152-94 RDA RESOLUTION NO. 152-94 A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT AGENCY RETROACTIVELY APPROVING REQUEST FOR PRICE QUOTE LETTERS SENT TO LEE WARONKER; DIXON AND FRIEDMAN, INC.; INVESTORS RESEARCH ASSOCIATES, INC.; QUINLIVAN APPRAISERS; AREEA; AND BLAZEJACK COMPANY, RESPECTIVELY, FOR THE PURPOSE OF DETERMINING THE FAIR MARKET VALUE BASED ON THE HIGHEST AND BEST USE OF CERTAIN PARCELS LOCATED IN THE SOUTH POINTE REDEVELOPMENT AREA; AND FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR OF THE AGENCY TO ISSUE NOTICES TO PROCEED WITH THE AFORESTATED FIRMS, AND APPROVING NEGOTIATIONS WITH SOL Z. BENNETT AS REVIEW APPRAISER. WHEREAS, at the Miami Beach Redevelopment Agency (Agency) meeting of January 5, 1994, during the course of oral reports on the status of the discussions with the Portofino Group, the Agency authorized the Executive Director to initiate the appraisal process for certain properties currently being discussed as part of this ongoing dialogue; and WHEREAS, on January 10, 1994, the request for price letters attached and incorporated herein as Exhibits A through F, were sent, respectively, to the appraisal firms of Lee Waronker; Dixon and Friedman, Inc.; Investors Research Associates, Inc.; Quinlivan Appraisers; AREEA; and Blazejack Company, with a request that each firm respond in writing by January 18, 1994, with a price quotation and schedule for completing the appraisal assignment; and WHEREAS, the Agency would recommend that the aforestated appraisals be completed as expeditiously as possible, preferably within a thirty to forty-five day period from issuance of a Notice to Proceed; and WHEREAS, the Executive Director would further recommend that the attached request for price letters be approved by the Agency, and that the Agency further authorize such approved appraisals to proceed; and WHEREAS, the Executive Director would also recommend that, following receipt of all appraisals, the Executive Director be authorized to hire Sol Z. Bennett as review appraiser. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MIAMI BEACH REDEVELOPMENT AGENCY that the Agency herein retroactively approves Request for Price Quote Letters sent to Lee Waronker; Dixon and Friedman, Inc.; Investors Research Associates, Inc.; Quinl i van Appraisers; AREEA; and Blazejack Company, respectively, for the purpose of determining the fair market value based on the highest and best use of certain parcels located in the South pointe Redevelopment Area; and further authorizing the Executive Director of the Agency to issue Notices to Proceed with the aforestated firms, and approving negotiations with Sol Z. BACKGROUND: At the Redevelopment Agency meeting of January 5, 1994, during the oral reports on the status of the discussions with Portofino, the Board authorized the Executive Director to initiate the appraisal process for the properties currently being discussed as part .of this on-going dialogue. Due to the numerous parcels of land required to be appraised, the Administration determined that the best approach would be to divide the assignment into five discreet categories. These groupings are as follows: A. Properties owned by the City of Miami Beach/Redevelopment Agency. B. Properties to be acquired by the Redevelopment Agency for future conveyance to Portofino. C. Property identified as SSDr North Uplands. D. Property identified as Alaskan/Eskimo tract. E. Properties owned by the Miami Beach Housing Authority or considered for potential affordable housing sites. For groups A, B, C and D, request for price quote letters were sent to one appraisal firm each with the understanding that Portofino will also be obtaining appraisals for these sites. For group E, two request for price letters were sent with the understanding that the Housing Authority which selected one of the firms will be responsible for reimbursement for this appraisal. Attached are Exhibit A, a list summarizing the appraisal assignments, Exhibit B, the request for price letter, and Exhibit C, the maps of parcels to be appraised. The request for price letters requested that each appraisal firm respond in writing by January 18, 1994, with a price quotation and schedule for completing the appraisal assignment. The price and schedule will be provided to the Redevelopment Agency Board during the January 19, 1994 meeting. ~()UTt1 V()I~ l?edevel()pment Ulstr1t:t -1- CIn' Cr:~~ l?edevel()pment Ulstrlt:t The Administration is committed to complete the appraisal process as expeditiously as possible, preferably in 30 to 45 days. Following receipt of appraisals, the review process will be implemented. We believe it is desirable to engage the services of a review appraiser due to the high cost of these parcels, the complexity of the appraisals and the potential for large disparities. It is recommended that a price quote for review and negotiation services be obtained from Sol Z. Bennett, MAl, who has assisted Metropolitan Dade County in complex acquisitions including the Government Center, the Miami Arena and the right-of-way for Metrorail. The proposal from the Mr. Bennett will be brought to the Redevelopment Agency Board for approval. The Administration reaffirms its position that it is in the City's best interest to successfully negotiate these arrangements for the following reasons: (1) improved configuration of development parcels, (2) preservation of public access to the water, (3) enhanced right-of- way configurations, (4) creation and preservation of view corridors and (5) retention of certain properties under City control. The appraisers may consider development rights and constraints of the parcels in determining the highest and best use of these parcels. Values should be expressed on a per parcel basis and a per square foot basis. In order to expedite the appraisal process, we have divided the assignment into four parts. Your firm is being requested to appraise the parcels identified on the attached list. Property Locations and Descriptions Maps and the list indicating the respective location of these sites are attached to this letter. Submission Reauirements Qualified firms or individuals interested in providing the services described above are requested to respond in writing. The following information is required as part of this assignment: 1) A statement as to your availability to make the appraisal and a completion date. 2) The furnishing of five (5) duplicate originals, the completed bound narrative report on the described premises, establishing an estimate of market value based on the highest and best use of the properties taking into consideration all applicable development rights and constraints. 3) You are to furnish a signed Certificate of Appraisal for each parcel certified to the Miami Beach Redevelopment Agency, the Cit~. of Miami Beach and Portofino Group.
