A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND ADOPTING THE
REVISION OF THE HANDBOOK FOR THE MULTI-FAMILY
REHABILITATION PROGRAM
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
WHEREAS, the City Commission, on July 10, 1985, adopted the Policy
Handbook for the Multi-Family Rehabiliation Program; and
WHEREAS, there exists a need to provide economic incentives for the
renovation of certified historic buildings and buildings declared unfit for human
habitation; and
WHEREAS, the City's Loan Review Committee has prepared and approved
the guidelines for a new "Historic Certification/Preservation Program"; and
WHEREAS, the Administration has revised the guidelines and recommends
their approval and adoption:
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the revision of the Handbook for the
Multi-Family Rehabiliation Program include the guidelines for a new "Historic
Preservation Program", is hereby approved and adopted.

Minimum Loan Amount
The minimum loan amount should include all costs necessary to bring the subject property
into compliance with applicable codes and ordinances. However, the minimum loan amount
should be the greater of $3,000 per unit in rehabilitation work or $25,000.
Buyer of a Property
A buyer of a property may submit an application, provided there is a sales contract or
similar agreement with the present owner of the building, showing control of the property.
Target Area
Any building proposed to be rehabilitated under this program, must be located in that area
of the City, South of Dade Boulevard and 23rd Street.

Since one of the primary objectives of this program is to facilitate the rehabilitation of
projects which would otherwise not be feasible, the applicant must clearly demonstrate that

Niriiiium Wages for Construction Workers
All construction contracts involving buildings containing eight (8) or more residential
units, must comply with Federal Labor Standards provisions. Among these, is the requirement
that all laborers gust be paid at wages not less than those contained in the wage
determination of the Secretary of Labor, for each classification of work.
