A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR AMENDMENTS TO THE FY 88/89 BUDGETS FOR THE
GENERAL FUND AND PARKING SYSTEM ENTERPRISE FUND; MAKING PROVISIONS
FOR: 1) ADDING 3 PARKING ENFORCEMENT SPECIALISTS; 2) PROVIDING FUNDS
FOR THE CONVERSION OF ALL MODEL 80 METERS; AND, 3) REPLACING A
CONTRIBUTION FROM RETAINED EARNINGS WITH INTEREST EARNINGS.
BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, that the City Commission of the City of Miami Beach hereby amends the
FY 1988/89 Budgets for the General Fund and Parking System Enterprise Fund, as
summarized herein and listed below.

SUBJECT: A RESOLUTION AMENDING THE FY 1988/89 BUDGETS FOR THE GENERAL FUND
AND PARKING SYSTEM ENTERPRISE FUND.
The attached Resolution provides for amendments to the FY 1988/89 Budgets of the
General Fund and Parking System Enterprise Fund as follows:
GENERAL FUND
1. INCREASE FUNDING FOR 3 PARKING ENFORCEMENT SPECIALISTS - $47,256
Enforcement of parking regulations was transferred from the Police Department
to the Parking System; this transfer relieved police officers of parking
enforcement responsibilities and so permit them to concentrate on law
enforcement in critically needed areas.
The added enforcement specialists will be concentrating on illegally parked
cars (No Parking areas, driveways, etc.) during the evening hours.
Current collection trends from parking fines indicate that increased revenues
will be realized so as to fund the 3 positions.
ENTERPRISE FUNDS
1 . PARKING SYSTEM - $181,280
A. It has been determined that conversion of the Model 80 meters to reflect
the recently approved rate increases would be more effectively and
efficiently accomplished by contracting with Duncan Meters.
Total conversion is estimated to take 5 weeks at a cost of $181 ,280
(Parts: $98,783; Labor: $82,497) ; this includes a contingency of $9,501 .
Funding in the amount of $181,280 is available from interest earnings.
B. The current budget provides for a contribution of $150,000 from retained
earnings to fund operations; this contribution will now be replaced by
interest earnings and does not impact the bottom-line budget.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt the attached
resolution which provides for amending the FY 1988/89 Budgets for the General
Fund and Parking System Enterprise Fund.
