SUBJECT: AMENDMENT TO THE WALLACE ROBERTS & TODD CONTRACT DATED
APRIL 1, 1992 FOR THE PURPOSE OF INCLUDING A SCOPE OF
WORK FOR DESIGN SAFETY AND AESTHETIC IMPROVEMENTS IN THE
CITY CENTER/HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND
REVITALIZATION AREA.
ADMINISTRATION RECOMMENDATION:
It is recommended that the City Commission approve the WRT
amendment of contract in the amount of $300,000 for additional
services.
BACKGROUND:
The architectural and urban design firm of Wallace Roberts & Todd
had been selected last year, through a RFP process, to develop the
plan for the City Center/Historic Convention Village Redevelopment
and Revitalization Area. That contract dated April 1, 1992 , had
left the door open for additional services as necessary. This
proposal, funded by the Tourist and Convention Center Expansion
Authority (TCCEA) funds, would provide the next level of design on
specific projects within that area. The Consultant and
Administration have made several presentations before the TCCEA and
they have voted unanimously to provide support in the amount of
$300, 000 for the project as outlined in the attached Scope of
Services.
ANALYSIS:
The Scope of Services provided addresses a number of critical
safety as well as aesthetic issues. One of the first items that
the consultants will be asked to design will be a uniform signage
program directing people to this area. The recent attacks on
tourists have heightened the urgency to supplement programs being
done by the County on the other side of the Bay. Additionally, the
Scope of Services will look at lighting, streetscapes, and other
safety improvements leading from the Convention Center to the
hotels along the ocean, as well as developing security provisions
for public monuments.
The consultant team will also develop design criteria for the
restoration of the hotels which will make it easier for hotel
owners to comply with historic requirements, the consultants will
design the street end treatments at the ocean, will design the
proposed landscaping for the preferred parking lots adjacent to the
City Center and the new design for the surface lot which will
replace the two-story garage at 17th Street and Washington Avenue.

The streetscape program will focus on a reforestation and planting
of trees on the streets surrounding the Convention Center.
One component of the study will look at the feasibility, as well as
design, of expanding the Garden Center and tying in the adjacent
riverwalk area.
FUNDING:
The TCCEA has already voted to allocate $300,000 to this project as
outlined in the attached Scope of Services. This will not have a
financial impact on any other city funds.
CONCLUSION:
The Commission should endorse the proposal and authorize the Mayor
to sign' the contract amendment with WRT.

This Amendment to the Wallace Roberts & Todd Agreement for
Professional Services associated with the proposed City
Center/Historic Convention Village Redevelopment and Revitalization
Area (Master Agreement) is made as of April 21, 1993 , between the
City of Miami Beach, a Florida Municipal Corporation (City) , and
Wallace Roberts & Todd, a Pennsylvania Partnership (Consultant) .
The Parties herein agree that the Master Agreement is hereby
amended as follows:
1. SECTION 2 - SCOPE OF SERVICES is amended to include the
following additional Basic Scope of Services for the
Convention Center Area Improvements, delineated in and
attached hereto and made a part of this Amendment as "Exhibit
A, " and of the Master Agreement as "Exhibit B. "
2 . The above Amendment, as detailed in Exhibit A hereto, is made
pursuant to Section 2 of the Agreement, which states that "All
work assignments beyond or in addition to Phase 1, as defined
in Exhibit A, shall be requested as Additional Project
Authorizations subject to the prior approval of the City
Commission. Such Additional Project Authorizations shall be
delineated in future Exhibits. "
