A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE APPROPRIATION OF $420,000 FROM THE 1972
PARKS IMPROVEMENT BOND FUND NO. 322, FOR THE IMPROVEMENTS OF
THE TENNIS STADIUM, INCORPORATING THE NAME "MIAMI BEACH JUNIOR
ORANGE BOWL TENNIS TOURNAMENT", SUBJECT TO A FIVE (5) YEAR
COMMITMENT FROM THE ORANGE BOWL COMMITTEE TO STAY IN
FLAMINGO PARK, AND ESTABLISH A WORK ORDER TO CORRECTLY
ACCOUNT FOR SAID FUNDS.
WHEREAS, The City of Miami Beach is desirous of providing the following items:
rebuilding of the three (3) courts in the Abel Holtz Tennis Stadium; construction of new
bathroom and locker room facilities; and construction of concrete pads under the
moveable bleachers at the Flamingo Park, Capital Bank Tennis Center, and
WHEREAS, the Commission is desirous that the name be changed to "Miami Beach
Junior Orange Bowl Tennis Tournament", and
WHEREAS, the City of Miami Beach will expend these funds subject to receipt of
a commitment from the Orange Bowl Committee to keep the Junior Orange Bowl Tennis
Tournament in Flamingo Park for the next five (5) years, and
WHEREAS, this project was approved by the Capital Improvements Committee in
their September 1, 1988 meeting, and
WHEREAS, it is estimated that these items will require an expenditure of
approximately $420,000,
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach Commission
appropriate $420,000 from Bond Fund No. 322, and to establish a Work Order to account
for said funds.
BE IT FURTHER RESOLVED that the Orange Bowl officials be apprised of the
Commission's request regarding the change of name, and that the expenditure of these
funds are subject to a five (5) year commitment to hold tennis tournaments in Flamingo
Park.

SUBJECT: APPROPRIATION OF $420,000.00 FROM THE 1972 PARKS IMPROVEMENT
BOND FUND NO. 322
Over the past two (2) years the City has been involved in discussions
with the Orange Bowl Committee regarding the upgrading of the Flamingo
Park, Capital Bank Tennis Center. Last year these discussions resulted
in the conversion of the four (4) remaining hard surface courts at the
center being converted to clay, together with minor improvements to the
stadium building.
As a result of our on going meetings the Public Services Department is
preparing to proceed on three (3) addition improvement projects for this
facility. The following is a list of these projects, together with
their estimated costs.
1. Rebuilding of the three (3) courts in the $50,000
Abel Holtz Tennis Stadium.
2. Construction of new bathroom and locker room $350,000
facilities.
3. Construction of concrete pads under the movable $20,000
bleachers.
Total $420,000
Attached are copies of associated correspondence relating to the above
for your information.
ADMINISTRATION RECOMMENDATION
It is recommended that the City Commission authorize an appropriation in
the amount of $420,000 for this project from the 1972 Parks Improvement
Bond Fund No. 322, and establish a Work Order to correctly account for
said funds.
