SUBJECT: 5TH AMENDMENT TO THE FY 1986/87 GENERAL FUND BUDGET
The attached Resolution is an amendment to the General Fund
operating budget for FY 1986/1987 . The amendment is the
formalization of certain reorganization efforts implemented by the
Administration over the course of the past five months and results
in an amendment for budgetary purposes only. To highlight the
major changes which have taken place, the following is provided.
1 . Effective December 31, 1986, the Department of Public Works
and the Department of Parks and Recreation were combined into
a newly established Public Services Department . On January 7,
1987, the City Commission confirmed the appointment of Mr . Ron
Rumbaugh as director of the department .
2 . On February 18, 1987, the City Commission confirmed the
appointment of Paul Gioia as director of the new Building
Department . This function was previously incorporated within
the Development Services Division of the Fire Department . In
addition, it was also confirmed that the zoning function would
be incorporated into the Planning Department , resulting in a
new Department name of the "Planning and Zoning Department" .
In order to complete this reorganization, it is necessary to
reallocate previously authorized appropriations in the FY 1986/87
General Fund Budget . The required reallocation of funding would be
as follows :
1 . All available account balances, as of December 31, 1986, in
both the Departments of Public Works and Parks and Recreation
to the Department of Public Services.
2. Available account balances, as of December 31, 1986, for the
construction services function, in the Fire Department to the
Building Department .
3 . Available account balances, as of December 31, 1986, for the
zoning function in the Fire Department to the Planning and
Zoning Department .
This reallocation of funds will be accomplished by the attached
budget amendment .
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt the
attached resolution providing for the 5th amendment to the General
Fund Budget .

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, PROVIDING
FOR THE 5TH AMENDMENT TO THE FY 1986/87
GENERAL FUND BUDGET; MAKING PROVISIONS
FOR: 1) ESTABLISHING THE DEPARTMENT OF
PUBLIC SERVICES, 2) ESTABLISHING THE
BUILDING DEPARTMENT, AND 3) RENAMING
PLANNING DEPARTMENT TO PLANNING AND
ZONING; WITH FUNDING PROVIDED BY
REALLOCATING EXISTING APPROPRIATIONS
RETROACTIVE TO JANUARY 1, 1987.
WHEREAS, one of the high priorities of the Administration is to
improve and enhance the level of service provided to the residential
and business community of the City; and,
WHEREAS, such improvements can be efficiently made by combining
the Public Works Department with the Parks and Recreation Department;
and
WHEREAS, this newly created Department will be established as
the Public Services Department; and,
WHEREAS, increased economic development activities in the City
of Miami Beach is one the four City-wide goals for FY 1987; and
WHEREAS, the separation of the construction services function
from the Fire Department and the establishment of the Building
Department is deemed necessary for supporting of economic development
activities of Miami Beach; and,
WHEREAS, further evaluation has determined that the
consolidation of the planning and zoning functions would benefit the
manner in which the City services the public; and
WHEREAS, it has been determined that such funds have been
appropriated and are available to be reallocated; and.
WHEREAS, such changes are to be made retroactive to January, 1
1987 ; and
WHEREAS, this reorganization will be accomplished without
increasing the total General Fund Operating Budget for the current
fiscal year .
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City Commission of the City of
Miami Beach hereby amends the FY 1986/87 General Fund Budget for the
City of Miami Beach, by reallocating existing expenditure
appropriations, retroactive to January 1, 1987 , as follows:
