A RESOLUTION BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH
AUTHORIZING THE MAYOR/CITY MANAGER
TO SIGN THE "EMS AWARDS TO COUNTIES
LETTER OF UNDERSTANDING" THAT
AUTHORIZES THE CITY TO APPLY FOR,
RECEIVE, AND EXPEND EMERGENCY
MEDICAL SERVICES GRANT AWARD FUNDS
TO IMPROVE AND/OR EXPAND PRE-
HOSPITAL EMERGENCY MEDICAL SERVICES
(EMS)
WHEREAS, the Department of Health and Rehabilitative Services
(HRS) , Office of Emergency Medical Services (EMS) , is authorized
by Chapter 401, Part I I, Florida Statutes to distribute funds from
the "1988/89 Florida Emergency Medical Services Grant Program For
Counties" ; and
WHEREAS, a portion of these funds is allocated to Dade County;
and
WHEREAS, the City of Miami Beach may apply for, receive and
expend $70, 784 as its proportionate share of the Dade County
allocation through the "EMS Award to Counties Letter of
Understanding; and
WHEREAS, these funds received by the City of Miami Beach will
be used to improve and/or expand pre-hospital emergency medical
services for all Miami Beach residents in conformance with the
Emergency Medical Services Grant Award guidelines,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, to authorize the Mayor/City
Manager to sign the "1988/89 EMS Award to Counties Letter of
Understanding" authorizing the City of Miami Beach to apply for,
receive and expend $70, 784 in grant funds.

EMS AWARD TO COUNTIES
LE'I I ER OF UNDERSTANDING
The Department of Health and Rehabilitative Services is authorized by chapter
401 , Part II, Florida Statutes, to provide grants to boards of county
commissioners to improve and expand pre-hospital emergency medical services.
County grants are awarded only to boards of county commissioners, but may
subsequently be distributed to municipal and other agencies or organizations
involved in the provision of EMS pre-hospital care.
The enclosed grant application, incorporating programs submitted by your Fire
Department's EMS Division, has been approved by the Department of Health and
Rehabilitative Services and Dade County Board of County Commissioners.
Disbursements will be made to the participating municipalities, in accordance
with the grant work plan, shortly after receipt of grant funds from the State
Comptrollers Office.
Your signature below acknowledges and ensures that you have read, understood
and will comply fully with your agency's grant application work plan and each
document located in Appendix "E" of the booklet titled: "Florida Emergency
Medical Services Grant Program for Counties," 1988. You also agree to assume
all compliance and reporting responsibilities for yourprogram and to provide
program performance and expenditure reports to Dade County for submission to
the state as required under the grant.

SUBJECT: FLORIDA EMERGENCY MEDICAL SERVICES GRANT PROGRAM FOR
COUNTIES.
INFORMATION: The Department of Health and Rehabilitative
Services, Office of Emergency Medical Services is
authorized by Chapter 401, Part 2 , Florida Statutes
to distribute County Grant Funds. These funds are
made available to eligible County Governments to
improve and expand their pre-hospital emergency
medical services. The Grant Program is an
innovative process, which enables E.M.S. agencies
and organizations to improve and expand E.M.S.
systems through their Boards of County
Commissioners. Ongoing costs for E.M.S. remain the
responsibilities of the Counties and E.M.S. agencies
and organizations. County Grant Funds are derived
from surcharges on various traffic violations. The
Counties are credited with an annual allocation that
remains theirs and must be claimed by applying to
H.R.S. , which is responsible for distributing these
funds annually.
FUNDING: County Grant Funds are derived from surcharges on
various traffic violations.
ADMINISTRATIVE RECOMMENDATION:
It is recommended that the City Commission authorize the Mayor/City
Manager to sign the "EMS Award to Counties Letter of Understanding"
authorizing the City of Miami Beach to receive and expend these
grant funds.

RECOMMENDATION
It is recommended that the Board authorize the County Manager er to
apply for , receive and expend EMS Grant Award funds in an amount
not to exceed $1 , 050 , 000 in the Fiscal Year 1988-89 , to be used to
improve and expand the Countywide Pre-Hospital EMS System.
BACKGROUND
Each year the Department of Health and Rehabilitative Services
(HRS) , Office of Emergency Medical Services (EMS) distributes
County Grant Funds as authorized by Chapter 401 , Part II , Florida
Statutes (F. S . ) . These funds are made available to eligible County
governments to improve and expand their pre-hospital emergency
medical services . The funds are derived from surcharges on various
traffic violations .
A stipulation of the grant is that municipal Fire Departments are
to apply for and receive funds through their respective County
government or County fire department . The Paramedic Coordinating
Council which includes members of the four municipal fire
departments , as well as , the Metro Dade Fire Department , conducts
an annual needs assessment in order to formulate the Dade County
Awards Grant application. Coordination of the grant application
with this area EMS Council is a requirement of the application
process .
The 1988-89 Award Grant application as approved - by the Paramedic
Coordinating Council and the area Fire Chiefs , is summarized as
follows :

The Metro Dade Fire Board has reviewed the attached Work Plan and
application and expressed approval at their April 13 , 1989 Board
Meeting . A letter expressing the Fire Board' s support is attached.

Funds for 1988-89 are a combination of new monies72

unexpended funds from the prior year grant ( $296 , 520) and estimated
interest on available funds .
A detailed description of the above items isP rovided in the
attached Work Plan.
The attached resolution certifies that the activities included in
our application will improve or expand the pre-hospital EMS system
in Dade County and that funds will not be Y
used to supplant existing
budget allocation for these services .

MIAMI BEACH FIRE DEPARTMENT
1 . EMS TRANSPORT VEHICLE: Improve the level of EMS service
provided to the residents of Miami Beach by increasingthe
number of available transport vehicles.
Actions & Time Frames: Within ninety days of the grant
commencement date purchase an EMS transport vehicle.
2. SMS EQUIPMENT: Purchase and place into service state of
the art medical equipment to enhance the ability of
emergency medical services to provide the highest standard
of care to the citizens of Dade County.
Actions & Time Frames; Within 90 days of funding, purchase
the following equipment:

4 I.V. Simulation Arms
1 Full-Body Rescue Mannequin
3 Airway Management Trainers
7 Sets of Scuba Gear
