A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH URGING THE CONGRESS OF
THE UNITED STATES TO PRESERVE THE CURRENT
SYSTEM OF SOCIAL SECURITY AND MEDICARE
COVERAGE FOR LOCAL PUBLIC EMPLOYEES .
WHEREAS , a recently passed congressional budget resolution
would impose Social Security and Medicare taxes on cities and their
employees ; and
WHEREAS , the proposal is designed to be effective
January 1 , 1986 , a time when Florida cities are in the middle
of their budget year ; and
WHEREAS , many municipal employees in Florida are not
currently covered by Social Security/Medicare and the cost of
including these employees is estimated to be $27 . 6 million tax-
payer dollars ; and
WHEREAS , an inventory of local government pension
systems reveals that 90% of municipal employees are now covered
either by state or local pension plans administered through the
city or under the social security program or both ; and
WHEREAS , great difficulties will be caused , should these
proposals be enacted , in labor agreements and retirement plans
because of the need to evaluate existing retirement systems
relative to Social Security/Medicare benefits and costs ; and
WHEREAS , these proposals are being made just as cities
are revising personnel and payroll systems under the FLSA;
NOW, THEREFORE , BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH:
SECTION 1 . The City of Miami Beach hereby expresses
its opposition to the mandating of social security and medicare
taxes on cities and their employees .
SECTION 2. That copies hereof be forwarded to the
President of the United States and members of the Florida Congres-
sional Delegation and the National League of Cities .
