A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND ADOPTING
THE REVISED GUIDELINES FOR THE REHABILITATION
PROGRAMS AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE THE SUBSIDY AGREEMENTS AND
RELATED DOCUMENTS FOR THE PROGRAMS.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, the City Commission on July 10, 1985, reviewed and
approved the Guidelines for the Multi-Family Rehabilitation
Programs; and
WHEREAS, there exists a need to revise and update these
Guidelines, to comply with new federal regulations for public
funds, and to better administer a successful program; and
WHEREAS, the City' s Loan Review Committee reviewed and
approved these revised Guidelines at their meeting of December 8 ,
1989 ; and
WHEREAS, the City Administration has revised the Guidelines
and recommends their approval and adoption.
NOW THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Guidelines for the City
of Miami Beach Rehabilitation Programs, as revised, are hereby
approved and adopted.
BE IT ALSO DULY RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that the Mayor and the City Clerk of the
City of Miami Beach are hereby authorized and directed to execute
Subsidy Agreements and related documents, on behalf of the City of
Miami Beach, Florida, with private lending institutions and
property owners, for projects approved by the City's Loan Review
Committee.

SUBJECT: REVISION OF THE GUIDELINES FOR THE CITY'S MULTI-FAMILY
REHABILITATION PROGRAMS
The City' s Multi-Family Rehabilitation Programs offer interest
subsidy payments on loans to be used to upgrade the existing
housing stock in Miami Beach. The interest on the loans is
subsidized with federal Community Development Block Grant funds,
or Rental Rehabilitation Program funds, received from the U.S .
Department of Housing and Urban Development.
Since the date the Guidelines for the programs were last revised
in July 1985, several changes have occurred in the regulations for
the two funding programs that need to be incorporated in this
document. Also, after funding numerous projects and reviewing
several other requests, the Administration feels that there is a
need to review and update these Guidelines.
The Community Development Division and the City's Loan Review
Committee have worked closely together during the last few months,
making the necessary revisions and changes to the Guidelines. The
Loan Review Committee, during a meeting held on December 8 , 1989,
unanimously approved the revised document and proposed its adoption
by the City Commission.
ADMINISTRATION RECOMMENDATION:
It is recommended that the Guidelines for the City of Miami Beach
Rehabilitation Programs, as revised, be approved and adopted. The
Administration also requests permission to make necessary
adjustments to the narrative and/or technical corrections from time
to time, which may be later identified, and which do not
significantly alter the scope or intent of the Program. It is also
recommended that the Mayor and the City Clerk be authorized to
execute all Subsidy Agreements, on behalf of the City of Miami
Beach, Florida, with private lending institutions and property
owners, for those projects approved by the City' s Loan Review
Committee.
