm, while
ensuring the items are not easily visible and accessible to potential thieves.
In addition to this option being a safe, practical, and functional way of storing specialized
equipment, installing the one-drawer trunks in the detectives'leased unmarked vehicle is also
highly economic. Because undercover vehicles are leased to avoid detection, each vehicle needs
trunk space that can be safely secured and easily moved to another vehicle. Similarly, if a
detective is transferred to another unit, the trunk can easily be reassigned to a new detective.
The purchase of six (6) in-vehicle storage trunks will enable the MBPD Street Crime Unit to
conduct undercover surveillance on high liability crimes in better and safer conditions to optimize
officer and public safety.
The items will be purchased within 6 months of grant award. The City?s Police Department, in
coordination with the Procurement Department will be responsible for making these purchases.
The City if Miami Beach will use grant funds to purchase trunk vaults that will be installed in police
vehicles to secure firearms. Deliverables will be completed in accordance with the contractual
agreements between the subrecipient and their local vendor/providers (at any tier).
Documentation of deliverables performed by the subrecipient and their local contractors/providers
must be maintained by the subrecipient and made available for monitoring. Example
documentation includes, but is not limited to, procurement records (including quotes, competitive
solicitation/bids, etc.), purchase orders, packing slips, delivery/receivable documents, invoices,
proof of payment, etc. Documentation for services include, but are not limited to, client activity
logs, participant sign-in sheets, timesheets, and/or billing documentation.
Documentation and minimum performance required for drawdown of funds includes the
completion of at least one activity described in the scope of work above as attested to on the
financial expenditure/claim report.
All activities discussed in the scope of work or project deliverables are for the local government
and implementing agency identified on this award unless noted otherwise. No other local, state,
or federal funds will be leveraged for the cost elements identified in this agreement.

Edward Byrne Memorial Justice Assistance Grant (JAG) Program
SUBAWARD STANDARD CONDITIONS
The State of Florida, Department of Law Enforcement.(FDLE) is a recipient of federal JAG funds. FDLE, as the non-
federal pass-through entity and State Administering Agency(SAA)for this program,subawards JAG funds to eligible
units of government. All subawards made by FDLE to units of government under this program require compliance
with the agreement and Standard Conditions upon signed acceptance of the subaward.
Upon approval of the application, or subaward, the following terms and conditions will become binding. As a unit of
government, the subrecipient will maintain required state and federal registrations and certifications for eligibility
under this program. For JAG-Countywide subawards, the designated County Coordinator for local units of
government will submit documentation in accordance with Florida Administrative Code 11 D-9 supporting the strategic
planning for allocation of these funds. The subrecipient agrees to submit required programmatic and financialreports
supporting eligible activities were completed in accordance with the grant and program requirements.
The Department will only reimburse subrecipients for authorized activities. The Department will not reimburse for
costs incurred for any purpose other than those specified in the agreement. Failure to comply with provisions of this
agreement, or failure to perform grant activities as specified in the agreement, will result in required corrective action
up to and including financial consequences. A financial consequence may be imposed for non-compliance in
accordance with 2.C.F.R. § 200 and these Standard Conditions, including but not limited to project costs being
disallowed,withholding of federal funds and/or termination of the project.

WHEREAS, the City Administration requests approval to submit two (2) grant applications to
Florida Department of Environmental Protection, Florida Recreation Development Assistance
Program, in the approximate amount of$400,000, the details of which are as follows:
• The Florida Recreation Development Assistance Program (FRDAP) is a competitive
grant program that provides grants to local governmental entities for acquisition and
development of land for public outdoor recreation use or to construct recreational trails.
• The Department of Environmental Protection (DEP) evaluates each eligible application
and assigns a final score to the application, based on the scope of work of the proposed
project.
• DEP prepares and submits a Priority List to the Florida Legislature that includes all the
projects that are recommended for funding.
• Altos Del Mar Park
The City Administration has requested funding in the amount of$200,000 to construct a
playground and shade structure at Altos Del Mar Park located at 7701 Collins Avenue.
• This grant requires matching funds in the amount of $200,000. Matching funds are
available in account number 307-0820-000671-00-406-546-00-00-00-22750. This project
supports the key intended outcome to maximize the Miami Beach brand as a world-class
destination.
• Maurice Gibb Memorial Park
The City Administration has requested funding in the approximate amount of $200,000
to replace the playground and shade structure at Maurice Gibb Memorial Park. The park
is located at 1700 Purdy Avenue.
• This grant requires matching funds in the amount of $200,000. Matching funds are
available in Fund 306 Middle Beach Quality of Life, Account Number 306-0820-069357-
26-410-546-00-00-00-28850. This project supports the key intended outcome to
maximize the Miami Beach brand as a world-class destination; and.
WHEREAS, the City Administration requests approval to submit a grant application to
the U.S. Department of Agriculture Emergency Watershed Protection Program, in the
approximate amount of $165,000, for recovery efforts related to Hurricane Irma, the details of
which are as follows:
• Earlier this year, the City was awarded a grant from the U.S. Department of Agriculture
(USDA), Emergency Watershed Protection Program, in the amount of $313,087.50, for
recovery efforts related to Hurricane Irma.
• In addition to the approved scope of work for the project, the USDA has requested that
the City conduct a pre and post inspection of the project by means of Closed Circuit
Television. As such, the City has requested additional funding in the approximate
amount of$165,000 to complete this requirement.
• The additional grant allocation will require a cash match of $49,500. The additional
match in the amount of $49,500 is available in Public Works Account #427-0427-
000325-29413-517-00-00-00. This project supports the key intended outcome to
improve cleanliness and City beaches; and
WHEREAS, the City Administration requests approval to submit an Affidavit to Miami-Dade
County for funding through the Miami-Dade County, Municipal Parking Fines Reimbursement
Program, the details of which are as follows:
• Miami-Dade County's Parking Fines Reimbursement Program is based on Section
316.008, Florida Statutes, and Section 30-447 of the Code of Miami-Dade County, which
authorizes the charging of fines for misuse of specially marked parking spaces for
people with disabilities.
• Each year the City participates in the program and in 2016, the City entered into an
Interlocal Agreement with Miami-Dade County for the distribution of funds from the
Municipal Parking Fines Program.
• The 2016 Interlocal Agreement stays on file until the County modifies the terms of the
Agreement. As such, the City is only required to submit a sworn 'Affidavit each year
certifying that the expenditures will meet the program criteria- - - - - - - --
• The City Administration uses Municipal Parking Fines funds in accordance with the
guidelines to improve accessibility and equal opportunity to qualified persons who have
disabilities and to conduct public awareness programs in the municipality concerning
persons who have disabilities,
• Miami-Dade County does not provide an estimate of the amount of funding that each
City will receive and the final funding amount is contingent on the number of other cities
that submit affidavits and the total amount of funds collected.
• The Administration requests approval to execute the Affidavit for Fiscal Year 2018/19
Parking Fines Funds and matching funds are not required. This project supports the key
intended outcome to,maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to the
U.S. Department of Homeland Security, Assistance to Firefighters Grant Program, in the
approximate amount of $525,000, for equipment for the Miami Beach Fire Department, the
details of which are as follows:
• The primary goal of the Assistance to Firefighters Grant (AFG) is to enhance the safety
of the public and firefighters with respect b fire and fire-related hazards and the program
provides direct financial assistance to fire departments and nonaffiliated emergency
medical service organizations.
• The funds provide critically needed resources that equip and train emergency personnel
to recognized standards, enhance operational efficiencies, foster interoperability,
and support the community. The program does not provide funding for salaries.
• The City Administration is requesting funding from the AFG program in the approximate
amount of $525,000, and if awarded funds will be used to purchase self-contained
breathing apparatus devices.
• This grant requires 10 percent matching funds. Matching funds in the amount of$52,500
are subject to appropriation in the FY 2019/20 budget cycle. This project supports the
key intended outcome to maximize the Miami Beach brand as a world class destination;
and
WHEREAS, the City Administration requests approval to submit a grant application to
Florida Department of Law Enforcement, for the FY 2017/18 Edward Byrne Justice Assistance
Grant Program, in the approximate amount of $10,000, for Police Department equipment, the
details of which are as foirows:
• The Florida Department of Law Enforcement (FDLE) anticipates an award from the US
Department of Justice for FY 2017/18 Edward Byrne Justice Assistance Grant Program
(JAG)funds.
• FDLE will distribute these funds in accordance with the JAG Countywide provisions of
the Florida Administrative Code for use by all units of government within Miami-Dade
County.
• JAG funds support all components of the criminal justice system, from multijurisdictional
drug and gang task forces to crime prevention and domestic violence programs, courts,
corrections, treatment, equipment, technology improvement programs and justice
information sharing initiatives.
• Miami Beach Police Department's Investigative Division is divided into several units,
each specifically focusing on certain kinds of crimes. The Street Crimes Unit
investigates narcotics, human trafficking, robbery and other high liability crimes with a
proactive focus.
• The detectives use strategic investigative tools to identify criminal activity before or as it
happens.
• The City Administration is requesting funding, in the approximate amount of $10,000, for
equipment for the Street Crimes Unit.
• Matching funds are not required for this grant. This project supports the key intended
outcome to insist on Police Department accountability and skilled
management/leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to
Florida Junior Golf Council, in the approximate amount of $6,000, for the Normandy Shores
Youth Golf Clinic, the details of which are as follows:
• FJGC provides funds to junior golf programs that offer instruction, playing opportunities
and education along with the benefit of golfs core values: integrity, honesty, personal
responsibility, and sportsmanship. ------ ---- --
• The Normandy Shores Youth Golf program is held throughout the school year at the
Normandy Shores Golf Course.
• The City uses the SNAG golf equipment to teach the fundamentals of golf. The City
Administration will also take SNAG golf equipment out to various City Parks and
Recreation facilities to reach children that are enrolled in after-school programs.
• In addition, the City conducts golf clinics at Papillon. Montessori School which is located
near Normandy Shores Golf Course.
• The City Administration is requesting funding in the approximate amount of $6,000 to
purchase SNAG golf equipment for the Normandy Shores Youth Golf Program.
• Matching funds are not required for this grant. This project supports the key intended
outcome to maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to State
Farm®, Good Neighbor Citizenship Company Grants, in the approximate amount of $30,000 to
implement the Crime Prevention Through Environmental Design (CPTED) Program, the details
of which are as follows:
• The State Farm® Good, Neighbor Citizenship Program supports local communities in
three areas: safety, community development, and education.
• The City is applying for $30,000, for the Miami Beach Police Departments Crime
Prevention Through Environmental Design (CPTED) program_
• The Miami Beach Police Department (MBPD) plans to launch a strategic CPTED pilot
program in the North Beach area to reduce crime, enhance safety, engage residents and .
stakeholders, and improve the quality of life in this area.
• The program offers simple, proactive techniques to reduce crime in North Beach.
• Matching funds are not required for this grant. This project supports the key intended
outcome to maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to
Target's Community Engagement Fund in the approximate amount of $10,000, for the Miami
Beach Police Department Annual Toy Drive, the details of which are as follows:
• The Target Community Engagement Fund (CEF) provides support for public safety
agencies for crime prevention projects, programs, and events.
• Last year, the City applied to this program and was awarded funding for the Police
Department's Annual Toy Drive.
• Similarly, this year, the City Administration is requesting funds in the approximate
amount of $10,000 to support operating expenses for the Miami Beach Police
Department (MBPD) Annual Toy Drive.
• The event, which takes place at the Police Department every December, is always
attended by hundreds of children and it provides the Police Officers with the opportunity
to interact with the public on a personal level, which positively impacts the public's
perceptions of officers, police work, and community policing.
• Matching funds are not required for this grant. This project supports the key intended
outcome to insist on Police Department accountability and skilled management/
leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to the
Department of Environmental Protection (DEP), Florida Resilient Coastlines Program, in the
approximate amount of $35,000, for the Lake Pancoast Resilient Shoreline Project, the details
of which are as follows:
• Through the Florida Resilient Coastlines Program, DEP continues to help ensure
collaboration among Florida's coastal communities and continues to offer technical
assistance and funding to coastal communities dealing with increasingly complex
flooding, erosion, and habitat shifts.
• The vision of the Florida Resilient Coastlines Program (FRCP) is for Florida's coastal
communities to be resilient and prepared for the effects of rising sea levels, including
coastal flooding, erosion, and ecosystem changes.
• State Road Al A is an arterial roadway that serves as a hurricane evacuation route for
the coastal community and as recently as 2017, the road has experienced chronic tidal
flooding due to low road and seawall elevations, and aging infrastructure that make the
roads impassable to pedestrians and vehicles. This is of particular concern given that
this residential and commercial section of the island depends solely on SRA1A for
ingress and egress.
• A resilient shoreline along SRA1A is a critical component of sea level rise adaptation for
the area.
• There is an existing partnership between the City of Miami Beach and the Florida
Department of Transportation to raise the roadway, rehabilitate the shoreline and protect
this key transportation corridor from flooding.
• The City is applying for funding in the approximate amount of $35,000 for the design and
permitting of a 0.47-acre mangrove planter in the waterway adjacent to SRA1A, South of
25th Street.
• The resilient shoreline will utilize green infrastructure design to buffer the surrounding
community from storm and flood damage, it will create habitat and provide additional
ecological benefits in a densely urbanized, highly trafficked area of Miami Beach.
• Matching funds are not required for this grant. This project supports the key intended
outcome to ensure reliable stormwater management and resiliency against flooding by
implementing select short and long-term solutions including addressing sea-level rise.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for
and accept funding (including matching funds and any related City expenses), and to execute
any and all documents or agreements in connection with the following grants and agreements:
1) Florida Department of Environmental Protection, Florida Recreation Development Assistance
Program, in the approximate amount of$400,000; 2) U.S. Department of Agriculture Emergency
