A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH URGING CONGRESS TO CONTINUE
FULL REVENUE SHARING FOR FY 1986 AND THEREAFTER.
WHEREAS , the Budget Resolution assumes full revenue
sharing for FY 1986 and termination thereafter ; and
WHEREAS , recent actions in the U. S . Senate indicate
some support to reduce Federal Revenue Sharing allocations for
FY 1986 which would seriously and negatively impact currently
adopted budgets of the Cities of Florida; and
WHEREAS , revenue sharing is the most flexible of all
federal grant programs and can be used to respond to any given city' s
most urgent priorities ; and
WHEREAS , termination would create a disproportionately
severe cut on America ' s cities in most severe fiscal distress ; and
WHEREAS , elimination would almost certainly exacerbate
the human needs of nutrition, shelter , and unemployment in many cities
and areas adversely impacted by the uneven economic recovery ; and
WHEREAS , the termination of revenue would force
disenfranchisement of those American families that have been forced
to turn to their local government as a last resort ; and
WHEREAS , funding for the program has been frozen annually
since 1977 , so the program has not contributed to the increase in
federal deficits during the past eight years ; and
WHEREAS , loss of the program would force many cities to
drastically decrease essential services at a time of growing demand
for these services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH:
SECTION 1 . Strongly urge the Congress to continue
funding after the targeted termination date .
SECTION 2. That the program should continue with full
funding .
SECTION 3. That copies of this Resolution be sent to
the President of the United States , all members of the Florida
Congressional delegation , the National League of Cities and the
Florida League of Cities.
PASSED AND ADOPTED THIS 16th day of October , 1985 .
