A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AND THE FINANCE AND
CITYWIDE PROJECTS COMMITTEE APPROVING THE USE OF THE FINAL
DESIGNS FOR VACANT STOREFRONT COVERS CREATED BY THE DESIGN AND
ARCHITECTURE SENIOR HIGH ("DASH").
WHEREAS, on May 9, 2012, the City Commission enacted Ordinance No. 2012-3767 to
establish regulation to address vacant storefront windows and doors; and
WHEREAS, on April 16, 2016 the City Commission authorized Ordinance 206-4006 to
mandate all vacant storefront windows and doors be wrapped; and
WHEREAS, on April 11, 2018, the Finance Citywide Projects Committee ("FCWPC")
and the Neighborhood/Community Affairs Committee (NCAC) discussed the increased numbers
of vacant storefronts; and
WHEREAS, in July 2018, staff completed a survey of vacant storefronts and found 117
vacancies between Ocean Drive, Washington Avenue, Lincoln Road, 41' Street, and North
beach; and
WHEREAS, on October 17, 2018. the Mayor and City Commission accepted this
recommendation of the FCWPC and allocated funding of $35,000 for vacant storefront covers in
North Beach; and
WHEREAS, in November 2018, the Administration shared with the FCWPC and NCAC
meetings, that DASH was designing storefront cover with a focus on Miami Beach and UNITY;
and
WHEREAS, on November 14, 2018, the Mayor and City Commission accepted
recommendation of the FCWPC and NCAC to use $40,000 from the Mid Beach Quality of Life
Fund; and the Administration is submitting a budget enhancement for FY 2019/20 to address
vacant storefronts on South Beach; and
WHEREAS, in February 2019, the City's Economic Development. Communications and
Planning teams selected 5 of 20+ reviewed storefront designs produced by DASH to be used as
storefront covers; and
WHEREAS, in April 2019, the 41st Street Committee, expressed their preference for
DASH designs for #3 and #4; the NCAC and the FCWPC reviewed all five DASH designs on
March 19, 2019 and April 19, 2019, respectively, and recommended approving the five (5)
DASH storefront cover designs; in addition, the NCAC recommended recognizing Erick
Hankins, the DASH instructor for his contribution to the beautification of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendations of the NCAC and FCWPC approving the use
of the final designs for vacant storefront covers created by DASH.

OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF

FINANCE AND CITYWIDE PROJECTS COMMITTEE APPROVING THE
USE OF THE FINAL DESIGNS FOR VACANT STOREFRONT COVERS
CREATED BY THE DESIGN AND ARCHITECTURE SENIOR HIGH ("DASH").
RECOMMENDATION
The Administration recommends accepting the recommendation of both the
Neighborhood/Community Affairs (NCAC) Committee and the Finance and Citywide Projects
Committee (FCWPC) to approve the five (5) DASH storefront cover designs for utilization
citywide.
BACKGROUND
This item was referred to the Finance and Citywide Projects Committee on April 11, 2018. A
similar item "Discussion Regarding the Condition of Washington Avenue, the Increasing
Number of Vacant Storefronts Therein, and the Status of the Washington Avenue Business
Improvement District", also was referred to the Neighborhood/Community Affairs Committee
(NCAC) on April 11, 2018.
In July 2018, staff completed a survey of vacant storefronts and found the following:
• 41st Street: 8 vacancies
• Lincoln Road (100 block- 1100 block): 23 vacancies
• Washington Avenue (5th-15th Street): 55 vacancies
• Ocean Drive: 10 vacancies
• North End (63rd to 70th Street): 21 vacancies
ANALYSIS
On July 27, 2018, to address immediate needs with vacant storefronts, the Finance Citywide
Projects Committee (FCWPC) recommended that the City provide immediate funding for a
storefront cover program, using existing City designs. On October 17, 2018, the Mayor and City
Commission accepted this recommendation and allocated funding beginning with $35,000 for
vacant storefront covers in North Beach.

In Mid-Beach, the Mayor's Ad Hoc Blue Ribbon 41st Street Committee (41st Street
Committee) had been exploring the potential use of a portion of the $100,000 appropriated for
the Short Term 41st Street Improvements project in FY 2018/19 from Mid-Beach Quality of Life
Funds for storefront covers. (Note that, based on the 41st Street Committee recommendations,
the Commission has authorized that $25,000 of these funds be used for a temporary parklet
and is also exploring a host of other items host of other items such as lighting, artistic
installations, etc.)
In addition, the Administration submitted a budget enhancement for $35,000 for Fiscal Year
2019/20 to address the vacant storefronts in South Beach within the Economic Development
Department budget.
Staff is working to identify business and property owners who want to participate in the storefront
covers program.
During the October 26, 2018 Finance and Citywide Projects Committee (FCWPC) meeting, the
Committee was presented with Design and Architecture High School (DASH) student designs. The
recommendation was to ask the students to revise the designs to better reflect the Miami Beach
essence, to ask the Communications team to assist with Miami Beach color plate as well as advise
the students along with the Planning Department team. The direction was to return with the updated
designs to FCWPC and to potentially use these designs citywide.
In February 2019, the DASH student storefront cover (and parklet) designs were received by
the City. Economic Development, Communications and Planning teams reviewed the 20+
designs with respect to capturing the Miami Beach essence, color plate, ability to place the
Miami Beach logo, information about how to contact the landlord, opaque enough for security,
and aesthetically pleasing. The final five (5) designs at attached in Exhibit A for your review.
The 41st Street Committee, during their February 2019 meeting, expressed their
recommendation for all four designs as suitable for use on 41st Street but, at their April 2019
meeting recommended preference for#3 and #4.
During the March 19, 2019 NCAC, the committee recommended approving the five (5) DASH
storefront cover designs (see attachment) for utilization citywide, with a preference for #2, #4,
and #5 and recommended recognizing Eric Hankins, 41st Street Committee member, DASH
instructor and catalyst of the student storefront designs and the students for their great work.
At the April 19, 2019 FCWPC, the committee recommended approving the five (5) DASH
storefront cover designs for utilization citywide and recognize DASH instructor Eric Hankins and
students for their contribution to the beautification of Miami Beach vacant storefront initiative.
CONCLUSION
The Administration recommends approval of the five (5) DASH storefront cover designs for
utilization citywide.
As recommended by NCAC, he Administration will submit recognition for Eric Hankins, 41st
Street Committee member, DASH instructor and catalyst of the student storefront designs and
the students for their great work, interest and contribution to the beautification of Miami Beach
vacant storefronts at the Presentations and Awards meeting.

The Administration also continues of work on efforts to activate vacant storefronts.
