RESOLUTION 88-19316 RESOLUTION NO. 88-19316 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, TO SUPPORT THE NOMINATION OF THE VENETIAN CAUSEWAY TO THE NATIONAL REGISTER OF HISTORIC PLACES AND IN SUPPORT OF THE DESIGNATION OF THE VENETIAN CAUSEWAY AS A STATE OF FLORIDA SCENIC HIGHWAY. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT: WHEREAS, the Venetian Causeway has historic significance in the development of the City of Miami Beach; and, WHEREAS, the Venetian Causeway has unique character by virtue of its scale, bridge profiles, and railing design; and, WHEREAS, the existing Venetian Causeway positively contributes to the appearance and character of the Venetian Islands and the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED THAT THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, supports the nomination of the Venetian Causeway to the National Register of Historic Places and the designation of the Venetian Causeway as a State of Florida Scenic Highway. SUBJECT: HISTORIC PRESERVATION BOARD RECOMMENDATION: NOMINATION OF THE VENETIAN CAUSEWAY FOR NATIONAL REGISTER LISTING THE REQUEST The Dade County Historic Preservation Board has requested a resolution of support or non- support for the nomination of the Venetian Causeway to the National Register of Historic Places. At its July 7, 1988 meeting, the Miami Beach Historic Preservation Board adopted a resolution recommending the City Commission support the nomination to the National Register as well as State Scenic Highway designation. BACKGROUND \Vhen an improvement program for the Venetian Causeway was announced, residents of the Venetian Islands became concerned that the character of the Causeway would change, negatively impacting their neighborhood. As a result of the urging of the residents, the Historic Preservation Board nominated the Causeway for local Historic Site designation.:At their subsequent meeting, following the review of a preliminary evaluation, the Board voted to discontinue the local designation process in favor of nomination to the National Register as proposed by Dade County. (The City of Miami's Heritage Conservation Board came to a similar decision regarding that portion of the Causeway within the limits of Miami.) The Board felt that National Register listing and/or State Scenic Highway designation was more appropriate than local historic designation because they carry substantial protection of the design and character of the existing Causeway and avoid any potential cross-jurisdictional conflicts between the City of Miami and the City of Miami Beach. NATIONAL REGISTER LISTING Listing in the National Register of Historic Places would require every reasonable effort be made to protect the historic character and historic elements (such as width, bridge profile, railings, etc.) of the Causeway if Federal/State funds are utilized in repairs or improvements. The National Register Listing does not prevent repair or improvement; it only requires compliance with historic preservation (Secretary of the Interior) guidelines. Should the Causeway be listed, the Dade County Historic Preservation Board would most probably be the official review agency. Listing is conferred by the United States Department of the Interior. A Memorandum of Agreement will be entered into between the City of Miami Beach, the Federal Advisory Council on Historic Preservation, the State Historic Preservation Officer, and the Florida Department of Transportation. This agreement is prepared by the Department of Transportation should the Venetian Causeway be found eligible for National Register listing. The Historic Preservation Board would provide a local viewpoint in the review process. . 1 AGENDA 4R-1— N . ITEM DATE 7-28 1 - 2 - SCENIC HIGHWAY DESIGNATION Scenic Highway designation is adopted by the State Legislature as a result of a bill proposed by the local representative. The designation includes review guidelines which must be followed by any agency performing repairs or improvements to the designated highway. The State can appoint a local review agency. Again, the Dade County Historic Preservation Board would be the most probable choice to avoid cross-jurisdictional conflicts between the Cities of Miami and Miami Beach. ADMINISTRATION RECOMMENDATION The Administration recommends the City Commission adopt the Historic Preservation Board's recommendation and adopt the attached resolution in support of the nomination of the Venetian Causeway for National Register of Historic Places listing and designation as a State Scenic Highway.
