A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH,FLORIDA TO CONSIDER AMENDING THE ADOPTED
1980 MIAMI BEACH COMPREHENSIVE PLAN AND AUTHORIZING THE
CITY MANAGER TO TRANSMIT TO THE STATE OF FLORIDA
DEPARTMENT OF COMMUNITY AFFAIRS THE PROPOSED CITY OF
MIAMI BEACH YEAR 2000 COMPREHENSIVE PLAN FOR INITIAL
COMPLIANCE REVIEW.
WHEREAS, the City of Miami Beach adopted a comprehensive plan in
1980, which has been amended from time to time; and
WHEREAS, Chapter 163 , Part II, Florida Statutes, and Rule 9J-5,
FAC; and require that the City prepare an amended comprehensive
plan to conform to the State' s requirements; and
WHEREAS, the Planning and Zoning Department has prepared a
proposed revised comprehensive plan for review purposes; and
WHEREAS, Rule 9J-12 , FAC, requires that the City of Miami Beach
submit its proposed comprehensive plan to the State for initial
compliance review by September 1, 1988 ; and
WHEREAS, Rule 9J-11, FAC, specifies the procedures to be followed
in transmitting the Comprehensive Plan to the State; and
WHEREAS, the City of Miami Beach Planning Board held a public
hearing on June 28, 1988, and recommended that the City
Commission consider amending the 1980 Comprehensive Plan and
authorize the transmittal of the proposed Year 2000 Comprehensive
Plan to the State;and
WHEREAS, the City Commission recognizes that the proposed Year
2000 Comprehensive Plan is a draft document, subject to further
public review and comment and modifications which may be made by
the City Commission during the public hearing and formal adoption
process which shall not take place until the winter of 1988-89 .
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA that this Commission agrees to consider
amending the City' s adopted 1980 Comprehensive Plan in accordance
with State requirements.
BE IT ALSO RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA that the City Manager is hereby authorized to
transmit to the State of Florida Department of Community Affairs
the proposed City of Miami Beach Year 2000 Comprehensive Plan for
initial compliance review.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA that the City Administration is hereby
authorized to make minor modifications and corrections to the
document, in response to the State's preliminary findings,
revisions which will not materially alter the scope or intent of
the document.

SUBJECT- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA TO CONSIDER AMENDING THE ADOPTED
1980 MIAMI BEACH COMPREHENSIVE PLAN AND AUTHORIZING THE
CITY MANAGER TO TRANSMIT TO THE STATE OF FLORIDA
DEPARTMENT OF COMMUNITY AFFAIRS THE PROPOSED CITY OF
MIAMI BEACH YEAR 2000 COMPREHENSIVE PLAN FOR INITIAL
COMPLIANCE REVIEW.
BACKGROUND
Florida Statutes (Ch. 163 , Part II) and subsequent rules
promulgated by-'the State Department of Community Affairs require
that the City of Miami Beach submit a proposed plan to the State
by September 1, 1988 . Procedures for submission include two
public hearings before: 1) the State designated Local Planning
Agency (Planning Board) and 2) the City Commission.
The proposed Year 2000 Comprehensive Plan is an amendment to the
existing Miami Beach Comprehensive Plan, which was adopted by the
City in 1980. On a practical basis, it is an entirely new and
greatly expanded document. Upon adoption by the City Commission
(anticipated date - winter, 1988-89) , the Year 2000 Plan will
supercede the 1980 Plan in its entirety. Also, the Zoning Map
and Ordinance must be compatible with the Future Land Use
Element. If zoning changes are proposed which are not consistent
with the Comprehensive Plan, a lengthy public review and hearing
process is required.
The Year 2000 Comprehensive Plan contains eleven (11) elements.
These elements are briefly described in the Planning Board Report
attached to this memorandum. Each element contains components
which will be adopted for implementation, and other components
that are not adopted for implementation but rather serve as
supporting background information.
The proposed documents prepared by the Planning and Zoning
Department in accordance with State law include:
1. a 750 page document which contains all required Plan
elements, general requirements, and extensive supporting
data and analysis. The supporting documentation is required
to be submitted to the State but is not required to be
adopted.
2 . a 230 page draft executive summary which contains all
portions of the Plan to be adopted and pertinent supporting
documentation. This abbreviated document, as modified
during the public review process, will serve as the document
to be eventually adopted. 36

3 . A draft addendum to the proposed Plan which addresses
preliminary findings received from the State and
modifications made since printing by the Planning Board and
the Administration. If approved by the City Commission, the
text, Future Land Use Map, tables, and other data and
analysis in the proposed Year 2000 Plan will be revised to
reflect the various changes.
THE REQUEST
At the present time, the Year 2000 Comprehensive Plan is only a
draft. The City Commission is requested to authorize the
transmittal of the draft Comprehensive Plan (including the
addendum) to the State for compliance review. This hearing is
the second of five (5) scheduled public hearings, prior to
adoption of the Plan.
Once the Plan is transmitted to the State Department of Community
Affairs, the Department has 105 days to review the document.
Within 60 days of receipt of the State' s comments,the Planning
Board will hold another public hearing and the City Commission
will hold two hearings on the Plan.
PLANNING BOARD RECOMMENDATION
On June 28 , 1988 , the Planning Board held a public hearing for
purposes of considering the request. Following the hearing and
in consideration of the Planning and Zoning Department' s
affirmative report and recommendation, the Board unanimously
recommended that the Commission approve the request.
PLANNING AND ZONING DEPARTMENT ANALYSIS
The proposed Year 2000 Comprehensive Plan has been reviewed by
the State Department of Community Affairs for preliminary
compliance with State requirements. As indicated in the attached
addendum, there are a number of minor modifications which are
necessary to bring the Plan into conformity with the State ' s
comments, with recommendations of the Planning Board and with the
latest available information on the light rail transit system.
These modifications will be in the addendum to the draft Plan,
and will be incorporated into the transmitted document upon
approval by the City Commission.
Since the City is nearly totally developed, the Plan does not
substantially affect the majority of land uses in Miami Beach.
The principal concepts behind the preparation of this proposed
document are as follows: 1) the need for new construction and
development in South Pointe; 2) the expansion of tourist and
convention related facilities, including a light rail transit
system; 3) the projection of a younger population base and the
provisions of amenities to attract that base; 4) the need to
recognize excellence of design; and 5) future development should
be compatible with surrounding architecturally significant
buildings.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve
the Planning Board' s recommendation by 1) considering amending
the adopted 1980 Miami Beach Comprehensive Plan and authorizing
transmittal of the proposed Year 2000 Comprehensive Plan for the
City of Miami Beach to the State Department of Community Affairs
for initial compliance review; and 2) authorizing the Planning
Department to make the necessary modifications to the draft
document which are included in the attached addendum.
