A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,
EXTENDING AN INVITATION TO THE NATIONAL
LEAGUE OF CITIES TO HOLD ITS 1993
CONVENTION ON MIAMI BEACH AND HEREBY
COMMITTING TO FULFILL THE HOST CITY
REQUIREMENTS.
WHEREAS, the National League of Cities is a
prestigious organization representing the best of the
municipalities in the United States of America; and
WHEREAS, the National League of Cities Convention
for 1993 is currently under consideration; and
WHEREAS, the City of Miami Beach anticipates having
a new expanded Convention Center containing an excess of one
million square feet prior to 1993 ; and
WHEREAS, the Greater Miami Community provides a
rich mix of cultural and entertainment opportunities for
convention delegates; and
WHEREAS, a commitment to undertake all financial
responsibilities outlined in the Host City Requirements is
necessary and is herein provided;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, the City of
Miami Beach extend an invitation for site inspection and
provide herewith a commitment to fulfill those Host City
Requirements that would be needed to ensure that the 1993
National League of Cities Convention were held in the City of
Miami Beach.

on Community and Economic Development, has provided us with the
good news that you may consider the City of Miami Beach for your
1993 National League of Cities Convention.
Please know that the City of Miami Beach is delighted with this
opportunity and most assuredly would agree to undertake all of
the financial responsibilities that would be required in order to
ensure that the National League of Cities Convention, in Miami
Beach, is the very best ever.
You may not be aware of the fact that the City of Miami Beach is
currently expanding its Convention Center to an excess of 1
million total square feet and that by the 1993 Convention you
will be able to enjoy a brand new state of the art Convention
Complex. Further, the Greater Miami Area enjoys some of the
finest first class hotel rooms anywhere in the nation with
convenient transportation available to and from the Convention
Center.
Please consider this letter the official letter of the City of
Miami Beach Mayor and City Commissioners inviting you to inspect
our City and surrounding community for the purpose of arriving at
the decision that your 1993 Convention should be held in this

The Host City traditionally assumes prime responsibility and funding
for the following elements of the conference:
1 . Our preferences for meeting dates are as follows :
a) the Saturday through Wednesday immediately following
Thanksgiving .
b) the Saturday through Wednesday of the following week .
2 . 4 , 500-5, 000 commitable first-class sleeping rooms within a
reasonable distance to the major convention facility.

3 . Convention and exhibition facilities at no -
charge to include :

a) banquet facilities for 6, 000 with rounds;
b) two luncheon facilities capable of handling 2, 250 each at
rounds;
c) breakfast facility capable of seating 1 , 500 at rounds;
d) general session facility capable of seating 5, 000 theater
style;
e) business meeting facility capable of seating 1 , 500 school-room
and 1 , 000 theater style;
f) exhibition hall with 150, 000 square feet of exhibits ,
including registration area, membership services area, and a
sidewalk cafe;
g) 10 to 12 small- to medium-sized rooms to serve as League
offices , etc ..;
h) 15 to 20 meeting rooms with capacities of 150 to 500 for
simultaneous use .
4 . One convention-wide reception (approximately 5, 000-5, 500 people) .
5. A spouses program which will include several suggested events and
tours . Should there be a spouses fee initiated by NLC, some
portion of those monies may go to enriching the spouses program.
6. Youth Programs -- similar comment to above regarding the user
charges .

7. Packets and souvenirs for delegates and spouses.
8. Host city information desks at the airport, convention
facility, and major hotels.
9 . The host city is requested to designate a city official
or employee with direct access to the chief executive
officer to serve as the focal point of NLC/host city
activities during the meeting. This individual must be
available for increasing amounts of time, up to full time
for three months in advance of the Congress of Cities and
full time during the meeting.
10. Shuttle bus transportation throughout the meeting for
delegates not within four blocks of the major facility
or any single event, and when weather conditions make
walking an inconvenience.
11. Courtesy transportation for VIP ' s arrival, departure, and
throughout the meeting (approximately fifty VIP ' s whose
names would be provided by NLC) .
12. Audio-visual services necessary to the operation of the
Congress of Cities.
13 . Two-way radio communication system (walkie-talkies) for
coordination of the entire meeting, including transportation.
14. Installation of telephones for all on-site NLC offices .
15 . Support personnel to assist in registration, security, etc.
16 . Special staging and headliner entertainment for the
Annual Banquet.
17. Decorations , including table skirting, carpeting, headtable
items , draping, etc.
18. Signs for traffic control and session identification.
19. Function room setups in accordance with NLC requirements.
20. Provision of necessary electrical, heating and air condi-
tioning during move-in, conference, and move-out periods.
21. Board of Directors/VIP Dinner hosted by the Mayor (approx-
imately

22 . Office equipment to include bulletin typewriters (4) ,
selectric typewriters (22) , manual typewriters (4 0) , and
telexes (2) .

Dear Vice Mayor Weisburd:
It was a pleasure speaking with you recently, and as you requested, I have
compiled the following information regarding the requirements necessary to
submit an invitational bid for the National League of Cities.
I also thought it may be helpful to provide you with some additional background
from cities who have previously hosted this meeting, and spoke at length with
Richard Blue, Executive Assistant to the City Manager of Las Vegas. Richard
was the designated city official for the 1987 meeting, and he has agreed to
send us copies of their budget and committee assignments. Additionally, he
has offered to meet with you should you be attending the National League of
Cities mid-winter meeting in Washington, D.C. , March 19-23. If you wish to
contact him, he can be reached at 702/386-6501 , and he will be available to
answer any questions you may have regarding the Las Vegas meeting.
The following is part of my conversation with Richard that may not be included
in the material we will be receiving:
- Las Vegas origianlly budgeted for what they refer to as a practical
meeting, compared to the spectacular one that San Antonio produced
in 1986.
The original Las Vegas budget was in the amount of $477,000.00,
however, in the final accounting with some bills still outstanding
they feel confident that the final cost will run approximately
$300,000.00.
- Their host committee and sub-committees were formed one year prior
and held weekly meetings up to the November, 1987 National League
of Cities annual convention.
- The Las Vegas Convention Center operated by the Las Vegas Convention
Authority waived all rental fees and made a cash contribution of
$96,000.00 to the host committee.

- . The majority of National League of Cities delegates were housed in hotels
adjacent to the convention center, therefore, eliminating the necessity
and expense of a full scale shuttle bus operation. (This would not apply
in Miami Beach at this time, and shuttle busing would be a major budget
item) .
In addition to Las Vegas, I am currently contacting San Antonio (86) , Seattle,
(85) and Indianapolis (84) for similar information and will forward that to you
as it becomes available.
John Joyner, Deptury Executive Director of the National League of Cities in Washington,
D.C. was most helpful in confirming that both 1993 and 1994 are open years and even
though National League of Cities follows a geographical rotation, which would place
1993 as a west coast site, the only city to make inquiries at this time is San
Diego, but to date has not submitted an invitation, therefore, both years are
still open.
Further, John mentioned that the National League of Cities had experienced a
situation with the City of Miami Beach when they held their 1975 meeting here
insofar as the city did not comply with the required financial responsibility, and
as a result the National League of Cities was unfortunately placed in some financial
jeopardy. I also spoke with Russ Marchner of the Dade League who related that he
has discussed this with you and you are aware that there could be some lingering
sentiment regarding this incident. John Joyner also mentioned, that due to their
experience our commitment to the financial responsibility must be strong should
we decide to offer an invitational bid.
The time frame for submitting an invitation is:
