A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,
SUPPORTING THE ESTABLISHMENT OF A SPECIAL
EVENTS SUBCOMMITTEE UNDER THE
JURISDICTION OF THE VISITOR AND
CONVENTION AUTHORITY; PROVIDING FOR EQUAL
FUNDING OF SPECIAL EVENTS BY THE CITY OF
MIAMI BEACH AND THE VISITOR AND
CONVENTION AUTHORITY AND REPEALING
RESOLUTIONS 84-17751 ADOPTED JUNE 5,
1984 ; RESOLUTION 86-18590 ADOPTED
SEPTEMBER 17, 1986; and RESOLUTION 88-
19322 ADOPTED JULY 27, 1988.
WHEREAS, on June 5, 1984 , the City Commission adopted
Resolution 84-17751 supporting the establishment of a Special
Events Committee under the jurisdiction of the Visitor and
Convention Authority; and
WHEREAS, on September 17, 1986, the City Commission adopted
Resolution 86-18590 amending Resolution 84-17751 to provide that
said Special Events Committee be reconstructed to consist of the
Visitor and Convention Authority members and two members of the
City Commission, with Commission members having two votes; and
WHEREAS, the City Commission desires to provide for greater
input from the City Commission as to expenditure of City funds.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that;
1. The City Commission supports the establishment of a
Special Events Subcommittee under the jurisdiction of the Visitor
and Convention Authority; and
2 . The City Commission shall establish a line item for
funding special events and transfer such funds yearly to the
Visitor and Convention Authority, which transfer shall be
conditioned upon the Visitor and Convention Authority funding not
less than an equal amount to the Special Events Subcommittee for
special events; and further conditioned upon the establishment of
such Special Events Subcommittee so as to consist of the Visitor
and Convention Authority members and two members of the City
Commission, with Commission members each having two votes; and
3 . The above stated funding shall be further conditioned
upon adoption by the Visitor and Convention Authority of a

resolution providing that the Visitor and Convention Authority
can reject the recommendations of the Special Events Subcommittee
only by a majority vote of a quorum of the Visitor and Convention
Authority in favor of such rejection.
4 . The contribution of the City' s portion of the VCA
Budget is conditioned upon the agreement that no funds, including
the City VCA contributions, shall be expended for a special
events coordinator or staff without the prior approval of the
City Commission.
5. Resolution 84-17751 adopted June 5, 1984 ; Resolution
86-18690 adopted September 17, 1986 and Resolution 88-19322
adopted July 27 , 1988 are hereby repealed.

The following action was taken by the VCA at its
meeting of November 22 , 1988 :
David Pearlson moved that the VCA accept the
Resolution made by the City Commission at
its meeting of November 16 , which states
that the VCA shall get prior approval from
the City Commission before hiring a Special
Events Coordinator.
The Motion was seconded by Murray Candib
and approved unanimously. by those present.
