A RESOLUTION OF THE CITY OF MIAMI BEACH,
FLORIDA, AMENDING THE YEAR 10 COMMUNITY
DEVELOPMENT BLOCK GRANT AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND THE
MIAMI BEACH DEVELOPMENT CORPORATION
ADOPTED BY RESOLUTION NO. 84-17878 ON
OCTOBER 3, 1984, AND SUBSEQUENTLY AMENDED BY
RESOLUTION NUMBERS 84-17898 AND 84-17916
AUTHORIZING AN INCREASE OF COMMUNITY
DEVELOPMENT FUNDS FROM THE YEAR 10 LOCAL
OPTION ACCOUNT IN AN AMOUNT NOT TO EXCEED
$15,000 TO ENABLE THE MIAMI BEACH DEVELOPMENT
CORPORATION TO PROVIDE A SUPPLEMENT TO THE
GRANT TO THE SOUTH FLORIDA ART CENTER, FOR
FUNDING OF SUMMER UTILITY COSTS.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, THAT,
WHEREAS, the City Commission recognizes the need and is committed to
the economic revitalization of Lincoln Road as a healthy and vital retailing area; and,
WHEREAS, the South Florida Art Center (SFAC), a private non-profit
corporation, has successfully implemented a permanent artists' district on Lincoln Road
utilizing approximately 21,000 square feet of vacant properties to house artists' studios,
cooperative galleries, classrooms, and meeting spaces which has provided initial employment
for 40-60 artists as well as attracted new customers and visitors to Lincoln Road thereby
improving the economic and business conditions in this area; and,
WHEREAS, the Miami Beach Development Corporation has already entered
into an agreement with the City to conduct economic development activities designed to
stimulate economic revitalization and job creation, eliminate slums and blight, encourage
private development, and neighborhood revitalization and therefore, the Miami Beach
Development Corporation has been determined to be the appropriate organization to
administer such a grant; and,
WHEREAS, on November 7, 1984, via Resolution Numbers 84-17898 and 84-
17916, the City Commission authorized an amendment to the MBDC Year 10 CDBG
Contract, to increase the scope of services to add a supplemental economic development
activity, which allowed MBDC to utilize current contract funds to provide a grant to the
SFAC in an amount not to exceed $62,000 to fund initial working capital and first-year
deficits for an artists' district to be located on Lincoln Road to stimulate the economic
viability of the Lincoln Road Mall area which is experiencing severe economic decline; and,
WHEREAS, the existing level of funding @ $62,000 is not sufficient to
meet the utility costs of the South Florida Art Center's twenty storefronts during the
summer months of 1985; and,
WHEREAS, the Miami Beach Development Corporation's Board of
Directors unanimously approved a motion to request that additional funding be provided in
order to supplement the grant to the South Florida Art Center to help defray the costs of
utilities for the summer months; and,
WHEREAS, the citizen participation requirement and other federal
regulations have been met through the Community Development Advisory Committee who,
at their May 14, 1985 meeting, supported and endorsed the addition of funds to the MBDC
Year 10 Contract in the amount of $15,000 to allow the grant request of the South Florida
Art Center;

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH FLORIDA, that the City amend Resolution /184-17878 and
amend the Year 10 Community Development Block Grant Agreement between the City of
Miami Beach and the Miami Beach Development Corporation, and authorize an increase in
Community Development funds from the Year 10 Local Option Account in the amount of
$15,000 to fund supplemental economic development activities of the Miami Beach
Development Corporation in order to supplement funds for the South Florida Art Center in
the amount of $15,000 to help defray the costs of utilities during the summer months of
1985.
