WHEREAS, the City Administration (the "Administration") requests approval to submit a grant application to Florida Department of State, Division of Historical Resources, Special Category Grants Program, in the approximate amount of $350,000, for the Star Island Water Tower Restoration Project, the details of which are as follows: • The Florida Department of State, Division of Historical Resources, Special Category Grants Program (the "Program"), provides state funds for historic preservation. • The purpose of this Program is to provide funding to assist major local, regional and state-wide efforts to preserve significant historic and archaeological resources. • The Star Island Water Tower is in need of restoration. The water tower has a significant amount of staining, cracking and spalling around the exterior, and these conditions are accelerating the deterioration of the entire structure. Miami Beach is susceptible to tropical storms, which bring strong winds, storm surge and driving rain; additional environmental factors, including salt exposure, that brings chloride that can damage the structure. • Restoration of the water tower will mitigate the potential deterioration, restore the structure to its original condition, and bring its fountain into operation. • The Administration is requesting funding in the approximate amount of $350,000 from the Program for the water tower project and the total anticipated project cost is $700,000. • The project has funding in the amount of$593,000 programmed in the Fiscal Year 2019-2023 Capital Budget and 5-Year Capital Improvement Plan (Project#60031), subject to appropriation during the next capital budget cycle. • This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination; and WHEREAS, the Administration requests approval to submit a grant application to the Target Youth Soccer Grants Program, in the approximate amount of $1,000, for the Miami Beach Soccer Club, the details of which are as follows: • The Target Youth Soccer Grants Program provides support for player registration fees, player and field equipment, training, and professional development for volunteer coaches. • The Miami Beach Soccer Club is a soccer program for boys and girls 8-17 years of age, and the main goal of the program is to improve each child's soccer skills and prepare them to play in a competitive environment. • The Administration is requesting funds for scholarships for the Miami Beach Soccer Club to be offered to low-income youth to cover the registration fees. • If awarded, the grant request of$1,000 would pay for ten (10)scholarships at$100 each. • Matching funds are not required for this grant and this project supports the key intended outcome to maximize the Miami Beach brand as a world class destination; and WHEREAS, the Administration requests approval to submit a grant application to the Florida Department of Law Enforcement ("FDLE"), Office of Criminal Justice Grants for the Fiscal Year 2018 Edward Byrne Memorial Justice Assistance Grant Program ("JAG"), in the approximate amount of $10,000, for Police Department priorities, the details of which are as follows: • The FDLE has received an award from the U.S. Department of Justice for the Fiscal Year 2018 JAG Program. • FDLE will distribute these funds in accordance with the JAG Countywide provisions of the Florida Administrative Code, for use by all units of government within Miami- Dade County. • JAG funds support multiple components of the criminal justice system, including evidence-based programs, reducing violent crime, border security, officer safety and wellness, and collaborative prosecution. • The Administration is requesting funding, in the approximate amount of$ 10,000, for funding to reduce violent crime. • Matching funds are not required for this grant project and the project supports the key intended outcome to improve Miami Beach Police Department accountability and skilled management/leadership; and WHEREAS, the Administration requests approval to submit a grant application to Miami-Dade County Homeless Trust, FY 2019 Continuum of Care Program, in the approximate amount of $66,000, for the City's Homeless Outreach Program, the details of which are as follows: • Miami-Dade County Homeless Trust has applied for and received funds from the Fiscal Year 2019 U.S. Department of Housing and Urban Development (HUD) for the Continuum of Care Grant Program. • HUD is the primary federal funding source for homeless assistance programs, and Miami-Dade County Homeless Trust serves as the applicant for U.S. HUD funds on behalf of the Miami-Dade County Continuum of Care (MDCoC) system, which encompasses Miami-Dade County and all municipalities. • All local entitlement jurisdictions are part of the MDCoC system, and the "Collaborative Application" will contain projects submitted by project applicants. • The City has received these funds since 2003 to support the salaries of Homeless Outreach staff in the City's Housing and Community Services Department. • The City intends to apply for continuation of funding, in the approximate amount of $66,000 through this collaborative application. • A match of at least 25% is required, and matching funds in the amount of$16,303 are available from the Housing and Community Services Department FY 2018/19 Operating Budget, account numbers 011-0560-000111-23-405-574-00-00-00-and 011-0560- 000349-23-405-575-00-00-00-. • This project supports the key intended outcome to improve the Miami Beach brand as a world class destination; and WHEREAS, the Administration requests approval to submit a grant application to U.S. Department of Homeland Security, Urban Area Security Initiative, FY 2020 Grant Program, in the approximate amount of $105,000, for the City's Homeland Security Priorities, the details of which are as follows: • The Urban Areas Security Initiative (UASI) Program is funded through the U.S. Department of Homeland Security and funds are intended to assist high-threat, high-density Urban Areas to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. • The federal government allocates funding to the different Urban Area groups based on a risk-based methodology. UASI funds assist in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. • The Administration is requesting UASI funding, in the approximate amount of $105,000 as part of a collaborative effort with the Miami Urban Area Working Group. • The City will be utilizing grant funds for Miami Beach security initiatives, and to increase the capability of the City's emergency response departments. • Matching funds are not required for this grant and the project will improve the capacity and capability of the City's teams, and lead to more positive outcomes; and WHEREAS, the Administration requests approval to submit a grant renewal application to the Children's Trust Place-Based/Countywide Community Partnerships Grant program, in the approximate amount of $400,000, the details of which are as follows: • The Children's Trust Place-Based/Countywide Community Partnerships grant provides funding to address targeted geographic areas and to reach at-risk populations in Miami-Dade County. • The program's purpose is to provide comprehensive and accessible family support within the community to address family and youth challenges. • The City was awarded an initial planning grant for its Miami Beach Service Partnership/Success University program in 2007 and has been successfully operating the program since then. • The program is a service collaborative that integrates a variety of community agencies and resources to provide Miami Beach youth at risk for maladaptive behaviors with personal, familial, and academic support. • Youth and their families are provided holistic, comprehensive services to ensure family stability and youth success. • This year, the City plans to maintain the quality of care to its participants and will serve 126 families. • Subcontracts will be awarded to Miami Beach Service Partnership member agencies via weighted scores that evaluate contract performance and efficacy in previous program years. • Matching funds in the amount of$100,000 are required for this grant. • An in-kind match valued at $100,000 will be provided via staff time, benefits, participant services, travel, and special events. • This program supports the key intended outcome to achieve education (K- 12) excellence; and WHEREAS, the Administration requests approval submit a grant renewal application to the Children's Trust Group, Individual, and Home Visitation Grant Program, in the approximate amount of$295,000, the details of which are as follows: • The Children's Trust Group Individual, and Home Visitation grant program provides funding to support group, individual, home visiting, and advocacy parenting programs for at-risk populations in Miami-Dade County. • The program's purpose is to provide structured programs that follow evidence- based and promising curricula, address specific needs, and increase positive parent-child interaction and communication. • With the support of grant funding, the City's Housing and Community Services Department has been operating the Miami Beach Parent-Child Program successfully for nine years. • The program offers Nurturing Parenting Program services to 83 Miami Beach families with children. • The program includes children from infancy to 18 years old. • The Nurturing Parenting Program is an evidence-based, psycho-educational model of family/parent education that engages the whole family in either a group or home-based setting, and results in decreased parental stress, increased positive parent-child interactions, and increased parenting skills. • Matching funds are not required for this grant and this program supports the key intended outcome achieve educational (K-12) excellence; and WHEREAS, the Administration requests approval to submit a grant renewal application to the Children's Trust Youth Enrichment, Employment and Supports Program, in the approximate amount of$372,000 for the Miami Beach All Stars program, the details of which are as follows: • The Children's Trust grades 6-12 Youth Enrichment, Employment and Supports Program provides funding to support youth development services for at-risk youth in Miami-Dade County. • The purpose of the program is to target resources to prevent negative risk factors for youth through structured programs that provide youth enrichment opportunities that strengthen life skills and increase academic attainment. • With the support of grant funding, the City' s Housing and Community Services Department has been operating the Miami Beach All Stars Program successfully for eight years. • The program is evidence-based and promotes academic success and personal development for 110 sixth, seventh, and eighth grade economically and educationally disadvantaged students who attend Nautilus Middle School. • It includes a structured design of activities and outcomes grounded in the All Stars Curriculum program for life skills and provides art/theater programming, sports activities, civic engagement, and Science, Technology, Engineering, and Math ("STEM") services. • This comprehensive program reduces risk factors and builds protective factors by enabling at-risk youth to develop life-long interests and acquire social, emotional and cognitive skills that help them make healthy life choices. • Matching funds are not required for this grant and this program supports the key intended outcome achieve educational (K-12) excellence; and WHEREAS, the Administration requests approval to submit a grant renewal application to the Children's Trust After-School and Summer Camp Grant Programs in the approximate amount of $465,000, for after-school programs and summer camps for children in grades K-5, the details of which are as follows: • The Children's Trust Grades K-5 After School and Summer Camp Grant provides funding to support daily after-school and summer enrichment services for at-risk populations in Miami-Dade County. • The purpose of the program is to target resources to prevent negative risk factors for school-aged children and their families via programs that provide youth enrichment services and a nurturing and supervised environment while parents are working. • The City's Parks and Recreation Department has received this grant for its after- school and summer camp program successfully for fifteen years. • The program provides after-school services to approximately 255 children, and summer camp services to approximately 300 children in grades K-5 attending school in Miami Beach. • Activities offered to children through the program include academic enrichment, literacy, physical fitness, social-emotional learning, nutrition, and family engagement. • The goals of the program are to improve literacy, physical fitness, and social- emotional skills. • Matching funds are not required for this grant and this program supports the key intended outcome to achieve educational (K-12) excellence. The Administration is requesting UASI funding, in the approximate amount of $105,000 as part of a collaborative effort with the Miami Urban Area Working Group. The City will be utilizing grant funds for Miami Beach security initiatives, and to increase the capability of the City's emergency response departments. The project will improve the capacity and capability of the City's teams and lead to more Page 230 of 1502 positive outcomes. Matching funds are not required for this grant. 6. Renewal of The Children's Trust Place-Based Countywide Community Partnerships Grant. in the approximate amount of S400.000. The Children's Trust Place-Based Countywide Community Partnerships grant provides funding to address targeted geographic areas and to reach at-risk populations in Miami-Dade County. The program's purpose is to provide comprehensive and accessible family supports within the community to address family and youth challenges. The City was awarded an initial planning grant for its Miami Beach Service Partnership/Success University program in 2007 and has been operating the program successfully since then. The program is a service collaborative that integrates a variety of community agencies and resources to provide Miami Beach youth at risk for maladaptive behaviors with personal, familial, and academic supports. Youth and their families are provided holistic, comprehensive services to ensure family stability and youth success.This year,the City plans to maintain the quality of care to its participants and will serve 126 families. Subcontracts will be awarded to Miami Beach Service Partnership member agencies via weighted scores that evaluate contract performance and efficacy in previous program years. Matching funds in the amount of $100,000 are required for this grant. An in-kind match valued at$100,000 will be provided via staff time, benefits, participant services,travel, and special events.This project supports the key intended outcome to achieve education (K-12) excellence. 7. Renewal of The Children's Trust Group. Individual, and Home Visitation Grant Program, in the approximate amount of S295.000. The Children's Trust Group Individual, and Home Visitation grant program provides funding to support group, individual, home visiting, and advocacy parenting programs for at-risk populations in Miami- Dade County. The program's purpose is to provide structured programs that follow evidence-based and promising curricula, address specific needs, and increase positive parent-child interaction and communication. With the support of grant funding, the City's Housing and Community Services Department has been operating the Miami Beach Parent-Child Program successfully for nine years. The program offers Nurturing Parenting Program services to 83 Miami Beach families with children. The program includes children from birth to 18 years old. The Nurturing Parenting Program is an evidence-based, psycho- educational model of family/parent education that engages the whole family in either a group or home- based setting, and results in decreased parental stress, increased positive parent-child interactions, and increased parenting skills. Matching funds are not required for this grant. This project supports the key intended outcome achieve educational (K-12) excellence. 8. Renewal of The Children's Trust Youth Enrichment, Employment and Supports Program. in the approximate amount of S372.000 for the Miami Beach All Stars program. The Children's Trust Youth Enrichment, Employment and Supports Program provides funding to support youth development services for at-risk populations in Miami-Dade County. The purpose of the program is to target resources to prevent negative risk factors for youth through structured programs that Page 231 of 1502 provide youth enrichment opportunities that strengthen life skills and increase academic attainment. With the support of grant funding, the City' s Housing and Community Services Department has been operating the Miami Beach All Stars Program successfully for eight years. The program is evidence- based and promotes academic success and personal development for 110 sixth, seventh, and eighth grade economically and educationally disadvantaged students who attend Nautilus Middle School. It includes a structured design of activities and outcomes grounded in the All Stars Curriculum program for life skills and provides art/theater programming, sports activities, civic engagement, and Science, Technology, Engineering, and Math (STEM) services. This comprehensive program reduces risk factors and builds protective factors by enabling at-risk youth to develop life-long interests and acquire social, emotional and cognitive skills that help them make healthy life choices. Matching funds are not required for this grant. This project supports the key intended outcome achieve educational (K-12) excellence. 9. Renewal of The Children's Trust After School and Summer Camp Grant Program in the approximate amount of 5465.000.for after-school programs and summer camps for children in grades K-5. The Children's Trust After School and Summer Camp Grant Program provides funding to support daily after school and summer enrichment services for at-risk populations in Miami-Dade County. The purpose of the program is to target resources to prevent negative risk factors for school- aged children and their families via programs that provide youth enrichment services and a nurturing and supervised environment while parents are working. The City's Parks and Recreation Department has received this grant for its after school and summer camp program successfully for fifteen years. The program provides after-school services to approximately 255 children and summer camp services to approximately 300 children in grades K-5 attending school in Miami Beach. The program offers activities to children including academic enrichment, literacy, physical fitness, social-emotional learning, nutrition, and family engagement. The goals of the program are to improve literacy, physical fitness, and social-emotional skills. Matching funds are not required for this grant.
