A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION
OF $870,000 FROM THE CONVENTION CENTER BOND FUND
NO. 358.
WHEREAS, the City of Miami Beach is desirous of hiring a full-time secretary for the
purpose of providing the necessary administrative support for the Tourist and Convention
Center Expansion Authority; and,
WHEREAS, the City of Miami Beach is desirous of providing for the following items in
conjunction with the expansion of the Convention Center: a full-time field representative,
relocation of all Florida Power and Light facilities in the building, as well as the addition of
a new vault; the relocation of the telephone lines in the building and the necessary material
testing to assure for a successful expansion of the facility; and,
WHEREAS, it is estimated that these items will require an expenditure of
approximately $870,000 over a three-year period; and,
WHEREAS, the Tourist and Convention Center Expansion Authority reviewed these
items at their March 17, 1987, meeting and have approved of the appropriations.
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the City of Miami Beach Commission appropriates an
additional $870,000 from the interest earnings in the Convention Center Expansion Project,
Bond Fund No. 358. Total appropriations for the project will increase from $58,435,520 to
$59,305,520.

SUBJECT: CONVENTION CENTER EXPANSION PROJECT
APPROPRIATION FOR ADDITIONAL SERVICES
This appropriation shall fund the following services which are necessary for a successful
completion of the Convention Center Expansion.
1. Full-time secretary for the Tourist and Convention Center $ 65,000
Expansion Authority (TCCEA) for three years.
This secretary shall provide the necessary administrative
support, proper communications and documentation of this
project.
2. Full-time field representative (Clerk of the Works) 255,000
for three years.
This position shall ensure that this project is properly
documented through the Construction Phase from the
Groundbreaking Ceremonies to final. completion and acceptance
of the building by the City of Miami Beach. This position shall
record all daily activities in the Construction Phase as well as
the construction site meetings and any other meetings deemed
appropriate by the Project Coordinator.
3. Florida Power and Light Company. 100,000
This will provide for the relocation of all Florida Power and
Light facilities as well as the addition of the new Florida Power
and Light vault on the second floor of the expansion. It shall be
accomplished in three phases -- Phase I, installation of the
necessary duct bank; Phase II, installation of the new vault;
Phase III, refurbishing of the old existing vault. These monies
shall be the City of Miami Beach's contribution to construction
of all three phases. A final figure has not been arrived at by
Florida Power and Light. It shall be determined pending
completion of all engineering phases. It is not expected to
exceed $100,000 at this time.
4. Southern Bell utilities 250,000
This provides for the relocation of the Southern Bell duct bank
running along Washington Avenue as well as the relocation of
the Southern Bell duct bank running down between the existing
southern Convention Hall and the Theater of the Performing
Arts. This also should be sufficient to provide the new

telephone room which is proposed at this time to be relocated
directly over the top of the FTI installation in the northwest
corner of the north Convention Hall. By relocating the
Southern Bell switch room to the proposed location, this would
eliminate any future runs of cable needed for expansion as well
as providing immediate permanent fixtures for Southern Bell, in
addition to giving additional room for a future installation of
Fiberoptics.
5. Material Testing 200,000
Appropriation provided for material testing shall be for the life
of the project and shall include all tests, i.e., concrete
compression, soil compaction and density, etc., as well as the
testing of the steel. It is not expected that this cost shall
exceed $200,000. It is currently out for bid.
TOTAL: $ 870,000
These expenditures have been presented to and approved by the TCCEA. Funds are
available from the interest earnings of the Convention Center Expansion Project Bond
Fund No. 358.
ADMINISTRATION RECOMMENDATION
The Administration recommends appropriation of $870,000 from the interest earnings of the
Convention Center Expansion Bond Fund No. 358 for the purpose of providing the above
services to successfully complete this project.
