A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, PROVIDING
FOR THE 2ND AMENDMENT OF THE FY 1986/87
BUDGETS FOR THE GENERAL, ENTERPRISE AND
INTERNAL SERVICE FUNDS; MAKING PROVISION
FOR THE RE--ALLOCATION OF FUNDS FOR PRIOR
YEAR' S ENCUMBRANCES WITH FUNDS PROVIDED
FOR IN THE RESTRICTED FUNDS OR RETAINED
EARNINGS OF THE APPROPRIATE FUNDS.
WHEREAS, the City of Miami Beach encumbered funds during Fiscal
Year 1985/86 for the purchase of goods and services; and
WHEREAS, such services and/or goods were not delivered nor paid
for prior to the end of the fiscal year ; and
WHEREAS, such services and/or goods will be delivered and paid
for during the current fiscal year ; and
WHEREAS, monies have been reserved in the various Funds to
provide for these encumbrances; and
WHEREAS, it is necessary to reappropriate such funds.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City Commission of the City of
Miami Beach hereby amends the FY 196/87 Budgets for the City of Miami
Beach, for the purpose of providing for prior year ' s encumbrances, as
follows :

SUBJECT: AMENDING THE FY 1986/87 BUDGETS FOR THEE
G NERAL, ENTER-
PRISE AND INTERNAL SERVICE FUNDS, PROVIDING FOR THE RE-
ALLOCATION OF FUNDS FOR PRIOR YEAR'S ENCUMBRANCES.
During the course of normal operations, the City of Miami Beach
contracts for the purchase of goods and services and establishes
the encumbrances in the financial system to ensure that such funds
are available to honor those obligation when they become due.
In the past, encumbrances that remained open at the end of the
fiscal year would be transferred to the "Prior Year Fund" ; however,
in keeping with the policy of improved fiscal integrity, a
reduction in the number of special funds and the implementation of
a new general ledger system, requires that monies for all open
encumbrances from the prior year be re-appropriated into the
current year ' s budgets . Monies for these encumbrances are
available in the Restricted Balances or Retained Earnings of the
respective Funds.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopts the
attached Resolution providing for the re-appropriation of monies
for prior year ' s encumbrances and amend the various budgets as
necessary.
