A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH AUTHORIZING CHANGE ORDER
NO. 3 FOR THE ARCHITECT TO PERFORM ADDITIONAL
SERVICES PURSUANT TO PARAGRAPH 1.9 OF THE
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND
BORRELLI, FRANKEL, BLITSTEIN, A JOINT
VENTURE, AND THOMPSON VENTULETT STAINBACK &
ASSOCIATES , INC . , ARCHITECTS , FOR
ARCHITECTURAL, ENGINEERING AND RELATED
PROFESSIONAL SERVICES RELATIVE TO THE
EXPANSION OF THE STEPHEN MUSS GREATER MIAMI
AND THE BEACHES CONVENTION CENTER.
WHEREAS, the City of Miami Beach, on May 3 , 1985,
entered into an Agreement ("Agreement") with Borrelli, Frankel,
Blitstein, a Joint Venture, and Thompson Ventulett Stainback &
Associates, Inc. ("Architects") , for Architectural, Engineering
and Related Professional Services relative to the expansion of
the Stephen Muss Greater Miami and the Beaches Convention Center;
and
WHEREAS , the City Manager and the Tourist and
Convention Center Expansion Authority have recommended that the
Architect perform a security analysis and feasibility study with
Wackenhut International, Inc. as a subconsultant (with a scope of
work as set forth in the letter from Markus A. Frankel to Vince
Grimm dated March 29, 1988 and at a guaranteed maximum price of
$50, 000. 00) . Funds are available from the Convention Center Bond
Fund 358 .
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City
Manager is authorized to instruct the Architects to proceed with
a security analysis and feasibility study with Wackenhut
International, Inc. as a subconsultant (with a scope of work as
set forth in the letter from Markus A. Frankel to Vince Grimm
dated March 29 , 1988 and a guaranteed maximum price of
$50 , 000 . 00) ; with the funds to be appropriated from the
Convention Center Bond Fund 358 .

CONVENTION CENTER -- SECURITY FEASIBILITY STUDY
CHANGE ORDER NO. 3
At the March 2 , 1988, Commission meeting, the City Commission
authorized Change Orders to the contract with Borrelli-Frankel-
Blitstein for additional professional services to be accomplished
in conjunction with the west wraparound. The City also directed
the Administration, by resolution, at that time to proceed with
having a security feasibility study made.
Because the feasibility study was deferred at the Tourist and
Convention Center Expansion Authority (TCCEA) meeting of February
22 , 1988 , it was necessary to bring this item back before them
for their ratification before proceeding with a Change Order to
the Architect' s contract. This has all been accomplished and the
resolution before the Commission now is a simple ratification of
the Commission' s previous instructions .
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission pass the
attached resolution for a Change Order to the contract with
Borrelli-Frankel-Blitstein, in the amount of $50 , 500 , for the
purposes of preparing a feasibility study for the entire
Convention Center Complex.
