A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND
DIRECTING THE EXECUTION OF AN AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND THE LITTLE
HAVANA ACTIVITIES AND NUTRITION CENTERS OF
DADE COUNTY, INC. FOR THE PURPOSE OF FUNDING
A HOT MEALS PROGRAM FOR THE ELDERLY
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, THAT,
WHEREAS, the City of Miami Beach, hereinafter referred
to as the "City" , is authorized by Commission Memorandum Number
5467 , dated January 21, 1976, to prepare an Application for a
Community Development Block Grant, hereinafter referred to as "CDBG
Funds" and to design and implement such systems as are necessary
to insure that the Community Development Program is developed,
conducted and administered in accordance with Title I of the
Housing and Community Development Act of 1974 , as amended; the
Urban-Rural Recovery Act of 1983 ; and the Housing and Community
Development Act of 1987 , and any Federal Regulations promulgated
thereunder, as well as applicable State and Local Authorities, and
in such capacity is authorized to enter into and execute Agreements
with other departments and agencies within the City; and
WHEREAS, the City has duly submitted the Year Fifteen
Final Statement of Objectives and Projected Use of Funds to the
U.S. Department of Housing and Urban Development, for a total of
$2 , 240, 960 in block grant resources ; of which $1, 883 , 000 are Year
Fifteen entitlement funds, and $4 , 960 are reprogrammed prior year
funds, and $353 , 000 is estimated program income, of which only
$33 , 000 is available for Year Fifteen projects; and
WHEREAS, the City desires to enter into a contract with
the Little Havana Activities and Nutrition Centers of Dade County,
Inc. , hereinafter referred to as the "Provider" , for the purpose
of providing hot meals to eligible elderly Miami Beach residents;
and
WHEREAS, the Provider will receive a total amount of
Twenty Thousand dollars ($20, 000) from Year Fifteen CDBG funds, to
be used for the above stated purpose; and
WHEREAS, the CDBG funds are conditional upon the approval
for release of funds from the U.S. Department of Housing and Urban
Development; and
WHEREAS, the City Manager has recommended to the City
Commission that said Agreement be entered into; and
WHEREAS, an appropriate Agreement has been prepared and
has been approved as to legal form and sufficiency by the City
Attorney, which Agreement sets forth the terms and conditions of
said project; and
WHEREAS, the City Commission deems it to be in the best
interests of the City and its residents and citizens that said
Agreement be entered into;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and
City Clerk are hereby authorized and directed to execute an
Agreement with the Little Havana Activities and Nutrition Centers
of Dade County, Inc. , on behalf of the City, and the disbursing
officers of the City are hereby authorized and directed to disburse
the funds required by the terms of said Agreement from CDBG funds
hereafter allocated for said purpose.

SUBJECT: APPROVAL OF SIXTEEN (16) CONTRACTUAL AGREEMENTS NECESSARY

TO IMPLEMENT THE YEAR FIFTEEN (15) COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM ACTIVITIES
On July 26, 1989, the City Commission adopted Resolution 89-19680
which approved the Year Fifteen (15) Community Development "Final
Statement of Objectives and Projected Use of Funds" for the program
year which commenced on October 1, 1989, and continues through
September 30, 1990. Subsequent to City Commission approval, the
"Final Statement" was submitted and accepted by the U.S. Department
of Housing and Urban Development. In order to implement the
various projects and programs which were approved, it is necessary
to prepare and execute contractual agreements for such.
Therefore, at this time the following contractual agreements are
recommended for approval. Funds are available in Fund 135 - Year
15 CDBG program.
1) Project Sinai - $20,000
Location: 4300 Alton Road
This project provides out-patient social, _ emotional and
physical care to low-moderate income residents who normally
"fall through the cracks" once discharged from the hospital,
or who are ambulatory patients. Services include home visits
to evaluate the patient's home situation and determine what
kind of support systems are needed, in addition to providing
referral services.
2) South Beach Activity Center/CCJE - $35,000
Location: 610 Espanola Way
This project provides support services to those homebound
elderly who can be maintained in tieir homes. The support
services include: homemakers, friendly visitors, day care and
assessment. The project keeps the homebound in their homes
and delays or prevents institutionalization.
3) JVS Nutritional Project - $17,000
Location: 420 Lincoln Road
This project funds two drivers to deliver meals to homebound
participants residing in eligible CD target areas, one
shopper, and additional home delivered meals.

4) Stanley C. Myers Community Health Center - $27,000
Location: 710 Alton Road
This project provides primary health care to low-income people
through health maintenance, treatment of illness and providing
referrals when necessary. CD funds go toward the purchase of
prescription drugs for low/moderate patients using the
facility.
5) Log Cabin Enterprises, Inc. Nursery Program - $28,500
Location: 8128 Collins Avenue
This project provides funding for the operation of a plant
nursery business, which provides vocational training for
mentally retarded adults in the horticulture field and creates
and/or retains low/moderate jobs.
6) Dade County Community Schools Fee Waiver Program - $15,000
Location: CD Target Areas
This project supplements eligible community school programs
which principally benefit low/moderate income persons by
supplementing fee/tuition waivers.
7) Little Havana Activity and Nutrition Center/Hot Meals Program
$20,000
Location: Council Towers - Collins Avenue and 6th Street
This project supplements the provision of approximately 185
hot meals daily to elderly clients.
8) JFS/Security Devices Installation - $13,000
Location: CD Target Areas
This project mitigates the adverse effects of crimes against
the elderly through the installation of home security devices
in low/moderate elderly residences.
9) South Florida Art Center Economic Development Project -
$285,000
Location: 810 Lincoln Road
This project provides affordable studio, teaching, and
showroom space for emerging low to moderate artists, and
encourages job creation and/or retention for low/mod artists,
in art related commercial businesses.
10) South Florida Art Center - Acquisition Project - $15,000
Location: Lincoln Road Mall Area
This project provides the funding necessary to leverage
additional grant funds for the acquisition of a property
located in the Lincoln Road Mall area.
11) Lincoln Road Development Corporation - Economic Development
Program - $95,000 (plus unexpended prior year's balance)
Location: 927 Lincoln Road S
This project will fund the LRDC director and clerical support
for the Lincoln Road area. This activity will encompass the
operation- of a mall management organization in order to
stimulate retail activity in a deteriorated commercial
business district thereby providing jobs for low/moderate
income persons.

12) ASPIRA Leadership Development/Dropout/Crime Prevention Program
- $20,000
Location: CD Target Areas
This project will assist in youth gang intervention,
leadership development and drop-out prevention for "at-risk"
youth.
13) Boys Club Juvenile Program - $23,000
Location: CD Target Areas
This project supplements other youth programs in the community
by targeting "at-risk youth" via after-school recreational and
academic programs.
14) Cure Aids Now - $26,000
Location: City-Wide, primarily Flamingo Target Area
This project will provide food and vitamin supplements to
homebound Aids patients in Miami Beach.
15) (JCC) Aleph-Child Development Center/Day Care Program -
$10,000 ;
Location: 4221 Pine Tree Drive 1
This project will benefit low/mod families at the Aleph Child
Day Care Center operated by the JCC, at 4221 Pine Tree Drive,
via scholarships or fee waivers, thus enabling low/mod
families to receive quality, affordable child care.
16) North Shore Development Corporation - North Shore Commercial
Revitalization Program - $60,250 (plus unexpended prior year's
balance)
Location: North CD Areas
This project provides funding in order to renovate storefronts
and revitalize the North Shore commercial areas. This project
will also leverage County funds, since Dade County has
recently agreed to include the North Shore area in their
Commercial Revitalization Program.
In addition to the above contracts, the following two (2) contracts
will be presented at a subsequent City Commission meeting: 1)
Miami Beach Development Corporation-Home Ownership Program, 2)
Miami Beach Development Corporation-Commercial Revitalization
Program.
ADMINISTRATION RECOMMENDATION:
To authorize the execution of the necessary contract.ial agreements
to implement the Year Fifteen (15) CDBG activities which were
approved on July 26, 1989, via Resolution #89-19680. It is
essential that these agreements be approved at this Commission
meeting because the Year 15 program commenced on October 1, 1989.
