A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS
COMMITTEE (FCWPC) TO PROCEED WITH PHASE II OF REQUEST
FOR PROPOSALS (RFP) NO. 2018-157-WG FOR WATERLESS CAR
WASH CONCESSION; AND AUTHORIZING THE ADMINISTRATION TO
NEGOTIATE A NEW CONCESSION AGREEMENT WITH GT ECO
CARWASH, LLC FOR PHASE II OF THE RFP FOR A TERM OF THREE
(3) YEARS WITH TWO (2) ONE-YEAR RENEWAL TERMS, AT THE
CITY'S OPTION; AND AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE AN AGREEMENT UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION; AND
FURTHER AUTHORIZING THE CITY MANAGER TO EXTEND THE SIX
MONTH PILOT PROGRAM (PHASE I), ON A MONTH TO MONTH
BASIS, UNTIL SUCH TIME AS A NEW AGREEMENT IS EXECUTED.
WHEREAS, on October 18, 2017, the Mayor and Commission approved a
referral to the Finance and Citywide Projects Committee (FCWPC), to discuss a
Request for Proposals (RFP) for waterless car wash services at the City garages; and
WHEREAS, the FCWPC discussed the item at its November 8, 2017 meeting
and recommended that the Administration pursue the offering of waterless car wash
services at the municipal parking garages, beginning with a pilot program (Phase I)
before full deployment; and
WHEREAS, on December 13, 2017, the Mayor and City Commission adopted
Resolution No. 2017-30099, accepting the recommendations made by the FCWPC and
the parameters for moving forward included:
• Awarding any resulting Concession Agreement in two phases. The first phase
shall be a pilot program at one or more selected garage(s) for a period of time
not to exceed 6 months ("Pilot Program"). The second phase may include, but is
not a guarantee, a longer term with an expanded number of garages from which
to offer the services;
• A requirement that water usage shall be minimal and any water used be
collected and discarded according to law; and
• All chemicals utilized shall be non-harmful to the environment and properly
disposed to the requirements of the Environmental Protection Agency and
Florida Department of Environmental Protection; and
WHEREAS, on December 13, 2017, the Mayor and City Commission further
authorized the Administration to issue the RFP for a Waterless Car Wash Concession,
and to release the final draft of the RFP to the Mayor and City Commission via LTC; and
WHEREAS, on March 23, 2018, by way of LTC #162-2018 the Mayor and City
Commission authorized the issuance of Request for Proposals (RFP) 2018-157-WG for
Waterless Car Wash Concession (the "RFP"); and
WHEREAS, on July 25, 2018 the City Commission adopted Resolution No.
2018-30400 accepting the recommendation of the City . Manager to enter into
negotiations with GT Eco Carwash, LLC pursuant to the RFP; and
WHEREAS, the Concession Agreement for the Pilot Program was executed on
December 7, 2018 with an expiration date of June 5, 2019; and
WHEREAS, on June 5, 2019 the Mayor and City Commission approved a term
extension to the Pilot Program until September 5, 2019; and
WHEREAS, the Concession Agreement includes the following essential terms:
• Revenue payment: Concessionaire shall remit to the City 8% of the monthly
gross receipts generated by the program; and
• Utility Charges: The City provides electrical power connections to the Concession
area during the Term. Concessionaire pays the City an amount equal to $0.15
per vehicle services, for utility charges during the Pilot Program; and
WHEREAS, services started at the 17th Street Garage (G5) in February 2019
and once a week at the City Hall Garage in March; and
WHEREAS, as of the end of May, 2019, 377 vehicles have been serviced and
the City has collected a total of$1,034.94 in revenue; and
WHEREAS, on June 28, 2019, the FCWPC discussed the item and
recommended proceeding with negotiations for Phase II of the RFP which would extend
the term of the Program and expand services to other City facilities; and
WHEREAS, the term of Phase I of the Pilot Program expires on September 5,
2019, therefore, the Administration is requesting approval for a month to month
extension, if needed, until negotiations for Phase II are completed and a new
Concession Agreement is executed by the parties; and
WHEREAS, the Administration recommends that the Mayor and City
Commission approve the recommendation of the FCWPC to proceed to negotiate a new
agreement with GT Eco Carwash, LLC relating to Phase II of the RFP.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects
Committee to proceed with phase II of Request for Proposals (RFP) No. 2018-157-WG
for Waterless Car Wash Concession; and authorize the Administration to negotiate a
new Concession Agreement with GT Eco Carwash, LLC for phase II of the RFP for a
term of three (3) years with two (2) one-year renewal terms, at the City's option; and
authorize the Mayor and City Clerk to execute an agreement upon conclusion of
successful negotiations by the Administration; and further authorize the City Manager to
extend the six month pilot program (Phase I), on a month to month basis, until such time
as a new agreement is executed.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
On October 18, 2017, the Mayor and Commission approved a referral to the Finance and
Citywide Projects Committee (FCWPC), to discuss Waterless Car Wash RFP at Garages.
The Committee discussed the item at their November 8, 2017 meeting and recommended that
the Administration pursue the offering of waterless car wash services at the municipal parking
garages, beginning with a pilot phase before full deployment. These services would be
deployed as concession agreements with the selected provider.
On December 13, 2017, City Commission adopted Resolution No.2017-30099 accepting the
recommendations made by the Committee. The parameters for moving forward included:
• Awarding any resulting Concession agreement in two phases. The first phase shall be a

issuance of Request for Proposals (RFP) 2018-157-WG for Waterless Car Wash
Concession.
On July 25, 2018 the City Commission adopted Resolution No. 2018-30400 accepting the
recommendation of the City Manager to enter into negotiations with GT Eco Carwash, LLC
pursuant to RFP No. 2018-157-WG for Waterless Car wash Concession.
The Agreement for the Pilot Program was executed on December 7, 2018 with an expiration
date of June 5, 2019. On June 5, 2019 the City Commission approved a term extension to the
Pilot program until September 5, 2019.
A highlight of the terms included in the Pilot Program Concession Agreement are:
• Revenue payment: Concessionaire shall remit to the City 8% of the monthly gross
receipts generated by the program.
• Utility Charges: The City provides electrical power connections to the Concession area
during the Term. Concessionaire pays the City an amount equal to $0.15 per vehicle
services, for utility charges during the Pilot Program.

CONCLUSION
Therefore, it is recommended that the Mayor and City Commission approve the Resolution
authorizing the Administration to:
1. Accept the recommendation of the FCWPC to proceed with Phase I I of the RFP;
2. Renew the Phase I Concession Agreement on a month to month, if needed until the
Phase I I Concession Agreement is executed; and
3. Enter into negotiations for Phase II, with GT Eco Carwash, LLC; and
4. Authorize the Mayor and City Clerk to execute an Agreement for Phase II upon
conclusion of successful negotiations.
