A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA AUTHORIZING THE COMPLETION AND
SUBMISSION OF AN APPLICATION FOR FUNDING UNDER THE
EMERGENCY SHELTER GRANT PROGRAM TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) ,
PURSUANT TO TITLE IV OF THE STEWART B. MCKINNEY
HOMELESS ASSISTANCE ACT, PL 100-77 (7/22/87) AND
SECTION 485 OF THE STEWART B. MCKINNEY HOMELESS
ASSISTANCE AMENDMENTS ACT OF 1988, PL 100-628
(8/10/88) ; AND AUTHORIZATION TO APPROPRIATE SUCH
FUNDS WHEN RECEIVED.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA;
WHEREAS, on July 22 , 1987 President Reagan signed into law the
Stewart B. McKinney Homeless Assistance Act intended to provide
urgently needed assistance to protect and improve the lives of the
homeless; and
WHEREAS, on August 10, 1988 the Department of Housing and
Urban Development published the final rule on the Stewart B.
McKinney Homeless Assistance Amendments Act; and
WHEREAS, under this rule,the City of Miami Beach was allocated
$47, 000 to be used for either rehabilitation, operation or
maintenance, the provision of essential services, or an appropriate
combination of the three, at a shelter for the homeless; and
WHEREAS, there is no shelter currently in operation within the
City of Miami Beach and the City' s allocation of $47 , 000 is
insufficient to undertake or implement a new project within the
City; and
WHEREAS, the City' s 1988 allocation was combined with Dade
County' s and used for the rehabilitation of the Miami Mission
Association' s shelter for homeless women and children, and the
City' s 1989 allocation @ $30, 000 was utilized for the operations
of the shelter; and
WHEREAS, this shelter is currently in operation and in need
of funds for continued operating costs; and
WHEREAS, it has been agreed that priority for the placement
at the shelter will be given to the housing needs of Miami Beach
residents who have been displaced by the closing of unsafe
buildings through code enforcement action, or other City actions,
or who have been unable to obtain adequate housing through their
own means, in return for the assistance from the City of Miami
Beach with the Miami Mission Association's operating costs of the
facility; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager be
authorized and directed to complete and submit the application for
funding under the Emergency Shelter Grant Program to the U.S.
Department of Housing and Urban Development by February 26, 1990.
Further, that the Administration be authorized to appropriate such
funds when received.

APPLICATION TO THE U.S. DEPARTMENT OF HUD @ $47 , 000
On January 12 , 1990, the City received official notification
from the U.S. Department of Housing and Urban Development (HUD) ,
of our allocation @ $47 , 000 for Fiscal Year 1990, under the
Emergency Shelter Grants Program. The City' s previous year' s
allocation was used for operation of the Miami Mission Association,
Inc. , a shelter for homeless women and children. The City' s funds
were used for the operation and maintenance costs in return for the
Miami Beach homeless women and children being given priority for
placement at the shelter.
Since the women' s and children' s shelter has a proven track
record, and requires additional operating funds, it is recommended
that we continue to support this fine facility with our new
allocation. As in the past, it has been agreed that priority for
the placement at the shelter will be given to the housing needs of
Miami Beach residents who have been displaced by the closing of
unsafe buildings through code enforcement action, or other City
actions, or who have been unable to attain adequate housing through
their own means, in return for the assistance from the City with
the Miami Mission Association' s operating costs of the facility.
Also, as you are aware, there is no shelter currently in
operation within the City of Miami Beach, and the City ' s allocation
of $47 , 000 is insufficient to undertake or implement a new project
within the City.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Manager be authorized
and directed to submit the application for funding under the
Emergency Shelter Grant Program to the U.S. Department of Housing
and Urban Development (HUD) by February 26, 1990, and that the
City Manager be the authorized signator. Also, should the funds
be allocated from the U.S. Department of HUD, that the City be
authorized to appropriate such funds when received.

The City of Miami Beach combined its 1988 allocation of $38 , 000
with Metro-Dade County's allocation, to renovate the women's and
children' s shelter that is currently operated by the Miami Mission
Association, Inc. The facility is located at 2250 N.W. 1st Avenue,
Miami, Florida.
Upon completion of the renovation, the shelter opened on January
2, 1989 to provide services to homeless women and children. The
shelter contains thirty-seven adult beds and several cribs. Since
opening, the shelter has housed approximately twenty residents each
night. In addition to providing them with a safe place to sleep,
the facility is staffed with social workers and counselors who also
provide counseling and training to assist the residents in becoming
self-sufficient. Both a transient and a long-term program are
offered. Three meals are served each day and clean clothing is
distributed. The facility provides transportation to medical
appointments, job interviews and other social service agencies.
The shelter is still in need of furnishings, equipment and
operating supplies/costs. The operators foresee an increase in
operation costs as the utility bills increase during the summer
months and more residents are admitted. Transportation for the
clients to the above described sites is also critical, and a van
is necessaryfor such purposes. The City of Miami Beach plans to
continue assisting this facility by supplementing its budget with
the new allocation of Emergency Shelter Grant funds to be used for
operating and maintenance costs. In return, the Mission will
provide transportation and housing to the homeless women and
children on Miami Beach.
The match for the grant will be provided by the Miami Mission
Association through their administrative costs of operating the
shelter, as outlined in backup documentation that is included in
this application.
The project is categorically exempt from environmental review as
outl ined under 24 CFR 58.35 due to the funding of no rehabilitative
costs.
