A RESOLUTION AUTHORIZING ACQUISITION AND
APPROPRIATION OF LOT 12, BLOCK 18, OCEAN BEACH
ADDITION NO. 2, PLAT BOOK 2, PAGE 56, OF THE PUBLIC
RECORDS OF DADE COUNTY, FLORIDA FOR $229,000, BY
PURCHASE AND THE FILING OF EMINENT DOMAIN
PROCEEDINGS.
WHEREAS, the Parking Committee of the City of Miami Beach approved the site
selection for the expansion of the existing facility P-17A, located at 13th Street and Collins
Avenue, Lot 12, Block 18, Ocean Beach Addition, Number 2, Plat Book 2, Page 56, Public
Records of Dade County, Florida; and
WHEREAS, the City Manager and the City Attorney, through their staffs were
authorized by the City Parking Committee to have two (2) independent M.A.I. appraisals
made of the subject site; and
WHEREAS, the City Administration has received independent appraisals
indicating an estimate of value from Stephen M. Cantwell, M.A.I., for $229,000, and Eugene
A. Shaw, M.A.I., for $221,000 respectively; and
WHEREAS, a representative of the City Manager and the City Attorney have
negotiated an offer for sale to the City in the amount of $229,000 for the subject site.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, THAT:
1. The City Commission finds, determines and declares that the matters set
out in the foregoing recitals are true and correct, and they are hereby incorporated as part
of this Resolution.
2. The recommendation of the City Manager as to the purchase price of
$229,000 for Lot 12, Block 18, Ocean Beach Addition Number 2, Plat Book 2, Page 56, Public
Records of Dade County, Florida, is hereby accepted and approved.
3. The City Commission authorizes the acquisition and appropriation of the
above-described properties for the dollar amount stated above through the purchase and the
filing of eminent domain proceedings with funding being obtained from the Metered Parking
Bond Fund.

SUBJECT: EXPANSION OF E .TING MUNICIPAL PARKING FACILITY P-17A
LOCATED ON COLLINS AVENUE AT 13TH STREET
BACKGROUND
The Parking Committee of the City of Miami Beach has recognized the need for providing
additional parking to accommodate the parking needs in the Art Deco and Ocean Drive
areas. Pursuant to the request of the Parking Committee in its meeting of April 19, 1985,
the City Administration has identified a parcel of land adjacent to an existing Municipal
Parking Facility P-17A located on Collins Avenue at 13th Street.
The owner of this parcel, which is commonly known as 1327 - 1329 Collins Avenue,
submitted an offer for sale to the City of Miami Beach in the amount of $330,000. This
offer for sale was presented to the Parking Committee in its meeting of May 22, 1985. The
City Administration recommended to the Parking Committee that two (2) independent
appraisals be obtained on the subject parcel and that the parcel be identified as an
acquisition site for the expansion of a Metered Parking Facility. By acquiring this parcel of
land, it would afford the City of Miami Beach an opportunity to expand an existing
municipal parking lot with the possibility of constructing a multi-decked facility on this
total parcel. The Parking Committee approved the recommendation of the City
Administration that two (2) independent appraisals should be obtained on the subject
property.
CURRENT STATUS
The City Administration has now received two (2) independent MAI appraisals with an
estimate of value as follows:
Stephen M. Cantwell, MAI -- $229,000
Eugene A. Shaw, MAI — $221,000
A representative of the City Manager and the City Attorney has met with the owners of the
subject parcel and have negotiated an offer for sale to the City in the amount of $229,000
with the understanding that this acquisition will be made under eminent domain proceedings.
FUNDING
Funds for the acquisition of this property are available in the Metered Parking Boitd Fund.
ADMINISTRATION RECOMMENDATION:
The City Administration recommends the acquisition of Lot 12, Block 18, Ocean Beach
Addition No. 2, according to the Plat thereof as recorded in the Plat Book 2, page 56 of the
Public Records of Dade County Florida in the amount of $229,000. Further, it is
recommended that $229,000 be appropriated from Metered Parking *Bond Fund. 4
