A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE DADE
COUNTY COMMISSION TO APPROVE A FULL-FUNDING
CONTRACT WITH THE URBAN MASS TRANSPORTATION
ADMINISTRATION TO COMPLETE THE METROMOVER
SYSTEM TO THE BRICKELL AND OMNI AREAS.
Be it resolved by the City Commission of the City of Miami
Beach, Florida, that:
WHEREAS, on March 21, 1989, the Dade County Commission will
decide whether or not to approve a full-funding contract with the
Urban Mass Transportation Administration (UMTA) to complete the
metromover system to the Brickell and Omni areas; and
WHEREAS, although the cost of completing the metromover
system is $248, 000, 000. 00, the Federal Government has committed
75% of the construction cost thereof, with the remaining expenses
to be funded by the State of Florida, City of Miami, and downtown
Miami business assessments; and
WHEREAS, should the Dade County Commission approve the
agreement with UMTA, the funds shall be used for the construction
of a people mover system, and not for any other transit
improvement in Dade County; and
WHEREAS, the metromover system must be completed imminently
since Congress has required that Dade County either approve or
decline a full-funding contract now; and
WHEREAS, should Dade County reject the $186, 000, 000. 00 in
Federal funds already committed, the money will be reallocated to
one of the other cities planning to build a transit system; and
WHEREAS, completion of the metromover extension is a vital
step toward building a comprehensive transportation network to
meet the travel needs of the majority of Dade County residents;
and
WHEREAS, the metromover extension will provide easy access
to metrobus and metrorail and will further increase the
effectiveness of Dade County' s total public transit network; and
WHEREAS, further construction of the metromover will free
downtown busses for use in Dade' s suburban communities.

NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that it wholeheartedly supports
and encourages the completion of metromover via its extension to
Brickell and Omni areas, and thus urges the Dade County
Commission to approve the full-funding contract with the Urban
Mass Transportation Administration to complete the metromover
system to the Brickell and Omni areas, since said completion
will have a highly positive economic impact upon our entire
community.
