A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A PROFESSIONAL
ENGINEERING SERVICES AGREEMENT WITH KIMLEY-
HORN AND ASSOCIATES, INC. , FOR A MIAMI BEACH
PLANNING AND FINANCIAL STUDY FOR PARKING AND
PARKING STRUCTURES
WHEREAS, the City of Miami Beach ("City") issued a Request for
Letters of Interest 170-88/89 for a Professional Feasibility Study
by a Transportation Engineer; and
WHEREAS, Kimley-Horn and Associates, Inc. ("Consultant")
submitted a proposal in response to City' s Request for Letters of
Interest; and
WHEREAS, the City and Consultant have negotiated an agreement,
and the agreement has been recommended by the City Manager and
approved as to form by the City Attorney.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, that the Mayor and the City Clerk are
authorized to execute a Professional Engineering Services Agreement
with Kimley-Horn and Associates, Inc. for Miami Beach Planning and
Financial Study for Parking and Parking Structures.

REQUEST FOR L TERS OF INTEREST NO. 170-88/89, PROFESSIONAL
SUBJECT: ENGINEERING SERVICES FOR MIAMI BEACH PLANNING AND FINANCIAL
STUDY FOR PARKING AND PARKING STRUCTURES

REPLIES RECEIVED: Six (6) , with three not responding
with proposals
HISTORY AND BACKGROUND
Subsequent to the solicitation process outlined above, the City
Commission rank ordered the three firms submitting proposals and
authorized the Administration to negotiate a contract for approval
of the City Commission.
Negotiation meetings were held with representatives of Kimley-Horn
and Associates, Inc. on November 16, and November 21, 1989 , resulting
in a reallocation of costs and expenses. Information and background
studies readily available to the City will be supplied by relevant
City Departments rather than prepared by the Consultant. The number
of meetings conducted by the Consultant will be reduced and closely
coordinated to reduce costs.
These modifications are incorporated in the proposed agreement and
will result in a savings of approximately $10, 000 from that
originally proposed. The total lump sum fixed fee of the proposed
agreement is $149 , 300 . 00
The source of funds for this study is from Metered Parking Department
Operating Budget in the amount of $105 , 115. 00 and from Convention
Center Bond Funds in the amount of $44 , 185. 00 for the Traffic
Analysis portion of the study.
ADMINISTRATION RECOMMENDATION:
The City Administration recommends that the City Commission approve
the attached Resolution approving the Professional Engineering
Services Agreement with Kimley-Horn and Associates, Inc. for a Miami
Beach Planning and Financial Study for Parking and Parking Structures
and authorizing the Mayor and City Clerk to execute such agreement
on behalf of the City of Miami Beach.
