A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA CALLING A PUBLIC
HEARING TO CONSIDER WHETHER THE DOCUMENTS
ENTITLED "CITY OF MIAMI BEACH SAFE
NEIGHBORHOODS DISTRICT NO. 1 PLAN REPORT" AND
"CITY OF MIAMI BEACH SAFE NEIGHBORHOODS
DISTRICT NO. 2 PLAN REPORT" SHOULD BE INCLUDED
AS AN AMENDMENT TO THE CITY'S CURRENT YEAR
2000 COMPREHENSIVE PLAN, AND WHETHER THE
AMENDED DOCUMENT SHOULD BE TRANSMITTED TO THE
STATE OF FLORIDA DEPARTMENT OF COMMUNITY
AFFAIRS.
BE IT RESOLVED BY THE CITY COMMISSSION OF THE CITY OF MIAMI BEACH,
FLORIDA, THAT,
WHEREAS, the City of Miami Beach and its Safe Neighborhood Imprnvetrient
Districts Nos. 1 and 2 were awarded grants from the State of
Florida Department of Community Affairs to formulate and adopt a
Safe Neighborhood Plan for each of the two Districts; and
WHEREAS, the City' s Neighborhood Improvement Districts Nos. 1 and
2 have now completed the formulation of Safe Neighborhood Plans
for each District respectively; and
WHEREAS, pursuant to Florida Statutes Sections 163 . 3184 and
163 . 3187 , the governing body of a municipality seeking grant funds
under these statutes must hold two public hearings to consider the
board-adopted safe neighborhood improvement plan as an amendment
or modification to the municipality' s adopted local comprehensive
plan in order to fulfill requirements to obtain said funds; and
WHEREAS, on December 5, 1989 , the Planning Board, which is the
designated Local Planning Agency of the City of Miami Beach, will
hold a public hearing to consider an amendment to the City' s
Comprehensive Plan to include the provisions of the Safe
Neighborhood Plans for Districts Nos. 1 and 2 ; and
WHEREAS, on December 6, 1989, the Boards of Directors of Safe
Neighborhoods Districts Nos. 1 and 2 will meet to consider the
adoption of Safe Neighborhood Plans for their respective
Districts.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that a public hearing for
consideration of the aforementioned amendment to the Year 2000
Comprehensive Plan and its transmission to the State Department of
Community Affairs is hereby called to be held before the City
Commission in its chambers on the Third Floor of City Hall, 1700
Convention Center Drive, Miami Beach, Florida, beginning at 5 p.m.
on the 6th day of December, 1989; and the City Clerk is hereby
authorized and directed to publish in a newspaper of general
circulation of the City of Miami Beach, at which time and place all
interested parties will be heard.

SUBJECT: Resolution calling a public hearing to consider whether the
documents entitled "City of Miami Beach Safe Neighborhoods
District No. 1 Plan Report" and "City of Miami Beach Safe
Neighborhoods District No. 2 Plan Report" should be
included as amendments to the City's current Year 2000
Comprehensive Plan, and whether the amended document should
be transmitted to the State of Florida Department of
Community Affairs.
Background
The City of Miami Beach and its Neighborhood Improvement
Districts Nos. 1 and 2 were awarded grants from the State
of Florida Department of Community Affairs to formulate and
adopt a Safe Neighborhoods Plan for each of the two
Districts. The plans have now been completed.
Under Florida Statutes Sections 163 . 3184 and 163 . 3187, the
governing body of a municipality seeking grant funds under
these statutes must hold two public hearings to consider
the board-adopted safe neighborhood improvement plan as an
amendment or modification to the municipality' s adopted
local comprehensive plan in order to be eligible to receive
the grant funds. This requirement is satisfied by the
holding of the hearings regardless of whether the
municipality decides to include the plans in its
Comprehensive Plan.
On December 5, 1989, the Planning Board will hold a public
hearing to consider an amendment to the City' s
Comprehensive Plan to include the provisions of the Safe
Neighborhood Plans for Districts 1 and 2 .
On December 6, 1989, the Board of Directors of Safe
Neighborhood Districts No. 1 and 2 should meet to consider
the adoption of Safe Neighborhood Plans for their
respective Districts. Following that meeting, the City
Commission should hold a public hearing to consider whether
to include the plans as an amendment to the City' s
Comprehensive Plan and transmit the proposed amendment to
the State of Florida Department of Community Affairs.
Administration Recommendation
The administration recommends that a public hearing be held
for consideration of the aforementioned amendment to the
Year 2000 Comprehensive Plan and transmission to the State
Department of Community Affairs, beginning at 5- p.m. on
December 6, 1989 .
