153-94 RDA RESOLUTION NO. 153-94 A RESOLUTION OF THE MIAMI BEACH REDEVELOPMENT AGENCY ADOPTING THE OFFICIAL POLICY FOR OBTAINING APPRAISALS FOR THE REDEVELOPMENT AGENCY AND APPROVING THE UTILIZATION OF THE COUNTY APPROVED LIST OF MAl CERTIFIED APPRAISERS. WHEREAS, the Miami Beach Redevelopment Agency has required the services of appraisers for a number of redevelopment related activities and has been adhering to the procedure followed by Metropolitan Dade County for obtaining this type of professional service; and WHEREAS, it is deemed appropriate that the Board establish an official procedure; and WHEREAS, this official procedure is based upon County established and court tested procedures, and as part of the County procedure a list of approved appraisers has been established, a copy of which is attached hereto as Exhibit A; and WHEREAS, the Redevelopment Agency will utilize this existing source of MAl certified appraisers; and WHEREAS, the official Redevelopment Agency appraisal procedure will consist of the steps summarized on Exhibit B, attached hereto and incorporated herein. NOW THEREFORE, BE IT DULY RESOLVED BY THE BOARD OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Board adopt the official procedure for obtaining appraisals and approve the utilization of the County approved list of MAl certified ap raisers. This letter shall identify properties to be appraised, establish parameters under which the appraisal should be made (i ,e. highest and best use, etc.), determine an approximate schedule for completion of appraisal work, specify other special considerations and state a response deadline. Receive proposals from appraisers. V. Review proposals and rank responses based on price quotation and schedule for completion of the assignment. Issue Notices to Proceed to selected appraisers. (NOTE: If proposal exceeds $10,000, Board authorization to issue Notice to Proceed is required.) In most cases, two appraisers will be selected for each assignments, Receive completed appraisal reports, Initiate review of appraisal reports by staff, Determine if services of review appraiser is needed~ If so, engage services of review appraiser to assist the Redevelopment Agency in establishing offer prices. Carlt Executive Direc SUBJECT: APPRAISAL PROCEDURE ADMINISTRATION RECOMMENDATION: The Administration recommends that the Board adopt as the official policy for obtaining appraisals for the Redevelopment Agency, the procedure outlined below, BACKGROUND: It has become necessary over the last several months for the Redevelopment Agency to engage the services of appraisers for a number of redevelopment r~lated activities. To date the Agency has been adhering to the proc'edure followed by Metropolitan Dade County for obtaining this type of professional service. At this time, we are requesting that the Board establish an official procedure. The recommended policy is based upon the County established and court tested procedures under which we have been operating. As a part of the County procedure, a list of approved appraisers has been established and we recommend that the Redevelopment Agency utilize this existing source of MAl certified appraisers in order to engage professionals to provide this service, The following chart summarizes the major steps in this procedure.
