A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2019-050-
WG FOR PLANS REVIEW AND BUILDING INSPECTION SERVICES, AND
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH
C.A.P. GOVERNMENT, INC., AS THE TOP RANKED PROPOSER; FURTHER,
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE FINAL
NEGOTIATED AGREEMENT UPON CONCLUSION OF SUCCESSFUL
NEGOTIATIONS; AND FURTHER, AUTHORIZING THE MONTH-TO-MONTH
EXTENSION OF THE CITY'S CURRENT AGREEMENT WITH C.A.P.
GOVERNMENT, INC. UNTIL SUCH TIME AS A NEW AGREEMENT CAN BE
EXECUTED.
WHEREAS, on April 10, 2019, the Mayor and City Commission approved the issuance of RFQ
2019-050-WG for Plans Review and Building Inspection Services; and
WHEREAS, on April 15, 2019, RFQ 2019-050-WG for Plans Review and Building Inspection
Services was issued; and
WHEREAS, on April 10, 2019, the City Manager appointed an Evaluation Committee
("Committee"), comprised of Candelario Martinez, Chief Electrical Inspector, Building Department,
Steven Williams, Principal Planner, Planning Department and James Zeigler, Chief Plumbing Inspector,
Building Department; and
WHEREAS, on May 22, 2019, the City received a total of two (2) proposals from the following
firms: C.A.P. Government, Inc. and National Elevator Inspection Services, Inc.; and
WHEREAS, the Committee convened on June 25, 2019, to consider the proposals received;
and
WHEREAS, the Committee was provided an overview of the project, information relative to the
City's Cone of Silence Ordinance and the Government Sunshine Law, as well as, general information
on the scope of services and a copy of each proposal, and was instructed to score and rank each
proposal pursuant to the evaluation criteria established in the RFQ; and
WHEREAS, the Committee's evaluation process resulted in the following order of ranking:
(1) C.A.P. Government, Inc;
(2) National Elevator Inspection Services, Inc.; and
WHEREAS, upon considering both qualitative and quantitative factors, the City Manager
recommends that the Mayor and City Commission authorize the Administration to enter into
negotiations with C.A.P. Government, Inc., as the top ranked proposer.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) No. 2019-050-WG
for Plans Review and Building Inspection Services, and authorize the Administration to enter into
negotiations with C.A.P. Government, Inc., as the top ranked Proposer; further, authorize the Mayor
and City Clerk to execute the final negotiated agreement upon conclusion of successful negotiations;
and further, authorize the month-to-month extension of the City's current agreement with C.A.P.
Government, Inc. until such time as a new agreement can be executed.

SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY

RECOMMENDATION
Adopt the resolution accepting the recommendation of the City Manager, pursuant to Request
for Qualifications (RFQ) No. 2019-050-WG, for plans review and building inspection services;
and further, authorizing the month to month extension of the existing agreement with C.A.P.
Governmental, Inc., until such time as a replacement agreement is executed.
ANALYSIS
On September 18, 2015, the City executed agreements with Bermello, Ajami and Partners,
Inc.; C.A.P. Government, Inc.; and Eastern Engineering Group COMP, pursuant to RFQ 2015-
073-J R, for plans review, inspection and permit clerk services for the Building Department. The
term of the agreement is for three (3) years with the City Manager's option to renew for an
additional two (2) additional one-year terms. The current contract expiration date is September
17, 2019.
The services offered through Agreement are accessed by the Building Department to
supplement its inspectors, examiners, and reviewers on as needed by the department to keep
up with customer demands.
RFQ PROCESS
On April 10, 2019, the Mayor and City Commission approved the issuance of RFQ 2019-050-
WG for Plans Review and Building Inspection Services. On April 15, 2019, the RFQ was
issued. A voluntary pre-proposal conference to provide information to proposers submitting a

response was held on April 24, 2019. Two addenda were issued. The Procurement
Department issued bid notices to 484 companies utilizing www.publicpurchase.com website. 53
prospective bidders accessed the advertised solicitation. RFQ responses were due and
received on May 22, 2019. The City received proposals in response to the RFQ from the
following two (2)firms: C.A.P. Government, Inc. and National Elevator Inspection Services, Inc.
On April 10, 2019, the City Commission approved the City Manager appointed Evaluation
Committee. The Evaluation Committee convened on June 25, 2019, to consider proposals
received. The Committee was comprised of Candelario Martinez, Chief Electrical Inspector,
Building Department, City of Miami Beach, Adalberto Viciedo, Chief Structural Engineer,
Building Department, City of Miami Beach, Steven Williams, Principal Planner, Planning
Department, City of Miami Beach and James Zeigler, Chief Plumbing Inspector, Building
Department, City of Miami Beach. The Committee was provided an overview of the project,
information relative to the City's Cone of Silence Ordinance and the Government Sunshine
Law. The Committee was also provided with general information on the scope of services and
a copy of each proposal. The Committee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the RFQ.
The evaluation process resulted in the ranking of proposers indicated in Attachment A, in the
following order:
1st. C.A.P. Government, Inc.
2nd. National Elevator Inspection Services, Inc.
C.A.P. Government. Inc.
C.A.P. Government, Inc. has been outsourcing to governmental agencies in Miami-Dade
County for thirty(30)years and to the City of Miami Beach for the past sixteen (16)years. They
are the pioneer of outsourcing Building Department services to municipalities throughout South
Florida. They currently service fifty-one (51) municipalities and five (5) educational institutions.
They have over 185 employees who are fully qualified and licensed by the State of Florida
Department of Business and Professional Regulations and the Miami-Dade Board of Rules
and Appeals (BORA) that are available to provide plans review, inspections in varying
disciplines, code enforcement, Building Official and permit administration services.
National Elevator Inspection Services, Inc.
NEIS is the largest Vertical Transportation inspection company in the United States, offering
over fifty years of experience in the field. In addition to their ongoing commitment to comply with
all OSHA and other Federal, State, and City safety standards, they maintain the following
Management Systems Global Certifications: ISO 9001:2015, ISO 14001:2015, and OHSAS
18001:2018 (Health & Safety). They are licensed and fully qualified to conduct business within
the State of Florida and maintain nearby regional offices and a headquarters in Fort Lauderdale.
CONCLUSION
I have reviewed the proposals and the results of the Evaluation Committee process. C.A.P.
Government, Inc. provided a comprehensive proposal that documents its experience in
providing staffing services in all the building disciplines required by the Building Department.
Additionally, the firm is currently providing services to the Building Department and the
department is satisfied with the quality of the staffing services the firm is providing. National
Elevator Inspection Services, Inc. is also well qualified. However, the proposal submitted by
National Elevator Inspection Services, Inc. is only for the area of elevator review and inspection

services, which is minimally required by the department.
Therefore, I recommend that the Mayor and City Commission approve the Resolution
authorizing the Administration to enter into negotiations with C.A.P. Government, Inc., as the top
ranked Proposer; and authorizing the Mayor and City Clerk to execute the final negotiated
agreement; and further, authorizing the month to month extension of the current agreement with
C.A.P. Government, Inc. until a new agreement can be executed.
