SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH APPROVING AND ADOPTING THE EVALUATION AND
APPRAISAL REPORT FOR THE 1980 MIAMI BEACH COMPREHENSIVE
PLAN AND AUTHORIZING THE CITY MANAGER TO TRANSMIT SAME
TO THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS
FOR COMPLIANCE REVIEW.
THE REQUEST
In 1986, the State of Florida adopted the Local Government
Comprehensive Planning and Land Development Regulation Act
(Chapter 163 , F.S. ) , which requires that all local governments
prepare and adopt new comprehensive plans. The plan submission
date for Miami Beach is September 1, 1988 .
As a precursor to the adoption of a new plan, the Act requires
that the City prepare and adopt an Evaluation and Appraisal
Report (EAR) on the existing plan, which was adopted in 1980 .
The EAR provides an assessment of the success or failure of the
plan or portions of it, including the following:
1. the major problems of development, physical deterioration,
and the location of land uses and their social and economic
effects.
2 . the condition of each element in the comprehensive plan at
the time of adoption (1980) and at present.
3 . the comprehensive plan objectives as compared to actual
results.
4 . the extent to which unanticipated and unforeseen problems
and opportunities occurred between 1980 and the present.
The report also suggests changes needed to update the
comprehensive plan or portions of it.
PLANNING BOARD RECOMMENDATION
On June 28 , 1988 , the Planning Board held a public hearing for
the purpose of considering the request. Following the hearing
and in consideration of the Planning and Zoning Department' s
affirmative report and recommendation, the Board unanimously
voted to recommend that the City Commission adopt the EAR and
transmit same to the State.

EVALUATION AND APPRAISAL REPORT SUMMARY
The Evaluation and Appraisal Report identifies and describes
several issues which were unanticipated in 1980. These include
the impact of the Mariel boatlift, the failure of the South Shore
Redevelopment Plan, and the deterioration of North Shore.
It also identifies positive changes which have occurred, such as
the emergence of 41st Street as the City' s central business
district, the Art Deco District, the development occurring in
South Pointe, the in-migration of young professionals, and the
expansion of the Convention Center.
In general, the 1980 Plan can be considered successful. The
major criticism of the Plan as a whole is that it is vague with
many of the objectives not quantifiable. A second criticism is
that the adopted Future Land Use Map reflected existing zoning
patterns, resulting in high densities and new construction of
buildings which are excessively large and out of scale with
surrounding buildings.
The EAR provides a listing of the implementation policies set
forth in each element of the 1980 Plan and assesses the current
status of each element. Below is a summary of the more
significant findings:
1. Future Land Use Element
It is recommended that the 1988 Future Land Use Element be
revised to reflect an emphasis upon floor area ratios,
similar to the model already established in South Pointe.
Townhouse development should be considered in portions of
South Pointe, the Purdy Avenue neighborhood, the north half
of Belle Isle, and various vacant parcels along West Avenue.
A mixed use commercial-residential land use category should
be created for areas near the Convention Center and along
major portions of the oceanfront.
2. Traffic Circulation Element
This element needs revision. It is vague and does not
address the future needs of a younger population, the
majority of whom own automobiles. It does not reflect the
need to consider an alternative form of mass transit which
would connect Miami Beach to the mainland. It also is
deficient as it relates to the need for parking.
3. Sanitary Sewer, Solid Waste, Drainage, and Potable Water
Element
The opening of the Virginia Key Central Sewage Treatment
Plant has improved the City' s sewage system. This facility
will handle the maximum projected capacity for the City.
Solid waste collection practices have improved. Drainage
has and will continue to be a problem, although construction
of storm sewer improvements in South Pointe is underway.
4. Conservation and Coastal Zone Protection Element
The protection of the beachfront has improved substantially
since 1980 . Improvements include beach restoration,
boardwalk construction, beach revegetation, and Lummus Park
and South Pointe Park construction. The most significant
problem is the lack of funding for a continuation of the
Beachfront Park and Promenade System.

5. Recreation and Open Space Element
The implementation of recommendations outlined in the 1980
Recreation Element has proceeded successfully. The City now
has sufficient property devoted to recreation and open
space. It is recommended that the primary focus of the 1988
element be upon the improvement and modification of the
facilities, operation, and maintenance of the City' s parks.
6. Housing Element
New construction of multifamily buildings should be
compatible with the City' s emphasis upon rehabilitation and
historic preservation, and, as such, the current permitted
floor area ratios should be generally reduced. The 1988
Housing Element should address the City' s deficiency in
available housing opportunities for middle income families.
7. Intergovernmental Coordination Element
The adopted 1980 element is vague and limited in its
applicability. The City ' s actual intergovernmental
coordination activities have far exceeded those identified
in the 1980 plan.
8. Utility Element
The City should emphasize the desire to install underground
utility lines when financially feasible.
9. Historic Preservation Element
The City' s historic preservation efforts have increased
dramatically since 1980, and the 1988 plan should reflect
the City' s recognition of its historic and architecturally
significant resources. The City has adopted a historic
preservation ordinance, created locally designated
districts, added historic preservation planners to the
Planning and Zoning Department staff, and developed a design
review process for architecturally significant buildings.
PLANNING AND ZONING DEPARTMENT ANALYSIS
The Planning and Zoning Department has prepared the EAR in
accordance with the requirements of Chapter 163 . 3191, Florida
Statutes. The draft document has been reviewed by the State
Department of Community Affairs, and its format and contents have
been found to be in compliance with State law. The DCA has
complimented the Department on the thorough manner in which the
report was written.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve
the Planning Board' s recommendation and adopt a resolution
approving and adopting the Evaluation and Appraisal Report of the
1980 Comprehensive Plan and authorizing the City Manager to
transmit same to the State.
