A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING A
PUBLIC HEARING TO CONSIDER PUBLIC COMMENT
REGARDING A GROUND LEASE BETWEEN THE CITY OF
MIAMI BEACH AND THE MIAMI CITY BALLET, FOR THE
PROPOSED MIAMI CITY BALLET HEADQUARTERS ON
CONVENTION CENTER DRIVE, AND FURTHER
AUTHORIZING A WAIVER OF THE ADVERTISED PUBLIC
BIDDING PROCESS AND OF AN INDEPENDENT
APPRAISAL OF THE FAIR MARKET RENTAL VALUE OF
THE PROPERTY.
WHEREAS, the Mayor and City Commission has conceptually agreed
to provide a site for the proposed Miami City Ballet headquarters
on Convention Center Drive; and
WHEREAS, the City Attorney's Office and City Administration
are currently negotiating a Lease Agreement with representatives of
the Miami City Ballet; and
WHEREAS, pursuant to Ordinance No. 92-2783, which establishes
procedures for the sale and/or lease of City property, prior to the
sale and/or lease of City property, the Mayor and City Commission
shall hold a public hearing, advertised not less than fifteen (15)
days prior to the hearing, in order to obtain citizen input into
the proposed sale and/or lease; and
WHEREAS, the Mayor and City Commission may, by a 5/7ths vote,
waive the additional requirements under Ordinance No. 92-2783
requiring an advertised public bidding process pursuant to the sale
and/or lease of City property, and independent appraisal of the
fair market or rental value of the property.
NOW, THEREFORE,
COMMISSION as follows:

BE IT RESOLVED BY THE MAYOR AND CITY
A public hearing to hear public comment regarding a
ground lease between the City and Miami City Ballet for
the proposed Miami City Ballet headquarters on Convention
Center Drive is hereby called to be held before the Mayor
and City Commission in its Chambers on the Third Floor of
City Hall, 1700 Convention Center Drive, Miami Beach,
Florida, on April 13 , 1994, beginning at
3:00 p.m. , and the City Clerk is hereby authorized and
directed to publish appropriate public notice of the said
public hearing in a newspaper of general circulation in
the City of Miami Beach, at which time and place all
interested parties will be heard.
PASSED and ADOPTED this
1994.
The Mayor and City Commission waive, by a 5/7ths vote, as
to this proposed transaction, the requirements under
Ordinance No. 92-2783 calling for an advertised public
bidding process prior to the proposed lease transaction,
and an independent appraisal of the fair market rental

The Administration requests for approval by the City Commission to
set a special Commission Meeting on Thursday, March 24, 1994, at
9:30 A.M. for review of the agreement between the City of Miami
Beach and Ballet Valet and the purchase of the property and air
rights for the construction of a 620 space parking garage on
Collins Avenue and 6th Street.
A special Commission Meeting is also requested for Wednesday, April
13,~ 1994, at 9:30 A.M. for review of the ground lease with the
Miami City Ballet for the proposed Miami City Ballet headquarters
on Convention Center Drive and for review of the Miami Beach Marina
and Portofino land transactions.
