A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH
AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AN AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND THE BOYS CLUBS OF MIAMI, INC. FOR
THE PURPOSE OF PROVIDING PROGRAMS/ACTIVITIES AND CLASSES AT FLAMINGO
PARK DURING AFTER-SCHOOL AND SUMMER VACATION HOURS FOR YOUTH FOR A TWO
YEAR TERM WITH A CITY OPTION TO EXTEND FOR AN ADDITIONAL TWO YEAR TERM
WHEREAS, the City has determined that it would be in its best interest to
enter into an Agreement with the Boys Clubs of Miami, Inc. ("Boys Clubs") for
the purpose of providing programs/activities and classes at the City of Miami
Beach's Flamingo Park during after-school and summer vacation hours so as to
more fully utilize the facility.
WHEREAS, the Boys Clubs desires to obtain from the City the privilege of
operating programs/activities and classes at Flamingo Park as described in the
Agreement attached hereto, and the City desires to enter into an Agreement with
the Boys Clubs for operation of said programs/activities and classes.
WHEREAS, the City Manager has recommended execution of the Agreement and
the City Attorney has approved it to form.
NOW THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISION OF THE CITY OF
MIAMI BEACH that the Mayor and the City Clerk are authorized to execute an
Agreement between the City and the Boys Clubs for the purpose of providing
programs/activities and classes at Flamingo Park during the after-school and
summer vacation hours for a two (2) year term with a City option to extend for
an additional two (2) year term.

SUBJECT: AGREEMENT WITH BOYS CLUBS OF MIAMI, INC. TO CONDUCT RECREATION
PROGRAMS AT FLAMINGO PARK FOR YOUTH OF MIAMI BEACH, FREE OF CHARGE
•
The Chamber of Commerce's Education Committee and the City's Recreation
Division have been reviewing the educational programs and recreation activities
available to the school age children in the South Beach area. • The Recreation
Division offers a wide variety of programs and activities, however, to cover
costs of personnel and equipment, a fee must be charged. The Recreation
Division does use sponsorships from the North Shore Optimist and the Miami
Beach Police Athletic League for its large athletic programs to keep costs to a
minimum, however, the after-school and summer camp programs require a fee that
is prohibitive to the majority of families and youth of South Beach.
The Recreation Division has a procedure for full or partial fee waivers. It
consists of income compared to expenses. Additional information such as
welfare documentation, food stamps, etc. are also considered when granting
waivers. However, we have found that many South Beach residents are very proud
and rather than request assistance they and their children stay away from the
programs.
Currently, registration in the Recreation Division's after-school program at
Flamingo Park averages approximately forty (40) , and in the summer program
approximately seventy (70) . Annual operating costs are $24,002, excluding
utilities, with revenue of $5,507. Most of the participants are on either full
waiver or reduced fees.
Feinberg/Fisher Elementary, grades K-6, has an enrollment of over 1,800
students. Over 90% of which are on free lunch. Also, the majority of
Thanksgiving baskets distributed by the P.A.L. (approx 400) are to South Beach
families.
• In attempting to provide activities and programs at little or no costs, a
member of the Education Committee contacted the Boys Clubs of Miami, Inc. on
the feasibility of them conducting programs and activites. They presently
conduct a tutoring program at Feinberg/Fisher and a basketball program in the
gymnasium, January through April.
Attached is a letter from the Boys Clubs of Miami, Inc. outlining a proposal
for the operation of after-school and summer recreation programs for the
children on South Beach free of charge. They are requesting the use of the
Flamingo Park Activity Building and surrounding areas for various activites and
programs. The City would continue to pay all utilities and the Boys Clubs
would cover all costs for personnel, materials and equipment.
It is recommended a pilot program with the Boys Clubs of Miami, Inc. be
implemented at Flamingo Park with the 1989 summer program under the conditions
more specifically articulated in the attached Agreement. A summary of the

3. Boys Clubs of Miami, Inc. to provide insurance as required by Insurance
Manager.
4. City of Miami Beach to provide Flamingo Activity Center and all
utilities for operation of program.
S. Boys Club of Miami, Inc. to provide day-to-day janitorial services at
the activity building.
6. Use of areas within Flamingo Park by Boys Clubs of Miami, Inc. to be
coordinated and scheduled by Flamingo Park Supervisor.
7. Coordination of programs with Recreation Division to prevent
duplication.
Preliminary meetings and discussions have been held with the representatives
of the Boys Clubs and they have reviewed and concur with the Agreement for use
of the Flamingo Park Activity Building.
ADMINISTRATION RECOMMENDATION:
The Administration recommends the approval of an Agreement between the City of
Miami Beach and the Boys Clubs of Miami, Inc. for the use of facilities in
Flamingo Park for the operation of programs/activities and classes, free of
charge, to youth of Miami Beach, for a period of two years.
