A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA SPECIFICALLY APPROVING
ACTIONS OF THE REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI BEACH IN ACQUIRING THOSE PARCELS
LOCATED IN BLOCK 53 , OCEAN BEACH ADDITION NO.
3 , PLAT BOOK 2 , PAGE 81 FOR THE PROJECT KNOWN
AS THE OLD POLICE STATION SITE REDEVELOPMENT
PROJECT; AND IN AUTHORIZING THE ACQUISITION OF
SAID PROPERTIES BY PURCHASE, DONATION OR THE
FILING OF EMINENT DOMAIN PROCEEDINGS AND
DECLARATION OF TAKING, AS NECESSARY.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA THAT:
WHEREAS, the City of Miami Beach, through Resolution No. 76-
14961 of February 17 , 1976, created the Miami Beach Redevelopment
Agency in order to administer and exercise the community
redevelopment powers of the City of Miami Beach in accordance with
the provisions of the Community Redevelopment Act of 1969, Chapter
163 of the Florida Statutes; and
WHEREAS, the City Commission of the City of Miami Beach,
through Resolution No. 82-17224 of December 17 , 1982 , declared
itself to be the Miami Beach Redevelopment Agency pursuant to the
authority of the Community Redevelopment Act of 1969, Section
163 . 357, Florida Statutes (1979) ; and
WHEREAS, the Redevelopment Agency of Miami Beach is empowered
to designate certain slum and blighted neighborhoods as
redevelopment areas and undertake the necessary efforts to
redevelop them according to approved plans; and
WHEREAS, South Pointe is the only designated community
redevelopment area within the City of Miami Beach; and
WHEREAS, the South Pointe Revitalization Strategy and
supporting Corridor Studies, approved by the City of Miami Beach,
recognize that a key consideration in redevelopment efforts through
the South Pointe area is the availability of suitably large
parcels, as the small size of existing lots and ownership patterns
makes land assembly difficult; and
WHEREAS, Block 53 of Ocean Beach Addition No. 3 , Plat Book 2 ,
Page 81, Public Records Dade County, Florida has been identified
as a suitable redevelopment site for the construction of
attractively-designed residential units; and
WHEREAS, in Miami Beach Redevelopment Agency Resolution No.
61-88 , the Redevelopment Agency of the City of Miami Beach
authorized the Executive Director of the Agency to seek appraisals
for Block 53 of Ocean Beach Addition No. 3 , Plat Book 2 , Page 81,
Public Records Dade County, Florida authorized the Executive
Director to negotiate options on privately owned parcels within
the one block, and further authorized the Agency' s attorney to

select and hire qualified bond counsel for the purposes of issuing
tax increment revenue bonds when deemed appropriate; and
WHEREAS, the City Commission of the City of Miami Beach hereby
specifically approves the actions of the Redevelopment Agency of
the City of Miami Beach in acquiring Block 53 of Ocean Beach
Addition No. 3 , Plat Book 2 , Page 81, Public Records Dade County,
Florida, as a public necessity for the project known as the Old
Police Station Site Redevelopment Project, and further specifically
approves the authorization by the Agency of the acquisition of said
properties by purchase, donation or the filing of eminent domain
proceedings and declaration of taking, as necessary.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, THAT:
1. The City Commission of the City of Miami Beach finds,
determines and declares that those matters set out in the foregoing
recitals are true and correct, and they are hereby incorporated as
a portion of this Resolution.
2 . The City Commission of the City of Miami Beach hereby
specifically approves the actions of the Redevelopment Agency of
the City of Miami Beach in acquiring Block 53 of Ocean Beach
Addition No. 3 , Plat Book 2 , Page 81, Public Records Dade County,
Florida, as a public necessity for the project known as the Old
Police Station Site Redevelopment Project, and further specifically
approves the authorization by the Agency of the acquisition of said
properties by purchase, donation or the filing of eminent domain
proceedings and declaration of taking, as necessary.

SUBJECT: TO COBB PAR NERS DEVELOPMENT OF OLD POLICE
STATION FITE
Cobb Partners exercised its option to purchase and develop Block
53 on June 14 , 1989. The agreements between the Miami Beach
Redevelopment Agency and Cobb Partners governing the terms and
conditions of the purchase and development of Block 53 are before
the Agency's Board of Directors for approval as is a Resolution
authorizing the Agency to acquire the properties located in Block
53 . In conjunction with these actions, the City Commission of the
City of Miami Beach must take the following actions:
1. Approve the actions of the Redevelcpment Agency in
acquiring those parcels located in Block 53 ; and,
2 . Designate the City-owned property in Block 53 (729 First
Street, 139 Meridian Avenue, and 726 Second Street) as
surplus property and declare its intent to convey this
land to the Redevelopment Agency and to vacate the public
rights-of-way within Block 53 once sufficient land
assembly has taken place.
Attached for your review and consideration are the two Resolutions
authorizing these actions.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve the
attached Resolutions authorizing the above-stated actions.
