A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXTENDING AN
INVITATION TO THE NATIONAL LEAGUE OF CITIES TO
HOLD ITS 1996 CONVENTION IN MIAMI BEACH AND
HEREBY COMMITTING TO FULFILL THE HOST CITY
SPECIFICATIONS.
WHEREAS, the National League of Cities is a prestigious organization representing
the best of the municipalities in the United States of America; and
WHEREAS, the 1996 National League of Cities Convention is currently under
consideration; and
WHEREAS, the City of Miami Beach has just completed a $91 million expansion and
renovation of the Convention Center, creating in excess of 500,000 square feet of
contiguous exhibit space, four halls divided by air walls and 72 meeting rooms, totaling 1.1
million square feet; and
WHEREAS, The Greater Miami Community provides a rich mix of cultural and
entertainment opportunities for convention delegates; and
WHEREAS, a commitment to undertake all financial responsibilities outlined in the
Host City Requirements is necessary, and is herein provided as Exhibit A.
NOW, THEREFORE, he it resolved by the City Commission of the City of Miami
Beach, Florida, that the City of Miami Beach extends an invitation for site inspection and
provides herewith a commitment to fulfill those Host City Specifications that would be
needed to ensure that the 1996 National League of Cities Convention was held in the City
of Miami Beach.

The National League of Cities annually convenes its Congress
of Cities in various cities around the country. This
congress normally attracts between 91000 to 10,000 people
each year. The five-day conference provides a wide variety
of training opportunities for municipal officials. It
establishes the policy for this national organization and
conducts the governance of the National League of Cities.
To host the annual Congress of Cities, a city must be a
direct member of the National League of Cities. It should
receive the support of the governing body of the city and
the stats league of municipalities of the state in which
they ars located. A resolution by the host city council is
encouraged and a formal bid by the city's mayor is required
in order for the city to be considered. Once bids are
received, a technical site inspection and evaluation will be
conducted by staff of the National League of Cities. Formal
bids that meet with the technical requirements are then
presented at the next appropriate meeting of the Board of
Directors for their consideration and approval•
Listed below are the traditional prime responsibilities and
funding provided for by the successful host city.
1. Our preferences for meeting dates are as follows:
a) the Saturday through Wednesday one week
following Thanksgiving (with a previous Monday
move-in and a following Thursday move-out) ;
b) the Saturday through Wednesday immediately
following Thanksgiving (with the same move-in,
move-out pattern under item *a" above) .
2. The host city is requested to designate a city
official or employee with direct access to the
chief executive officer to serve as the focal point
of NLC/host city activities during the meeting.

SUBJECT: INVITATION TO THE NATIONAL LEAGUE OF CITIES
The National League of Cities is soliciting bids for its 1996
convention.
In accord with our past interest in attracting a National League
of Cities Convention, we would anticipate bidding for the
approximately 9 , 000 to 10 , 000 people that attend the convention.
There are certain commitments that the National League will expect
us to provide at the time that we formally submit our bid to the
National League of Cities Executive Committee. As in the past, it
would be our expectation to gain the support of the Greater Miami
Convention and Visitor Bureau together with Metropolitan Dade
County and the City of Miami in order to satisfy any financial
requirements prior to submitting our formal bid to the Executive
Committee.
The Resolution that we would ask you to adopt, however, places us
in competition for consideration. Upon receipt of the Resolution
and formal bid, a technical site inspection and evaluation is
conducted by the staff of the National League of Cities. At the
time that the site inspection and evaluation team presents its
recommendations to the Board of Directors, we would be expected to
firm up any commitments.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City of Miami Beach submit
a bid to host the National League of Cities Convention in 1996 .
