A RESOLUTION OF THE CITY OF MIAMI BEACH,
FLORIDA, ORDERING AN IMPROVEMENT OF COLLINS
AVENUE FROM 63rd STREET TO 75th STREET; OCEAN
TERRACE FROM 73rd STREET TO 75th STREET; AND
71st STREET FROM COLLINS AVENUE TO RUE NOTRE
DAME AND DESIGNATING SAID IMPROVEMENT TO BE THE
NORTH SHORE PUBLIC AREA REVITALIZATION DISTRICT
NUMBER 1 AND PROVIDING FOR SAID IMPROVEMENT TO
BE AN ASSESSABLE PROJECT IN ACCORDANCE WITH
SECTIONS 29 AND 30 OF THE CITY CHARTER.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, THAT,
WHEREAS, The construction of the following described
improvement hereby sets forth the City' s intention to proceed under
Sections 29 and 30 of the City Charter; and
WHEREAS, The Director of Public Works is hereby directed
to prepare and to file with the City Clerk, plans and
specifications of said improvement and an estimate of the cost
thereof, including an estimate of the cost of the expenses of
preliminary and other surveys, the inspection and superintendence
of the work, the preparation of plans and specifications and
estimates, the printing and publication of notices and proceedings,
the preparation of bonds, interest during construction, legal
services, abstracts, etc. , and any other expenses necessary and
proper to conduct the proceedings and work herein provided for;
and, the estimated amount to be assessed against each front foot
of abutting property. A detailed budget of the proposed
improvement appears in "Exhibit A" , attached to this Resolution;
and
WHEREAS, The property against which assessments are to
be made for the cost of such improvement is hereby designated as
the North Shore Public Area Revitalization District Number 1
(hereinafter "NSPAR-1") and is described in "Exhibit B" , attached
to this Resolution, and for which a legal description is as shown
in "Exhibit C" , attached to this Resolution. Said district is
generally bounded by 63rd Street to the south, 75th Street to the
north along Collins Avenue including Ocean Terrace from 73rd Street
to 75th Street to the East, and 71st Street from the Collins Avenue
to Rue Notre Dame to the west; and
WHEREAS, In estimating the amount to be assessed against
abutting property, the Director of Public Works is hereby directed
to apportion to the City, such cost for lots or parcels of land
owned by the City or dedicated to the public with frontage within
the district; and
WHEREAS, The improvement shall be designated in all
proceedings, assessments and bonds as Improvement "NSPAR-1" , and
the property against which assessments therefore may be made for
the cost thereof, shall be designated as District "NSPAR-1" .
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City is
ordering the improvement to be the "NSPAR-1" , and providing for
said improvement to be an assessable project in accordance with
Sections 29 and 30 of the City Charter of the City of Miami Beach,
Florida.

SUBJECT: RESOLUTION OF THE CITY COMMISSION OF THE CITY

PUBLIC AREA REVITALIZATION DISTRICT NUMBER 1;
DESIGNATING THE LANDS IN THIS DISTRICT UPON
WHICH THE SPECIAL ASSESSMENT SHALL BE LEVIED
AS SPECIFIED IN THE ATTACHED LEGAL DESCRIPTION;
AND, STATING THE TOTAL ESTIMATED COST OF SUCH
SPECIAL ASSESSMENT.
BACKGROUND
Sections 29 and 30 of the City Charter of the City of Miami Beach
allow for the establishment of Special Improvement Districts.
The North Shore Development Corporation supports the concept of
creating a Special Improvement District around the North Shore
Commercial district, for the purpose of assessing property owners
for a physical improvement project in the district.
The attached resolution represents the first step in creating the
Special Improvement District. The purpose of the resolution is to
order the special improvement, specify the proposed nature and cost
of the improvement, and to identify the District ' s boundaries and
the proposed manner of assessment.
THE REQUEST
That the City Commission adopt the attached Resolution of Intent,
ordering the establishment of the North Shore Public Area
Revitalization District Number 1 in accordance with the steps set
forth in Sections 29 and 30 of the City Charter in order to fund
a physical improvement project for the District.
RECOMMENDATION
The Administration recommends that the attached Resolution be
adopted, which orders the establishment of the North Shore Public
Area Revitalization District Number 1 in accordance with the steps
set forth in Sections 29 and 30 of the City Charter.
